ERBIL, Kurdistan Region — The Kurdistan Regional Government (KRG) is optimistic as it waits for Baghdad to begin implementing the 2021 budget that was passed by the parliament this week after months of tense negotiations, the spokesperson for Deputy Prime Minister Qubad Talabani said on Saturday. 

“We are optimistically waiting for the president of the republic to sign” it into law, Samir Hawrami told Rudaw’s Snwr Majid on Saturday, adding that the government is ready to meet its obligations as the bill comes into effect retroactively. 

“Whatever commitments there are for the past four months on the KRG, we have shown readiness to meet them … and in return whatever financial gap there is on the KRG’s shoulders for the past four months, they should pay it back to the Kurdistan Region,” he said.

The budget bill, approved by the Iraqi Council of Ministers in December, took more than three months to be passed by Iraq’s parliament. It was finally put to a vote on March 31. Under the law, the Kurdistan Region will hand over revenues of no less than 250,000 barrels of oil per day at state-regulated prices to Baghdad in exchange for federal funds.

Hawrami said “a technical delegation” may need to go back to Baghdad for the law’s implementation, adding that the negotiating team, led by Talabani, visited Baghdad about “ten times” to resolve budget disputes.

“If I’m speaking optimistically, we are waiting for the Iraqi government to [send the Kurdistan Region’s share of the budget] as an experiment this month to see how much the KRG will receive,” said Hawrami. 

Deputy speaker of the Iraqi parliament Bashir al-Haddad had told Rudaw’s Halkawt Aziz that the Kurdistan Region’s share was allocated at 12.67 percent of the budget.

If the funds, added to the rest of the KRG’s revenues, add up to 895 billion dinars ($615 million), then the government will be able to pay its employees in full, “salaries will 100 percent be distributed without any cuts," said Hawrami. 

The KRG has struggled to pay its public sector employees on time and in full for months because of an economic crisis brought about by low oil prices and budget disputes with Baghdad. Asked if cuts to pay cheques from the past four months will be returned to civil servants, Hawrami said that will be decided after the government calculates its revenues. 

The KRG also has to make repayments on a loan it took out from the Trade Bank of Iraq. It owes around 5 trillion dinars. An item in the budget dictates payments of “around 50 billion dinars monthly” over seven years, said Hawrami. 

He added that the 2021 budget is expected to be carried over into 2022 since elections are scheduled for October so “it’s hard to prepare another budget bill again,” while a new government is formed.

The Parliamentary Finance Committee revealed, on Saturday, recent visits by Kurdish delegations to Baghdad to discuss several files.

SULAIMANI — A spokesperson for Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani said on Saturday (April 3) that there are no “difficult obstacles” preventing implementation of the recent budget agreement between Baghdad and Erbil.

On Wednesday night, the Council of Representatives passed the Federal 2021 Budget Law, including Article 11, which outlines the Kurdistan Region's share.

The Kurdistan Regional Government (KRG) will receive 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export. The federal government will be able to cut off funds in the event of non-compliance.

Spokesperson Samir Hawrami told reporters that all political parties had given their consent to the agreement, so it is expected to be implemented as it is written.

Hawrami added that the KRG has expressed its readiness to ensure implementation.

Iraqi President Barham Salih is expected to sign the law this week.

Talabani and Salih met with Patriotic Union of Kurdistan (PUK) co-Presidents Lahur Sheikh Jangi and Bafel Talabani at Salih’s residence in Mergapan, outside of Sulaimani on Saturday.

Samir Hawrami, spokesman for the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, announced that a delegation has been sent to the Iraqi capital to discuss the implementation of the budget law. 895 billion dinars.

Each party that wins a number of legislative seats hopes to participate in executive decision-making and contribute to the implementation of its programs through policies.

Central Bank: Iraq will not face economic collapse .. And raising the exchange rate contributed to increasing reserves and preventing currency smuggling

Baghdad / Obelisk: The Central Bank clarified, on Saturday, April 3, 2021, that Iraq will not face economic collapse, indicating that the increase in the dollar exchange rate increased the bank’s reserves.

The general manager of accounting at the bank, Ihssan Shamran, told local media that the previous period witnessed confusion due to the statements of some politicians and MPs about the return of the exchange rate or not, which contributed to a decrease in the demand for dollars from the bank until the daily sale reached 15 million dollars instead of 200 million.

Shamran went on to say that the process of raising the dollar contributed to not smuggling hard currency and becoming a tool to protect farmers, agriculture and the national product in general, indicating that this measure provided protection at the borders from imported goods without the use of guards and weapons, at a time when criminal smuggling operations needed evidence and other steps. 

The Director General of Accounting at the Central Bank ruled out that the Iraqi economy will witness a collapse because it is considered an oil country, and what is available in it makes it the owner of the last barrel of oil in the world, citing examples that passed over the country, including the events of ISIS in 2014 and the repercussions of the pandemic in 2019.

He added that the Iraqi economic situation will not collapse with the existence of what he described as the wall and arsenal of the country (the central bank), not only by relying on the amount of hard currency reserves, but also because it is a reservoir for the economic and monetary behavioral assessment of the country on, as he put it.

2021 budget and exchange rate change

The exchange rate crisis erupted after the leakage of the initial draft of the 2021 budget draft and the adoption of a new exchange rate by the Ministry of Finance that would help finance the huge gap between government expenditures and revenues. As the financial pressures facing the Iraqi economy in 2020 prompted the Ministry of Finance to raise the exchange rate of the Iraqi dinar in the federal budget 2021 to (1450 = $ 1) instead of (1182 = $ 1), in order to maximize government revenues from the export of Iraqi oil by about (10 One trillion dinars. However, the justifications of the Ministry of Finance were not convincing, and the figures in the budget did not match the critical financial dilemma that Iraq is going through, nor the broad promises promoted by the White Paper on financial and economic reform. Government expenditures in the draft 2021 budget have skyrocketed, and it does not match the available financial resources or the purported control and rationalization trends in the white paper.As the total public expenditures amounted to (164) trillion dinars, with total revenues of nearly (93) trillion dinars, representing oil revenues (73) trillion dinars, and non-oil revenues (20) trillion dinars. Thus, the total planned deficit is (71) trillion, which constitutes (43%) of the total estimated expenditures and an increase of (158%) over the planned deficit for 2019.

Oil and the exchange rate crisis

Just as the collapse of oil prices pressed the exchange rate of the dinar to achieve a financial goal (maximizing oil revenues) and a monetary goal (reducing dollar sales and maintaining the dollar reserve at the central bank), the price recovery also pressed the exchange rate, but this time in the opposite direction, and for political reasons, mostly. During the past month, Iraq achieved oil revenues that exceeded (5) billion dollars, with an average oil price of (60) dollars per barrel, which maximized government revenues and contributed to the high voices calling for a return to the old exchange rates (1200 = $ 1), after the need to reduce The value of the dinar to finance the government fiscal deficit gap. And also in order to counter the wave of price hikes that the local markets recently witnessed, in excess of the reduction rate, as a result of weak government control and the greed of merchants and suppliers by exploiting the high exchange rate to inflate prices.The exchange rate has become a heavy meal for the Iraqi media, especially with the end of the countdown to approve the budget, the approaching election season, and the increasing fever of auctions and political drop between the political blocs and parties in Iraq. For the exchange rate to generate a new political crisis in addition to the accumulated and widening economic and social crises since 2003.

The repercussions of reducing the exchange rate

Despite the difficulty of timing in which the monetary shock was passed on to the economy, restoring political pressure on the central bank and the government to restore the exchange rate to its previous level, usually for electoral purposes, faces several obstacles, the most important of which is the legal obstacle. The 2021 budget, if done, given that determining the exchange rate is within the authority of the Central Bank in accordance with Article (4) of the amended Central Bank of Iraq Law No. (56), which stipulates the exclusive responsibility of the Central Bank in formulating and implementing monetary policy and exchange rate policy in Iraq. The Federal Court ruled in 2015 in favor of the Central Bank in the appeal submitted by the latter against the parliament’s decision to add Article (50) to the 2015 budget, which obliges the Central Bank to determine the ceiling for the bank’s dollar sales not exceeding $ 75 million per day.

On the other hand, changing the exchange rate again, and with political pressure, weakens the independence of the Central Bank and thus loses confidence in monetary policy in Iraq, and this has negative repercussions on the business climate in the country. Also, returning the exchange rate to its previous level does not guarantee the return of price levels to their initial rates due to the inelasticity of prices towards decline, especially in the Iraqi economy.

What makes the matter more dangerous is the introduction of exchange rates into the global oil price cycle, as raising and lowering the exchange rate in response to the decline and rise in oil prices in global markets increases the dependence of the Iraqi economy on the oil resource and doubles the chances of external shocks infiltrating the country through financial channels (the general budget) and channels Monetary (exchange rate), and thus threatening the Iraqi economy with double economic shocks (financial and monetary) that increase the existing economic imbalance and link financial and economic stability to fluctuations in oil prices in the future

Members of the House of Representatives submitted proposals regarding salaries, market prices and other files that followed the approval of the general budget law, while the Deputy Speaker of Parliament, Bashir Al-Haddad, announced that the 2021 draft budget will be referred to the relevant department for review and scrutiny.
The law is likely to be sent to the President of the Republic during this week for approval and publication. In the official gazette, to come into effect after the Ministry of Finance issued instructions for implementing the budget.

Al-Haddad said, in a statement: "After the budget is approved, the Parliamentary Affairs Department will check the articles of the law and match its texts to the final version before sending them to the Presidency of the Republic."


In turn, the head of the Human Rights Committee, MP Arshad Al-Salhi, called on the government to distribute the salaries of employees for the next three months in dollars.

In this regard, a member of the Parliamentary Finance Committee, Adnan Al-Zorfi, confirmed, in an interview with Al-Sabah, that “what the deputies propose is not binding on the government, and those proposals are not necessarily applicable,” indicating that “the matters that are applicable are those presented in the budget law. Create some ideas and opinions, but they are not binding on the government. ”

He added, "The application of these proposals is due to the government and the monetary policy of the Central Bank in the process of approving the exchange process, and not to meet the desire of the representatives."

The Adviser to the Secretary-General of the Council of Ministers for Financial Affairs, Obaid Mahal, told Al-Sabah: “Paying salaries in dollars to employees, as suggested by one of the representatives, is a defective thing, regardless of the economic damage that will be caused if this proposal is implemented, since the flag and currency are from State sovereignty, and we are in a sovereign state, and sovereign states have an exclusive right to dispose of their currencies.


With regard to the budget and the texts that have been voted on, Mahal explained, “All the articles that have been voted in violation of the constitution, one of the articles of the constitution confirms that the session of the House of Representatives does not end without the approval of the budget and the discussion of it is not less, but with its approval, and this is what happened in 2014 and 2020 And it should have been approved before the end of the session, and in Article 60, those who prepare draft laws are the President of the Republic and the Council of Ministers only, and parliamentary proposals are submitted to the Council of Ministers, not to vote on them directly. 
 

The budget and make proposals to the government to increase some items, and when necessary, Parliament proposes to the Council of Ministers to increase the funds for expenditures, ”noting that“ until now we do not know what changes have been made to the budget, ”stressing that“ everything in the budget is contrary to the constitution. ” 


The head of the Parliamentary Human Rights Committee, Arshad al-Salihi, had attributed his demand to the government that salaries should be distributed for the next three months in dollars, so that the aggrieved citizen could return part of his stolen right, which would lead to a positive increase in the value of the Iraqi dinar.

-Salhi said in a statement: His claim comes after the Ministry of Oil’s statement on the amount of its exports for the month of March, whose revenues amounted to $ 5.8 billion, the amount of exported oil 91 million and 311 thousand and 929 barrels, at an average price of $ 63.329 per barrel, despite OPEC’s decision to reduce production, indicating that The poor segment was exposed to outrageous damage as a result of the high price of the dollar against the Iraqi dinar by the Central Bank.

He added that the responsibility entrusted to us is part of our supervisory duties, and based on the principle of preserving the rights of the citizen, we demand that the salaries of employees be distributed for the next three months in dollars.

The oldest weather forecaster at Basra airport, Sadiq Attiyah, warned today, Saturday, of a huge wave of sulfur dioxide gas that may reach Iraq in the coming hours, while indicating that this gas threatens the eyes and respiratory system.
 

Attia said in a post on his Facebook page, "According to what environmental maps monitor, the arrival of a huge wave of sulfur dioxide (So2) heading towards the Levant, then Iraq and Turkey, was thrown by the Atna volcano on the Italian island of Sicily, which erupted for the seventeenth time in a row on the night yesterday". 

"Sulfur dioxide is considered a toxic gas (if its concentration increases in the air), it is colorless and has a pungent odor, and is naturally formed from volcanic activity and from the decomposition of organic matter. It can also be manufactured by burning sulfur or heating mineral sulfur compounds.

This gas is released. In the atmosphere from oil refineries, factories and power plants that consume coal or oil. " 

He warned, "In this atmosphere, people breathe sulfur dioxide, which irritates the eye and respiratory membranes, and can dissolve in water droplets to form harmful acid rain."

Parliamentary Finance: The budget will be applied and implemented retroactively for the past months

On Sunday, a member of the Parliamentary Finance Committee, Muhammad al-Shabki, stated that the budget will be applied and implemented retroactively for the past months that were not enacted, pointing out that the budget must be effective from the first of last January.

Al-Shabaki said in a press interview, that "the federal budget for 2021 is supposed to be published in the Iraqi newspaper Al-Waqae' after it was decided by Parliament and voted on in general."

He added that "the budget is considered effective from the first of January of the year 2021, despite the parliament voted on it on the 31 of last March."

He explained that "the budget is applied and implemented retroactively for the past months, after Parliament voted on it after exceeding the specified date for its implementation."

Committee member Nada Shaker Jawdat said in an interview with Al-Sabah newspaper, which was followed by Al-Eqtisad News, that “one of the most important laws that efforts must be poured into at this stage is the partnership between the private and public sectors, and other important laws that are in the interest of correcting the economic situation

She added that "the human potential is able to change the Iraqi economic reality to its best with the support of legislation, including the law of partnership between the private and public sectors, which contributes to the development of the country industrially and supports it economically and provides a large cash block at home

Jawdat pointed out that “strengthening and correcting the local industry and relying on it represents the best solution to avoid the high prices of imported products, which constitutes a successful action plan for ministries to evaluate their factories in two ways. 
Either offering it for investment or evaluating it and working to operate it with local competencies and expertise, in addition to relying on pushing development and benefiting from the manufacturing plans adopted by factories in neighboring or global
countries in manufacturing products with Iraqi expertise.

He added that "in the next parliament session, we will move to collect signatures to question the current central bank governor about the decision to raise the dollar exchange rate and the reason for the continued insistence not to reduce it despite the absence of the need for the matter."

He explained that "pressure will be placed on the governor to reduce the price of the dollar by various legal means."

Economic expert Abdul Rahman Al-Mashhadani stressed, on Sunday, the government's inability to pay Iraq's external and internal debts and deficit within the budget, indicating that the budget was formulated to pay salaries without ending the deficit.

Al-Mashhadani said in a statement to / the information / that "there is a parliamentary confusion between the financial policy, which is one of the powers of the government and the monetary policy of the Central Bank. The decision to raise the dollar cannot be appealed within the budget as it is a decision of the Central Bank."

He added that "Parliament passed the budget in the form of disbursement of salaries and other financial belongings without taking into account the reduction of expenditures and then reduce the deficit and pay off debts."

Al-Mashhadani indicated that "the central bank has cash to spend the budget and issue treasury bonds to cover the government's internal debts within the budget."

Might be, they are doing it for political reasons. The government wants to be the heroes, raising the rates, benefitting the ordinary citizen. The population might have to be set up. Make it feel it is their idea, make them feel the Dinar is worth a lot, the bankers are stopping that, the CBI and international bankers are holding back the prosperity to follow a high Dinar? Might be, this is what the Central Bank wants, but better to make the people feel it is their idea, their government's idea, the whole time? :bananacamel::twocents: Reverse psychology? Maybe....or maybe I'm wrong. Dunno, really.
