The Minister of Education, Ali Hamid Mikhlef, pledged to present the issue of converting free and administrative lecturers into contracts at the cabinet session, today, Tuesday, to obtain a decision "in favor of the lecturers and ensuring their legitimate rights."
The Media Department of the House of Representatives reported that the Parliamentary Education Committee held a meeting yesterday, Monday, headed by Deputy Qusay Al-Yasiri, Chairman of the Committee, in the presence of Minister of Education Ali Hamid Mikhlef, to discuss the Education Committee’s proposal to convert the free and administrative lecturers into contracts.
The meeting agreed to present the proposal at the Cabinet session (today, Tuesday) to obtain a decision from the Council of Ministers regarding converting lecturers into contracts according to Cabinet Resolution No. (340) of 2019, Paragraph (15).
For his part, the Minister of Education pledged, according to the statement, to raise the issue in the cabinet session to obtain a decision in favor of the lecturers and to ensure their legitimate rights, especially since financial allocations for the lecturers were included in the current year 2021 budget.
Thousands of free lecturers and administrators working with the Ministry of Education have continued for days, the large demonstrations that are being carried out in Baghdad and the provinces, in order to obtain their rights and establish them as contractors with the ministry.
For his part, a member of the Parliamentary Legal Committee, Rashid Al-Azzawi, confirmed in an interview with Al-Sabah, that "in the 2019 budget we had a number of free lecturers we were trying to appoint to the permanent staff."
 He added, "On February 5, 2016, the Council of Ministers suspended job grades with regard to deletion and creation, so the Ministry of Education was forced due to its need to contract with free lecturers, and after 2019 things opened up abnormally, so some education directorates contracted with free lecturers from supportive colleges. The number has become too large. "
Al-Azzawi added, "We have pressed the House of Representatives to appoint the permanent staff of lecturers, especially those who received the 125 grant in the 2019 budget, especially since the grades covered the numbers of these lecturers before 2019."
He continued that "there is objection by the government to their full appointment, so the contract with these will be in the form that the government sees, as for the House of Representatives, it cannot impose this formula."
Regarding the current protests, Al-Azzawi said: "The matter is not related to the House of Representatives. The allocations for the lecturers have been included in the budget, and the issue remains in the hands of the government about how to dispose of those funds, and whether it will consider them contracts or otherwise." 
Spokesman for the Ministry of Education, Haider Farooq, explained in an interview with Al-Sabah, that “the administrative orders for the lecturers from the College of Education and the supporting colleges are administrative orders issued by the directorates of education and not ministerial orders,” indicating that “this means that everything related to schools, Including the financial and administrative matters of permanent staff, it is affiliated with the education directorate in the governorate and not the ministry. "
Farouk noted, "The ministry has submitted the names of the free lecturers in the governorates (Anbar, Nineveh, Kirkuk and Salah al-Din) to the Ministry of Finance in order to take the necessary measures, while the rest of the directorates are affiliated with the provinces."
In turn, a member of the Parliamentary Finance Committee, Magda Al-Tamimi, confirmed that a request has been submitted to the Presidency of Parliament to amend the article on free and administrative lecturers in the 2021 budget from the characteristic of wages to contracts.
She added that "the request was based on Article 60 -second of the Constitution, and it is among the powers of Parliament to submit a proposal or amend a law."
Al-Tamimi told Al-Sabah: “Parliament needs 10 days to read and amend the aforementioned proposal for a first and second reading, after which a vote is taken on the amendment of the aforementioned paragraph as soon as the House of Representatives sessions begin.

Al-Tamimi had submitted a formal request to the Presidency of Parliament regarding free lecturers, which included that the Ministry of Education and its departments, according to the transferred powers, contract with free lecturers and administrators working in the educational sector to whom direct orders were issued in 2020 and before, and the government shall determine the monthly amounts of the lecturers as a monthly salary from Funds earmarked in 2021.

Mubasher: The Iraqi Council of Ministers headed by Mustafa Al-Kazemi issued 6 new decisions, including the approval of the National Integrity and Anti-Corruption Strategy (2021-2024).

This came during the regular session of the Council, today, Tuesday, according to the statement of the Media Office of the Prime Minister, and the decisions came as follows:

 

Firstly:

- The Ministry of Education and the General Directorates of Education in governorates that are not organized in a region, to contract with lecturers, administrators, and free workers in the education sector to whom previous administrative orders and directives were issued from those who started providing their free services on May 1, 2020, or before that date, provided that All requests will be resolved on September 1, 2021, and the Ministry of Education submits a monthly report to the General Secretariat of the Council of Ministers indicating the completion rates.

- The monthly wage granted to lecturers is (250 thousand dinars), and the monthly wage for administrators and workers does not exceed (250 thousand dinars), according to controls set by the ministry taking into consideration academic achievement, and the Council of Ministers Resolution (315 of 2019) and its amendments shall apply to them, and without Contradicts the provisions of this decision.

- The academic year is considered equivalent to the calendar year in relation to the wages payable to those covered by this decision.

- The Ministry of Finance must make the necessary transfers to implement this decision within the approved allocations in the Budget Law for 2021.

- Suspension of appointment to the Ministry of Education as lecturers.

This decision shall be implemented from the date of its issuance.

Second :

The approval of the Independent High Electoral Commission to pay a financial payment to the German company ( Hensoldt ) to inspect the software of the electoral hardware, not exceeding (20%) of the contract amount after the aforementioned company submits a letter of bank guarantee in the full amount of the advance payment.

Third:

- Approval of the recommendations of the committee formed in the Ministry of Agriculture regarding determining the lease allowances for agricultural lands in dinars per acre, as a starting line when announcing the public auction approved under the Opinion Commission Decision No. (15) based on the third provisions of Resolution (44) of 1997, according to the following:

1- Irrigated lands: a- Fully reclaimed (7,000 dinars), only seven thousand dinars, b- partially reclaimed (5,000 dinars), only five thousand dinars. C - the non-reclaimed (3000 dinars) only three thousand dinars. D- The banks of rivers (beaches) are 8,000 dinars, only eight thousand dinars.

2- Dirt lands: a- Guaranteed rain (7000 dinars), only seven thousand dinars, b- semi-guaranteed rain (4000 dinars), only four thousand dinars. C- Unsecured rain (500 dinars) is only five hundred dinars.

3- Desert lands: A- It contains wells (1000 dinars) only one thousand dinars. B - there are no wells (500 dinars), only five hundred dinars.

- The rental fees are calculated on the area included in the agricultural plan, and the rental fees are not collected for the areas not covered by the agricultural plan and not actually utilized, with the support of the technical authorities in the agricultural directorates in the governorates.

Fourthly:

 Approval of the draft law on the management of animal genetic resources, which has been verified by the State Council, and referred to the House of Representatives, based on the provisions of Articles 61 / Clause 1 and 80 / Clause Second) of the Constitution, taking into consideration the opinion of the General Secretariat of the Council of Ministers.

 Fifthly :

Approval of the recommendation of the Ministerial Council for Energy (42 for the year 2021), according to the following:

Accreditation of Stellar Energy to provide advanced engineering study ( FEED ), with the Execution and Financing Plan for the proposed projects in the Ministry of Electricity's book No. (MG / 9767) dated March 11, 2021, and allocating an amount only ($ 50,000,000) Fifty million dollars, for the fiscal year / 2021. To complete the first phase (engineering study), and to finance the financial allocation from other loans stipulated in the draft general budget law for the fiscal year / 2021,

Considering the offer submitted by the company is secured with funding from the American EXIM BANK ), and the value of the amounts required to be allocated for the years 2022 and above is clearly and scheduled upon approval of the implementation and financing plan presented by the company above from the Ministry of Electricity, and submitting it to the Ministry of Planning and the Council of Ministers in accordance with the principles that the public company From the Ministry of Electricity, without a sovereign guarantee.

Sixthly:

Approval of the National Integrity and Anti-Corruption Strategy (2021-2024), which was prepared by the Federal Integrity Commission to contribute to combating and reducing corruption, taking into consideration the observations of the legal department in the General Secretariat of the Council of Ministers, and the remarks of the members of the Council of Ministers during the meeting session.
