{Politics: Al Furat News} The leader of the Sadrist movement, Mr. Muqtada al-Sadr, warned of repetitive postponement of the House of Representatives vote on the federal budget bill for 2021.

 

Al-Sadr said in a tweet on Twitter: "Once again, we see the House of Representatives, having been unable to vote for the budget due to political, partisan, sectarian and {nationalism} differences, forgetting the suffering of their people."
He added, "From here, I would advise forgetting their differences and approving them as soon as possible," warning of the "consequences of delay," thanking "the position of the Sairoun bloc and asking them for more."
The House of Representatives, again Sunday, had failed to hold a voting session on the draft federal budget law for 2021.
A representative source told {Euphrates News} that, "Despite the agreement on the Kurdistan region’s share, which was the budget knot, the differences moved to other articles such as Contracts, job grades, the dollar exchange rate, IDPs, and the reconstruction of devastated areas. "
Estimates of the budget indicate 128 trillion dinars (about 89 billion dollars).
It is not known yet the date of the next session, amid the odds that it will be Monday.

Today, Sunday, the economic expert, Rasem Al-Akidi revealed a surprise regarding the repercussions of the change in the price of the dollar against the Iraqi dinar, while referring to a group of countries whose local currencies were damaged as a result of the decline of the Iraqi currency. 

Rasim Al-Aqidi said, in an interview with (Baghdad Today), that "the monetary block in Iraq before the exchange rate change amounted to 61 trillion dinars, of which the government owns only 20%, while 40% of the block is in neighboring and regional countries, and 40% at Banks, banks, markets, and civilian homes. "

Al-Aqidi added, "After the new price of the dollar, banks related to neighboring countries and foreign companies dealing with Iraqi private banks have replaced their Iraqi currency with dollars, and have stopped buying dollars at the new price because it does not suit them."

He pointed out that "what happened from collapses in the exchange rates of some Arab and regional currencies and the rise in prices, whether in Lebanon, Turkey, Jordan and Syria, came as a result of their dependence on Iraq to obtain dollars."

The economic expert explained, "The state now owns 60% of the Iraqi monetary mass, which is a positive framework that allowed it to move the file of loans and advances and invest them through interest," indicating that "the change in the price of the dollar gave some of its fruits within a short period of time."

And the economic expert, Dawood Al-Jumaili, had spoken earlier, that Iraqi money had been taken into account during the previous exchange rate. 

Al-Jumliy said, "The price of the previous dollar, of (1200), was considered a cheap exchange rate by the exporting countries, so Iraq was one of the largest importers of goods, as it adopted an unreal dollar exchange rate and was not based on scientific theories, in order to flood the market with imported goods. . 

The economic expert called "to put laws in the 2021 budget in order to protect the poor classes and those with limited income from sudden changes taking place in the Iraqi economy."

And after the decision to reduce the exchange rate of the Iraqi dinar against the dollar, the economic agency "Bloomberg" said that the decision of the Central Bank of Iraq, which includes adjusting the exchange rate of the US dollar against the Iraqi dinar, is a “deserved reduction in the value of the national currency.” 

In a report translated (Baghdad Today), Bloomberg explained that the measure “reduces the currency by about 20 percent against the dollar,” indicating that it came “to avoid depleting countries’ foreign currency reserves after the Corona virus drained energy demand and caused a collapse the prices".

Advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, stressed on Sunday the need to provide the General Budget Stabilization Fund for 2021, while indicating that Iraq will not resort to borrowing if the oil price reaches $ 70.

 

According to the official agency, Saleh said, 

"The budget stabilization fund must be available as a sovereign precautionary fund against the risk of fluctuation or decline in the sustainability of revenues, since oil revenues constitute more than 92% of total public revenues in the budget." 

He added that "the price of a barrel of oil should not be less than $ 70 to reach a balanced budget without resorting to borrowing to finance the annual deficit in the general budget."

Iraq is discussing a "gigantic agreement" with the French company Total CI to build large infrastructure facilities, develop oil fields and produce gas, while noting that the country is trying to diversify its gas imports

 

"Iraq is discussing a gigantic agreement with the French giant Total CI to build large infrastructure facilities, develop oil fields and produce gas," Abdul-Jabbar said in a press interview

He explained that "the contract is expected to be completed before July, and the relationship with Total will be based on targeting the low-carbon industry and seizing all flared gas. It is scheduled to produce 1 gigawatt of solar energy in the first phase," noting that "a specialized team from The Ministry of Oil will lead these discussions with Total


The minister pointed out that "the agreement is gigantic, and the volume of investment exceeds $ 7 billion," noting that "the conditions, including political and administrative decisions for the economic model that protects the rights of the two parties, have already been agreed upon 

and that "Iraq will reduce its imports of gasoline and oil gas by 50% in 2021 and 90% in 2022," stressing that "Iraq will need a very limited volume of gas oil imports to support power generation


Abdul Jabbar pointed out, "Iraq is buying gas now from Iran and is trying to diversify imports from Qatar, Kazakhstan and other producers

Iraqi Parliament Delays Vote on Budget until Further Notice

ERBIL - The Iraqi Council of Representatives once again on Sunday delayed the vote on the budget bill for the year 2021 until further notice.

The session had been scheduled to be held at 3:00 pm before it was postponed for 7:00 pm and later to 1:00 am due to disputes among the political parties over the budget bill.

However, the parliament failed to vote on the bill and the session was reported to have been delayed until further notice while it is highly likely to be held on Monday afternoon.

Erbil and Baghdad have now reached an initial agreement on the budget bill, including the Kurdistan Region's share from the federal budget.

The independent politician and former MP, Izzat al-Shabandar, counted, on Sunday, the political struggle over the exchange rate as a "beneficial interest" among the currency giants, pointing out that those behind them are criminal politicians.

Shabandar wrote a tweet on Twitter today (March 28, 2021), in which he said that "the political conflict and disagreement over the exchange rate does not belong to the poor, and his income and strength are related."

He added,  "It is a utilitarian, market-oriented struggle between the giants of the currency and the dollar market and its whales from some bank owners and those who stand behind them from among the criminals who work in politics

It’s appearing my previous post is becoming more accurate by the day, Tuesday or Wednesday of this week should be about right.

Didn’t I tell you guys they were going to result to borrowing, why even mention it if you are not considering! This is shameful... if this a stall tactic they are damn good at it but I don’t think it is. This is getting worst and the street protest will be next and I hope that it is peaceful... We are the only ones screaming smoke and mirrors in the mean time the GOI is  doing what they always do.... NOTHING!! I hope I am wrong....go RV ... go Iraq!!

The MP for the Patriotic Union of Kurdistan, Rizan Sheikh Delir, announced that the Kurds' share in the draft budget law for 2021 is no longer a problem and that the current differences are with the political parties.
 

"Iraqi citizens must know the truth, which is that the Kurdistan region’s share of the budget did not constitute an obstacle to voting on the draft federal budget law," Deler said in a press statement. 
 

She added, "The Kurdistan region delegation visited dozens of times to Baghdad to reach an agreement, and what is an obstacle to the budget is the intention of the Iraqi political parties and their conflicts with the government, not the Kurds' share in the draft budget law."

Dlir indicated that "Article 11 of the budget bill for the Kurdish quota has been voted on by the Finance Committee, and that what has so far hindered the parliament vote on the budget are the problems of the Iraqi political parties, and that each party wants to have its proposals a place in the legal project."

"A stain on Iraq’s sovereignty.”
That is how an Iraqi army officer describes the billboard glorifying Qassem Soleimani, an Iranian commander who was killed in an American airstrike on Iraqi soil in January 2020.

The hoarding looms over Baghdad’s administrative district, known as the Green Zone. 

Many Iraqis once hailed Soleimani as hero for mobilizing local forces that beat back ISIS militants, The Economist reported. 
But public sentiment in Iraq has turned.

The masses who cheered Iran as a liberator increasingly see it as an occupying power.
Iraqi politicians are trying to loosen its grip.

 

Iranian-backed militias still hold sway in much of Iraq.

Many were involved in the violent suppression of anti-government protests that erupted in 2019. Lately, though, they have lowered their profile.

They hang fewer placards celebrating their generals, and appear less often in the streets. 

They miss the guidance of Soleimani and Abu Mahdi Muhandis, the Iraqi head of an umbrella group of pro-Iranian militias, who was killed in the same airstrike.

With no clear chain of command, the militias are splintering.

They were expected to mark the anniversary of the airstrike with a show of force.

Thousands of Iraqis marched in Baghdad; the wreck of the car in which Soleimani was killed was displayed.

But there were no big retaliatory strikes on American targets, said The Economist.

 

Iran has long used Shiite politicians in Iraq to assert influence.

But Iraq’s prime minister, Mustafa al-Kadhimi, is not playing ball.

Unlike most of his predecessors, Mr Kadhimi is not from a party that is close to Iran.

Since taking office in May he has enforced American sanctions, preventing Iran from repatriating the billions of dollars it earns from exports to Iraq.
(Ali Shamkhani, the head of Iran’s national-security council, summons Iraqi officials to Tehran, Iran’s capital, and curses them for not transferring the cash.)

The prime minister has also annoyed the militias by restoring state control at some border crossings and removing their men from security posts.

At his behest NATO is sending 3,500 new troops.
“These [Iranian-backed] groups are feeling extremely threatened,”
says Maria Fantappie of the Center for Humanitarian Dialogue, a conflict-resolution group based in Geneva.

Such is the level of distrust that foes of Mr Kadhimi, a former intelligence chief, accuse him of passing Soleimani’s location to the Americans, enabling the airstrike.

Militiamen have assassinated Mr Kadhimi’s confidants and chased some of his advisers abroad.
A group called Kataib Hezbollah, with links to Iran, surrounded his residence in June with pickup trucks full of armed men after he moved to arrest some of its members suspected of killing protesters.

Since then Mr Kadhimi has shied away from confronting the militias directly.

His cabinet includes ministers from pro-Iranian factions, who are trying to increase the number of militiamen (already in the tens of thousands) on the government payroll.
An Iraqi official recalls the prime minister fretting: “If you don’t pay them, they’ll bomb the Americans.”

Sometimes they do anyway.

Twice this year Iranian-backed militias have fired rockets at American and allied personnel in Iraq.
Were Mr Kadhimi to become more aggressive, that might also invite a stronger response from Iran, which supplies electricity and gas to Baghdad and other big Iraqi cities.

If it cut supply during the summer, unrest would undoubtedly follow.

The Iraqi officer peeved by billboards has even bigger worries.

If Mr Kadhimi tore down the pictures of Soleimani, he says, Iran might use its proxies to grab Iraq’s southern provinces.

The House of Representatives failed, again, Sunday, to hold a voting session on the draft federal budget bill for 2021.
 
A representative source told {Euphrates News} that "despite the agreement on the share of the Kurdistan region, which was the budget knot, the differences moved to other materials such as contracts, job grades, the dollar exchange rate, the displaced, and the reconstruction of devastated areas." Estimates of the budget indicate 128 trillion dinars (about 89 billion dollars).

The Speaker of Parliament, Muhammad al-Halbousi, said in a press statement that the session for passing the budget will not be held on Sunday night. 
It is not known yet the date of the next session, given that it is likely that it will be tomorrow, Monday.

The deputy of the Kurdistan Islamic Union, Muthanna Amin, expected to postpone the session of the House of Representatives to vote on the federal budget bill for 2021 until Monday.
 
Amin said in a press statement: "The Shiite parties are still in dispute over the budget law, and if they do not reach an agreement, the parliamentary session will not be held tonight, and it will be postponed until tomorrow, Monday." 
He added that "the Sunni blocs have demands regarding their regions in the draft budget law."

The second deputy speaker, Bashir Al-Haddad, said that "a quorum is complete to hold a session to vote on the budget." 
Today's parliament session was postponed twice due to the continuing differences over the budget.

Member of the Parliamentary Services Committee, Manar Abdul-Muttalib Al-Shdidi warned of the high poverty rate in Iraq from 30 to 70% due to the high exchange rate of the dollar and the absence of alternative living solutions for the poor and middle classes.

Al-Shididi told Shafaq News; "The survival of the dollar’s exchange rate will increase poverty cases for not providing the ration card items and leaving the local markets in the hands of merchants and manipulators," considering the damages of the high price of the dollar "targeting the people's livelihood."

Al-Shadidi called on the government to "set the exchange rate of the dollar to 130 thousand Iraqi dinars for every 100 dollars, to cut off the road to a new obscene trade targeting the poor and middle classes of society, which heralds an increase in poverty rates in the country from 30% to more than 70% full."

The government has demanded to pay salaries of 500 thousand dinars for social care and special needs to face the stifling cost of living and the turmoil in food markets.

The Iraqi parliament has wide disagreements and debates regarding determining the dollar exchange rate in the budget at a time when the government confirmed that the dollar exchange rate is a monetary policy for the Ministry of Finance and the Central Bank of Iraq and is not a prerogative of the Iraqi parliament.
