ERBIL, Kurdistan Region  — The implementation of the 2021 federal budget faces stumbling blocks, with the Ministry of Finance saying on Tuesday that the budget cannot be implemented as it stands due to some "errors" in the version published by the Ministry of Justice on Sunday.

The law was featured in the ministry’s official publication, in which all Iraqi laws and legislation are published. No law shall be considered enforceable unless it is published in the paper after being approved by president. 

However, the finance ministry discovered that the published version was not the one approved by parliament.

According to the ministry, there is a discrepancy of more than seven trillion dinars (about $ 4.5 billion) in public revenues between the published law and the original, and a difference of more than three trillion dinars (about $ 2 billion) in public expenditures.

There are also some differences in financial allocations for a number of governmental institutions.

In a statement on Sunday, MP Ammar Tohma called on parliament to investigate the inconsistencies. Tohma heads the National Approach bloc, which previously boycotted votes on the budget over the Kurdistan Region’s share of federal funds. 

Government spokesperson Hassan Nadhim held a joint press conference with the Ministers of Finance and Planning on Tuesday, announcing that the Council of Ministers had authorized Prime Minister Mustafa al-Kadhimi to appeal some of the budget articles before the federal court.

“Some budget articles have been changed in a way that is not in the interest of the government's reforms,” Nadhim said.

"The parliament has removed articles related to the maintenance programs of the electrical system and others related to the development of the health sector,” Mudher Muhammad Salih, Kadhimi’s advisor for financial affairs, told Rudaw English last week. 

Salih explained that the government can go to the federal court to raise objections about additions or deletions to the budget made by the parliament, similar to in 2015 and 2016.

Saleh stressed that there are immediate policies to address poverty and to provide food and necessities that suit the livelihood of low-income classes in Iraq who are currently on the poverty line and maintain their lifelong sustainability.
The necessary foodstuffs, their regularity and number, in addition to reviewing the tariffs on the necessary foodstuffs to be the lowest possible to ensure that the demand for foodstuffs is met through the availability of adequate supply and at stable prices

He added that the monetary policy of the Central Bank of Iraq, through the policy of stability in the general level of prices, works to provide the desired foreign currency to finance foreign trade at a fixed exchange rate, which leads to price stability and price expectations in light of efficient foreign reserves in order to achieve price stability and moderation in the standard of living

And she continued, “Al-Rafidain Bank began granting loans worth (100) million dinars to employees looking for housing, and (50) million dinars to buy housing units or renewable solar energy systems, as well as car loans, hotel operations, scientific research, doctors, pharmacists, And private sector employees, their value (5, 10, 15, 20, and 25) million dinars. 

"In order to develop the performance of the financial sector and improve the level of technology in the banking sector, Rafidain Bank has participated in reconstruction and investment projects with strategic plans to improve infrastructure, health, education and tourism," the statement added.

Separately, the Ministry of Finance embarked on “implementing the project demarcation file and putting them up for investment. Water purification in Aziz Balad, the extension of the conveyor line from the new Rumaitha project to the Abu Srifa area, the preparation and extension of the electricity network in the Al Dhuaihir area in the Crescent, the extension of the conveyor water pipeline in the Warka area and the extension of the water network of As-Suwayr. 
In addition, the Ministry of Finance announced “investment opportunities ready for implementation, most notably the Al-Qurayat Bridge, which is 2.6 km long, which will link between Al-Karkh and Al-Rusafa, Karbala Al-Hawali Road with a length of 66.5 km, Baghdad Al-Hawali Road with a length of 94 km and the highway linking the governorates of Wasit Baghdad, Karbala and Babil are (235) km long, the road linking Karbala Governorate and Arar Crossing is 160 km long, and the Baghdad-Basmaya road, with a length of (20) km.

With regard to the file of the banking system, the Central Bank has worked to classify banks according to service, close banks that violate laws and legislate reform laws, work to develop government banks and change the exchange rate of the dinar against the dollar, as well as link the Iraqi banking system to the network of local and international banks, and obtain a work permit The SWIFT system, the implementation of international banking operations, the work permit, the issuance of electronic payment cards in the name of the bank, the initiation of the implementation of the banking system and the completion of important steps in it.

 

According to the statement. He pointed out that “Al-Rafidain Bank contributed to an expanded reconstruction and investment plan to advance the health, educational, educational and tourism sectors, by working on infrastructure for services according to strategic plans, which included (26) housing complexes projects in (14) governorates, while the Rasheed Bank contributed to granting loans and advances. For housing complexes, buying cars and small projects for the unemployed and those with health professions, marriage advances for employees and loans for liberated areas.

The Minister of Finance, Ali Abdul Amir Allawi, revealed, on Tuesday, a request that will be submitted to the Presidency of the Republic that includes reviewing some corrections in the 2021 budget.
 
"We will ask the Presidency of the Republic to reconsider some of the budget corrections," Allawi said, at the joint weekly press conference held at the cabinet building, attended by the Al Furat News correspondent.

A representative source said in an interview with Mawazine News that "the Presidency of the Council decided to postpone holding the Parliament session until next Thursday."

The Parliament of the Kurdistan Region voted during its regular session today, Tuesday, on the proposed law of importing, storing and selling petroleum products in the region.
 
During the session, which was chaired by Rewaz Fayeq, Speaker of the Kurdistan Parliament, Parliament voted on the proposed law of importing, storing and selling petroleum products in the Kurdistan Region after the proposal received the votes of 97 parliamentarians.

After voting on the proposed law, Fayeq called on the Kurdistan Regional Government to issue the necessary instructions for this law with all speed so that oil derivatives reach the citizens in the best form and quality.


The speaker of the region’s parliament congratulated the people of Kurdistan on the occasion of the issuance of this law, which is in the interest of the citizens.

For the fiscal year 2021, which was published in the Official Gazette on April 12, and it was decided to refer the region's budget bill to the Kurdistan Parliament as soon as possible.

In another paragraph of the meeting, a draft law (Rights and Privileges of Persons with Disabilities and Special Needs No. 22 of 2011) and a draft (Activation of Official Iraqi Stamp Drawings Law No. 71 of 2012) were presented, and in light of this, the Council of Ministers approved the two projects unanimously.

In another part of the meeting, the internal system for organizing the work of guards in the Kurdistan Region was approved by a majority of votes, with the aim of reforming this area, and the Council of Ministers directed the ministries concerned with its implementation.

Kurdish leader Mahmoud Othman confirmed not to activate the Kurdistan region’s share of the budget agreement until now.

“A technical delegation from Erbil will visit Baghdad soon to discuss the implementation of the agreement for the region’s share of the budget, and a delegation from Baghdad will also visit Erbil to implement the agreement regarding the region’s commitment to exporting oil and other imports.”

He stressed that the implementation of the budget agreement needs more talks between Baghdad and Erbil, noting that the visit of the region’s president, Nechirvan Barzani, to Baghdad, and his meeting with the three presidencies and all the leaders of the political blocs, were useful for the region to solve the outstanding problems with Baghdad.

He pointed out that the two parties, Baghdad and Erbil, need the sums of money and oil, and therefore the understanding is fast and sending the money from Baghdad to the region, and on the other hand, sending oil from the region to the SOMO company in Baghdad, will contribute to solving the economic problems of the two sides somewhat.

Salaries and sums for the region’s development arrive from Baghdad

Representative Hassan Ali of the Patriotic Union of Kurdistan confirmed on Wednesday that the sums for developing regions and governorates, and the salaries of employees, will arrive in the Kurdistan Region, within the next week.

He added: The salaries of employees according to the financial budget amount to 320 billion dinars, indicating that the transfer amounts, which are deductions of the Ministry of Finance from other ministries, include the governorates of Sulaymaniyah and Dohuk and the departments of Garmian and Rabin, pointing out that Erbil did not send any book, so no amount was allocated to it.

He stressed that all this came with the efforts of the representatives of the Patriotic Union of Kurdistan in the House of Representatives.

Harb said in a statement to / the information / that "a representative of the prime minister will file a lawsuit before the Federal Court to challenge the provisions and provisions of the budget that violate the constitution."

He added, "The appeal will be about some provisions that violate the constitution, including financial matters, some provisions that violate the principle of separation of powers and some provisions that have been introduced by the House of Representatives in the draft budget law that are not in line with the constitution."

He explained that "the appeal will be with the articles mentioned in the lawsuit only, and the other articles will continue to be implemented.

The budget law contains about 50 articles, only the contested articles are stopped and not the entire law."

The Parliamentary Finance Committee confirmed, on Wednesday, that monetary policy is one of the powers of the Central Bank of Iraq, but the government is responsible for the living conditions of the citizens.

The reporter of the Finance Committee, Ahmed Al-Saffar, said in a special statement to NRT Arabia, today (April 21, 2021), that “monetary policy is exclusively within the authority of the Central Bank, and we, as a financial committee and the House of Representatives, do not interfere with the process of changing the exchange rate, but what we care about is the consequences of this policy and its impact on Society and the Iraqi citizen ”.

He added, "In the event that the adopted monetary policy leads to negative effects and pressure on the Iraqi citizen, we host any official, whether the governor of the Central Bank or someone else, in order to find out the causes of this impact and how to address it."

He explained, “The cash reserve has no connection with the Iraqi citizen’s status, but it improves the state’s financial position in general, while the government in general and not the central bank is responsible for the citizen’s livelihood. And the poor, especially those affected by the high exchange rate of the dollar, employees and others, due to the huge rise in prices and the decline in real income.

He continued, "We have put articles related to support for the agricultural and industrial sector, the ration card and social welfare, and now on the parliament's agenda we are making the second readings of the Social Security Law

ERBIL, Kurdistan Region — Iraqi Prime Minister Mustafa al-Kadhimi issued on Wednesday a decision to suspend the operating licenses for 1,128 unfinished investment projects, saying most of them are either too slow to be completed or are fake.  

“This chaos must end,” Kadhimi said during a visit to the National Investment Commission, according to a statement from his media office, saying sustainable plans and strategies are needed.

"There are thousands of acres of land that have been acquired for investment projects for years without any progress being made.”

The PM called on the Investment Commission to suspend 1,128 projects that are up to 35 percent finished. 

"I will be held accountable, according to the law, for any failure to rectify the situation,” Kadhimi said.

In August, the PM formed an anti-corruption committee in a campaign to combat corruption, an issue which factored into the outbreak of the Iraqi protests in October 2019.

Iraq’s parliamentary integrity committee said on Monday that it has “big corruption cases” against a number of former and current ministers, with an anti-corruption body saying it issued 58 warrants and summons last month.

Iraq is ranked one of the most corrupt countries in the world, according to Transparency Internationalwhich ranked it at 21st in 2020.

The Finance Committee commented, today, Wednesday, on the government's desire to
challenge some of the budget items, and while it identified points that the government may allow to appeal
to the judiciary, it confirmed that it will monitor the implementation of the budget agreement between Baghdad and Erbil.
Committee member, Adnan Al-Zorfi, said, “We in
the Finance Committee agreed with the government on the entirety of what was stated in the budget law and dispelled all
concerns about voting on some paragraphs and I think that the government is obligated to implement the
budget law, and I do not see a justification for the government to challenge this law, and if it does so, then I believe that the
House of Representatives He will take some measures towards that. ”
Regarding the budget items that may incur a financial benefit, Al-Zorfi said:
“Any paragraph in the budget that costs the government and the budget additional sums outside the sums.
The government has the right to challenge it before the Federal Court, and I think that the court
will rule the government at that point, if any, but most of the budget items did not go outside the framework of the
total budget cost.
On the amounts added to the budget after the rise in oil prices,
he stressed that "the economic treatments that have been put in the budget are capable of filling the deficit and not
providing more sums."
Regarding the parliamentary role in following up the implementation of the budget’s provisions, Al-
Zarfi stressed : “Certainly, there will be strong monitoring from the House of Representatives, especially the
Finance Committee , about government spending and the terms of the agreement between the government and the region, which is a commitment between the
two parties and if the region does not comply at the time, the government will not pay any financial obligations towards the
region.”
Yesterday, the Council of Ministers authorized Prime Minister Mustafa Al-Kazemi
Appealing some budget provisions before the Federal Court.
Cabinet spokesman Hassan Nazim said at the
weekly press conference that "some budget articles have been changed in a way that is not in the interest of the
government's measures ."
He emphasized that "the Council of Ministers authorized Prime Minister Mustafa
Al-Kazemi to appeal some of the budget provisions before the Federal Court." Ended 29 / A 87
