The Parliamentary Finance Committee revealed, on Saturday, recent visits by Kurdish delegations to Baghdad to discuss several files.

The deputy of the committee, Sherwan Mirza, said that "the Ministry of Natural Resources in the Kurdistan Regional Government will discuss the mechanisms for the delivery of oil imports with the Ministry of Oil and officials in the federal government."

He added, "The Ministry of Finance and the Office of Financial Supervision in the Kurdistan Regional Government will also settle financial dues with the Ministry of Finance and the Office of Financial Supervision in the federal government."

Mirza continued, "Technical delegations will visit Baghdad to discuss these issues and resolve them between the two sides because the budget law will be implemented retroactively and it needs to know the size of the financial dues for each government during the past months of this year."

The Parliamentary Finance Committee confirmed, on Saturday, that the Federal Budget Law for 2021 will enter into force as of the beginning of this year.

The deputy of the committee, Sherwan Mirza, said that "the Presidency of the Council of Representatives will send the federal budget law for the year 2021 to the Presidency of the Republic for the purpose of ratification, and then the law will be published in the Iraqi newspaper Al-Waqa'i’."

Mirza added, "The budget law will enter into force after that and with retroactive effect, meaning from 1/1/2021 until 12/31/2021," noting that "these measures did not take a long time and the law will come into effect soon."

He stated, "The Federal Ministry of Finance will also issue budget instructions without changing any article of the federal budget law for the year 2021."

Minister of Foreign Affairs Fouad Hussein discussed, on Saturday, with his Swiss counterpart Ignazio Cassis the fate of Iraqi funds frozen in Swiss banks.

In a joint press conference with the Swiss minister in Baghdad, Foreign Minister Fuad Hussein said, "We discussed bilateral relations in the fields, and we touched on Iraqi funds frozen in Swiss banks and signed a memorandum of understanding with Switzerland."

He added, "We discussed immigration issues at the Swiss and European levels and a solution for refugees or asylum seekers was developed, and we touched upon the issue of reopening the Swiss embassy in Baghdad.

For his part, the Swiss Foreign Minister said: This is the first visit of the Swiss foreign minister to Iraq at all, and I will conduct a tour in Lebanon and Jordan have the same goals that support stability. 

He stressed: We seek to establish correct relations with the aim of restoring stability to the region, and we admire the Pope's message on Iraq and support the reforms of Iraq.

SULAIMANI — A spokesperson for Kurdistan Regional Government (KRG) Deputy Prime Minister Qubad Talabani said on Saturday (April 3) that there are no “difficult obstacles” preventing implementation of the recent budget agreement between Baghdad and Erbil.

On Wednesday night, the Council of Representatives passed the Federal 2021 Budget Law, including Article 11, which outlines the Kurdistan Region's share.

The Kurdistan Regional Government (KRG) will receive 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export. The federal government will be able to cut off funds in the event of non-compliance.

Spokesperson Samir Hawrami told reporters that all political parties had given their consent to the agreement, so it is expected to be implemented as it is written.

Hawrami added that the KRG has expressed its readiness to ensure implementation.

Iraqi President Barham Salih is expected to sign the law this week.

Talabani and Salih met with Patriotic Union of Kurdistan (PUK) co-Presidents Lahur Sheikh Jangi and Bafel Talabani at Salih’s residence in Mergapan, outside of Sulaimani on Saturday.

ERBIL, Kurdistan Region — The Swiss and Iraqi foreign ministers signed a memorandum of understanding in Baghdad on Saturday, agreeing to establish “political consultations” as part of developing ties between their nations. 

Swiss Foreign Minister Ignazio Cassis arrived in Baghdad on Saturday for a two-day visit, part of a Middle East tour that includes stops in Oman and Lebanon. He met with Iraqi Foreign Minister Fuad Hussein and discussed “how [Switzerland] can help promote peace & security. We signed an MoU establishing regular political consultations between Switzerland & Iraq,” Cassis tweeted. 

Switzerland does not have an embassy in Baghdad, its affairs are managed through the representation in Jordan, but it is “keen to establish a diplomatic representation” in Iraq, according to its foreign policy strategy. Cassis’ visit is the first for a member of Switzerland’s executive council to Iraq since 1979.

He will also meet young Iraqi entrepreneurs “to discuss innovation and what prospects there are for young people in this still fragile country,” according to a statement issued by the foreign ministry before his trip. The Swiss government has prioritized supporting youth employment through education and training. 

Iraq has a large youth population. About a third of its 40 million people are between the ages of 10 and 24. 

Youth unemployment is high, around 27 percent in 2019, according to UN figures. A UN survey published last month revealed “youth frustration with the lack of livelihood and employment opportunities, lack of cohesion in offer and demand for employment, lack of women participation in the labour market and lack of private-sector job opportunities.”  

Unemployment was one of the factors behind the protest movement that began in October 2019. The situation worsened with the oil-dependent economy taking a massive hit when crude prices plummeted last year during a global shutdown due to the coronavirus pandemic. He pointed out that “through the work of the supervisory committee, it will follow up the projects that have ceased to exist and that have been neglected for years and led to a waste of public money in all governorates, especially the projects whose contracts were signed between 2005 to 2007 and the following years, and which have ceased and need additional work to re-work in them. Therefore, the sub-committees of the Services Committee, with the participation of the concerned ministries, will prepare evaluations for these projects to follow up on them, and to see if they can be re-worked on again

Right. So why pay them in dollars? Do the CBI want to keep all of the dinar and if so why? The CBI did say the rate will be reduced to 1500 and I believe they are trying to pull in the large notes from the people because goods cost more The question is WHY?? How long can they continue with this rate? This can be a good thing for us if this is the "delete the 000's process" that has been talked about for years. We will see. Watch what they do and not what they say.

A spokesman for the State of Law, Representative Bahaa Al-Din Al-Nuri, warned, on Saturday, of a living disaster due to the high prices.  

Al-Nouri said in an interview with Al-Ahed News that “the continuing rise of commodities, especially foodstuffs, to an unprecedented level with the high exchange of dollars in the local markets threatens a living disaster.

Samir Hawrami, spokesman for the Deputy Prime Minister of the Kurdistan Region, Qubad Talabani, announced that a delegation was sent to the Iraqi capital to discuss the implementation of the budget law, and while noting the budget agreement may extend to 2022 as well, he made clear that the salary deductions will be canceled if the revenues of the Kurdistan region reach 895 billion dinars.  
Hawrami said in a televised interview: “We are waiting for how the Iraqi government will send the Kurdistan region’s share of the budget, and this month is an experiment, and if revenues reach an addition of 50% of non-oil revenues to 895 billion dinars, then salaries will be distributed without any deduction.”
He explained that "it may require the delegation of the Kurdistan region to make another visit to Baghdad to set up mechanisms for how to apply the law." 
 On the debts of the Iraqi Trade Bank TBI owed by the Kurdistan region, he said that it amounts to about 5 trillion dinars, and according to one of the paragraphs of Article 11 of the budget, the Kurdistan Regional Government must pay those debts to the bank within 7 years.
He went on to say that he believes, with many other Iraqi officials, that the 2021 budget law will be applied as well next year, "because the elections will be held in October and the budget cannot be prepared at that time

Al-Salhi said in a statement today, that “after the Iraqi Ministry of Oil’s statement on the amount of its oil exports for the month of March, revenues amounted to $ 5.8 billion, indicating that the amount of exported oil is 91 million 311 thousand and 929 barrels, at an average price of $ 63.329 per barrel, despite OPEC’s decision to reduce production. “.

Al-Salihi called on the government to distribute salaries for the next three months in dollars so that the aggrieved citizen can return part of his stolen right, which will lead to a direct increase in the value of the Iraqi dinar.

How much is the value of salaries?

While the value of monthly salaries in Iraq is equivalent to about 6 trillion dinars, salaries used to cost the state according to the previous price of the dollar, about 5 billion dollars, but after the decision to reduce the value of the dinar, the state had to pay only 4.1 billion dollars at the new price of the dollar, which equals 6 trillion. Dinar.

And if the government is forced to pay half of the salaries in dollars, this means that it will pay perhaps 2 billion dollars, compared to 3.1 trillion as well.

Earlier, before the devaluation of the dinar and the continuing fluctuation of the dollar’s prices, the Finance Committee demanded a similar request, but an economist considered the step "dangerous."

The specialist in economic affairs, Maytham Laibi, described the proposal to distribute the salaries of state employees "in dollars" as "an" improper "proposal and a step that threatens the national economy.

Laibi said in a press statement, "This proposal is not valid, and it will negatively affect the Central Bank in particular and the state budget in general."

He stressed, "The distribution of salaries in dollars will lead to the loss of monetary policy represented by the Central Bank, which is one of its most important functions to control the money supply, and the exchange rate, indicating that this step will increase" dollarization "operations, which means a decrease in the operations of keeping the dinar as a store of value.

Laibi said, “It is not certain that there will be a decrease in the demand for dollars in the currency auction if the state’s salaries are distributed in dollars.”

He added, "speculators and bankers will continue to speculate on the dollar for the purposes of achieving quick profits, expecting that the difference between the exchange rate for buying dollars by speculators and the price at which employees receive dollars will increase."
