Al-Rafidain had reduced the interest rate charged on auto loans to employees and citizens to about 4 percent of the loan amount granted last October. Prime Minister Mustafa Al-Kazemi suspended the book issued by the Ministry of Finance regarding taxation of state employees' salaries.
The Minister of Finance, Ali Allawi, recently sent an official letter to the General Secretariat of the Council of Ministers demanding that taxes be deducted from the total monthly income as of April, with retroactive effect, so that the deduction includes salaries for January, February and March.

The Ministry of Finance announced, on Tuesday, that there were errors in the tables and texts of the 2021 budget announced in the Official Gazette, while indicating its intention to approach the Presidency of the Republic for the purpose of correction. 

 

The ministry said in a statement that “The Ministry of Finance has started auditing procedures for the Federal Budget Law for the year 2021 after the approval of the President of the Republic in accordance with the powers vested in us. / April / 2021, we noticed that there were errors in the tables and texts; The matter that will approach the Presidency Office for the purpose of issuing a correction statement in accordance with the authority granted to them under the provisions of Article (8) of the Publication Law of the Official Gazette No. (78) of 1977.

 

He added, “Whereas all the errors that were mentioned in the draft project sent by the House of Representatives according to its letter No. 1/9/3022 on 6/4/2021 and sent by the Presidency of the Republic to the Official Gazette according to its book No. 12/4/2021 as shown below:

 

1 In Article 1 / First / A, the federal budget revenues are estimated for the fiscal year 2021/2021 (101320141984) one thousand dinars, as indicated in Table (A) the revenues are according to the numbers attached to this law

 

While the table (A) was not amended according to the total revenues referred to above, but rather the total revenues sent by the government project, which amounted to (93159954484) thousand dinars, were retained.

 

2 Also in Article 2 / First / Expenditures, an amount (129993009291) is allocated one thousand dinars for the year / 2021 of them

 

Operating expenses (90559139482) one thousand dinars, distributed according to field (1, 2 and 3) of Table (B), expenditures according to the ministries.

 

While the correct total is (98974139482) one thousand dinars and not (90559139482) one thousand dinars, because the additional operational fields are not included, because the last amount is the sum of the column number (1) field added to it (1882000000) one thousand dinars of the new operational amounts.

 

3 As for the total capital, it was mentioned within the same law in the amount of (29136869809) one thousand dinars (twenty-nine trillion one hundred and thirty-six billion eight hundred sixty-nine million eight hundred and nine thousand dinars) distributed according to (field / 4 total expenditures) of (table / b) expenditures according to Ministries) and Schedule (E) attached to this law, including the following sums.

 

While it was mentioned in Schedule (B) prepared by the House of Representatives an amount of (25713294605) thousand yen, and when adding the new additional capital field contained in Table (B) prepared by the House of Representatives, it will be (29136869809) one thousand dinars and that the total amount contained in the table attached to the law sent from Before the government, it is (27757619729) a thousand dinars, which cannot be approved because Parliament has reduced the total capital expenditures, and schedule (E) referred to in paragraph (3) above cannot be approved because the original schedule was not approved by the House of Representatives, but was changed according to Schedule (B).

 

4 It was also mentioned in the schedule of page (9) regarding Paragraph (III) Deficit 1 = (A + B) Total revenues (320141984101) one thousand dinars, which does not match the total of paragraph (A + B), but the correct one is (101320141984) one thousand dinars, and the Presidency of the Republic will be approached For the purpose of issuing the correction statement referred to above

SULAIMANI — Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani on Tuesday (April 20) stressed that the KRG is committed to implementing the 2021 Federal Budget Law and called on Iraq’s federal government to do so as well, in particular by sending the Kurdistan Region’s budget share.

During a meeting with consuls general and representatives in the Region from countries belonging to the European Union, Barzani noted that Baghdad cut off funding to Erbil last year amid disagreements over the budget, according to a statement released by his office.

He said that hoped that the budget deal brokered last month will represent a launching pad for resolving the other disagreements with Baghdad, particularly with regard to the disputed areas governed by Article 140 of the 2005 Constitution.

Barzani added that the KRG is committed to providing a positive environment for foreign investors.

The premier “reiterated” the Kurdistan Region’s commitment to the 2021 budget law, asking the federal government of Iraq to undertake its obligations as well. Baghdad has not released any financial entitlement of the Region “in the past 10 months,” according to the statement.

Barzani said he hoped that the budget passing would be a “good beginning” for solving the outstanding issues between the two governments, including the status of disputed territories.

He further discussed his cabinet’s reform program, aimed at “reorganizing and diversifying sources of revenue, cutting unnecessary spending, and promoting transparency and prevention of public treasure misuse,” according to the statement.

Harb said in a statement received by Shafaq News, that the errors in the Federal Budget Law when it was published in the Iraqi facts are governed by the Law of Publication in the Official Gazette No. 78 of 1977, and its correction requires a statement from the Presidency of the Republic.

 

He added that there are other errors that must be corrected by the law amending errors when publishing any law in the official gazette, indicating that Law No. 78 of 1977 differentiated between two cases of errors, the first is a typographical error that occurs when the newspaper is printed, and then the Presidency of the Republic issues a correction statement and is published in a later issue of the newspaper. .

 

Harb pointed out that "many of the statements of the Presidency of the Republic are included in the numbers of the Official Gazette to correct a mistake made in a previous issue, as the correction statement includes the phrase (corrected), then the law and the corrected article are mentioned in its new form and published to replace what was mentioned in the newspaper.

 

He explained that the second type of typo occurs when writing or printing in the House of Representatives, and this is not considered a typographical error in publishing and is not considered covered by the previous correction, but rather requires the issuance of a law to amend the parliamentary error.

 

He pointed out that "a distinction must be made between two types of error, the first that occurs by the legislative authority before publication, of course, and this requires an amendment law, and the second type that is wrong by the executive authority upon publication."

 

Harb concluded by saying, "What is received from the legislative authority is published in the manner in which it is stated, even if it contains a typographical error, for example that the number or writing is a million instead of the number thousand, then the publication is done in the form contained, and the error upon publication is corrected by the Presidency of the Republic and the Ministry of Justice. .

 

It is noteworthy that the Iraqi newspaper Al-Waqa'i ’, which is the official newspaper, published in its latest issue the Federal Budget Law for the year 2021, and included errors in the numbers of the budget tables, in contrast to the version of the law voted by the House of Representatives, which sparked controversy in the political and popular circles.

Parliamentary integrity : We will lift the immunity of any representative involved in corruption cases

A member of the Parliamentary Integrity Committee, Youssef Al-Kalabi, confirmed, on Tuesday, that a request has been submitted to Parliament to lift the immunity of any deputy involved in corruption cases, referring to the follow-up of the file of MP Muhammad Karbouli

In a press statement followed by NRT Arabia (April 20, 2021), Al-Kalabi said , “We will follow the issue of whether or not the judiciary sends a request to Parliament to lift the immunity of MP Muhammad al-Karbouli, brother of the imprisoned al-Hal Party president, Jamal al-Karbouli

Al-Kalabi added, "We will submit a request to Parliament to lift the immunity of all MPs who have indications of involvement in corruption files

The head of the Parliamentary Economic and Investment Committee, Ahmed Salim Al-Kinani, considered today, Tuesday, that removing Iraq from the list of "high-risk countries" is evidence of taking the right path.

 

Al-Kinani said in a statement conveyed by the media office, that "Iraq has gone through the largest economic crisis that has passed the whole world due to the Corona pandemic and the global market and trade exchange stopped, which led to a decline in the prices of oil and other minerals."

 

And on the decision to remove Iraq from the list of "high-risk countries", Al-Kinani noted that this is "evidence that Iraq is now beginning to take the right path in drawing up the country's economic policy and ensuring appropriate legislation."

The Central Bank of Iraq announced the day before yesterday, Sunday, to raise the name of Iraq from the British classification of high risk countries

Mastercard, CBI to Promote Digital Payments in Iraq

Mastercard has signed a partnership agreement with the Central Bank of Iraq (CBI) to digitize the country's payment ecosystem in a bid to boost financial inclusion, encourage socio-economic development, mitigate the risks of a shadow economy and accelerate the advancement toward a cashless society.

According to a statement from the company, the partnership first aims to build an efficient, reliable, and secure payment ecosystem, starting with the education sector, and expanding into other sectors. "This will not only reduce the use of cash, promote the use of digital payments, and increase government revenues, but will also minimize sizeable operational and administrative inefficiencies in the education industry by reducing the overly manual processes", it said.

Iraq's population of 40 million people is largely cash-driven, with 99.8 percent of its $122 billion personal consumption expenditure made in cash in 20191. Despite that however, there is a large potential for digitization, as the country has a 70 percent smartphone penetration rate and 222 percent of the population fall within the young and tech savvy 15-24 years old age bracket3.

Furthermore, there is often very little choice in payment methods offered to parents and guardians with most students managing all their payments in cash. With neither parents nor students having bank accounts or using online payment services, it is critical to encourage a change in the way consumers pay school fees, since it can cause a ripple effect by impacting the entire payment ecosystem and economy.

Ms. Duha Abdul Kareem Mohammed, Director General for Payments Department  at the Central Bank of Iraq, said:

"The work that Mastercard has done in Iraq over the last few years has made a notable impact on the country's financial service's sector and driven greater levels of financial inclusion. At the Central Bank of Iraq, we clearly recognize that the digital economy has a vital role to play in that journey, especially in enabling formal economic growth through a new payment ecosystem that is transparent, simple, and effective. We are very much looking forward to working with Mastercard to advance Iraq's digital transformation, beginning with the education sector."

Khalid Elgibali, Division President MENA, Mastercard, said:

"Creating a digital payment ecosystem is critical, not only because it encourages economic development, but because there is also a demonstrable, negative relationship between cash use and the shadow economy. Our work with the Central Bank of Iraq will focus on improving overall efficiencies the economy, starting with the educational institutions by giving parents, students, and merchants a much safer, simpler, and more convenient way to pay. This is only the start however, and we look forward to expanding into other sectors at a later stage, as we work to advance the full payment ecosystem and achieve financial inclusion in Iraq."

The Mastercard partnership with CBI is a starting point that will allow for the development of a full digital ecosystem in Iraq, which will cover key pillars including the use of Public Policy and Regulation to curb the shadow economy, a wholesale modernization of the payment ecosystem, and the digitization of key value chains. Those include government collections and disbursement and peer-to-peer and consumer spending, as well as business purchases and salary payments.
