Readings: 822 Baghdad - Iraq today:

Prime Minister Mustafa Al-Kazemi changed the strategy of the governments that preceded him, when he stopped the secret "immunity" that was granted to senior state officials, and allowed for the first time the Iraqi judiciary and oversight bodies to proceed with the follow-up of corruption files that were the cause of political will Therefore, large heads began to fall into the window of the anti-corruption agencies, and "all those involved in corruption files have become concerned," and some political forces can no longer defend their officials or try to prevent the judiciary from pursuing them.

Observer and political analyst Hassan al-Khafaji says to (Iraq Today), "The prime minister is proceeding well with his program designed to combat corruption and stop the corrupt at certain limits. Indeed, we see Al-Kazemi attached his program to this, with a more important step, which is" to lift the political and secret immunity that was set to protect Executives in front of the country.

He pointed out that "this clear government abandonment of any official involved in any file, but encouraged and strengthened the determination of the regulatory bodies in following up the suspended files, and pushed Al-Kazemi to speed up the elimination of corruption to turn around after years of disruption."

A source in one of the supervisory bodies, who refused to reveal his name to (Iraq Today), stated that "the government of Prime Minister Mustafa Al-Kazemi has taken courageous, frank and strong steps towards building preventive measures to prevent corruption from penetrating, not to mention that it does not provide any political or legal protection."
For any party or person that suspicions of corruption may hover around it, so the work in the fight against corruption began to take an accelerated nature, and the huge files such as contract files, energy, electricity and other files began to open boldly and credibly in order to know which money Iraq was spent.

He pointed out that "all members of the regulatory bodies and their investigators are beginning to really feel that there is a governmental will to tackle and reduce corruption, and that legal accountability has begun to take its course at work."

He pointed out that "the judiciary has issued dozens of recruitment and arrest warrants and various rulings against senior state officials, current or former, which means that an advanced achievement has been achieved during the past months, and this is a necessary and decisive thing in the fight against corruption."

Political analyst Ali al-Rubaie said, in an interview with (Iraq Today), that "the prime minister's clear approach to tackling corruption had appeared since the first months to combat corruption, and the Diwaniya Order Committee numbered 29 is only one of the products of this unabated war on corruption. ".

"We can now talk strongly about the existence of a government will to pursue major corruption cases and close its destructive windows, as Al-Kazemi did in the two files of the notorious currency auction and the border outlets file," he said.

The legal expert, Tariq Harb, said that adjusting the budget is not an easy matter, as some deputies imagine, and it needs patient legal procedures.

Harb said, in a statement to the information agency, that “the call that some MPs want to avoid errors in the budget and amend it will not be to re-audit the original budget and there is no possibility of amendment. Or preparing a new law.”

He added, "The second option is the easiest for Parliament at the present time, as publishing the budget needs another week, and therefore Parliament can prepare a supplementary budget with the same steps that were prepared by the original budget."

He pointed out that "Parliament can correct all errors in the supplementary budget or the decision attached to the original budget, and thus it has proceeded according to the constitutional procedures and did not violate it."

Oil is rising due to the decrease in US inventories

27183.jpg

14th April, 2021

Crude oil rose, Wednesday, after industrial data showed that US oil inventories fell more than expected and OPEC raised its forecast for oil demand, but the gains were sharpened by concerns about the Corona virus and increased supplies

Brent crude futures rose 42 cents, or 0.6 percent, to $ 64.09 a barrel at 05:21 GMT, after rising 39 cents on Tuesday

U.S. West Texas Intermediate crude futures rose 40 cents, or 0.7%, to $ 60.58 a barrel, after Tuesday's rise of 48 cents

Signs of a strong economic recovery in China and the United States underpinned recent gains in oil prices, but concerns about a worldwide halt of vaccine launches and a high number of COVID-19 cases in India and Brazil limited the gains

The Organization of the Petroleum Exporting Countries (OPEC) revised its forecast on Tuesday for global oil demand growth this year, and now expects demand to rise by 5.95 million barrels per day in 2021, an increase of 70,000 barrels per day from its forecast last month

To further support the market, sources said that data from the American Petroleum Institute showed that crude inventories fell by 3.6 million barrels in the week ending April 9

Representative economics: applying taxes at border crossings will push the government to reduce the exchange rate of the dollar

The information / Baghdad

Member of the Parliamentary Economic Committee, Representative Nada Shaker Jawdat, called on Wednesday for adopting the principle of direct cutting to ward off corruption at the Iraqi border crossings.

"95% of the goods and goods in the Iraqi market are imported, and if they are included in taxes in a real and transparent manner, the revenues will be very high and the government will pay to dispense with raising the exchange rate of the dollar against the dinar, but unfortunately the ports have not been completely subject to the government and are still," Jawdat said Some of them are under the control of parties, personalities and influential people.

And she added, “Adopting the principle of direct shearing will be the best solution in warding off the corruption of outlets by taking the customs tariff directly from any merchant or company that imports goods from buying it for dollars from the Central Bank, which guarantees that the dollar is going to import exclusively and that the tariff is met directly without any other mazes. “.

She pointed out that "the revenues of the outlets are very large because the volume of import in Iraq is enormous and large, stressing that the principle of direct cutting of the customs tariff will not see the light without decisive government decisions implemented on the ground."

The border outlets in Iraq suffer from great corruption in light of the control of influential forces and parties over some of them. ”Ended 25F

09:51 - 04/14/2021

Parliament Speaker Muhammad al-Halbousi admitted, on Wednesday, to obstructing the questioning of Finance Minister Ali Allawi, justifying that for the existence of negotiations with the International Monetary Fund.

"I used my powers to postpone the questioning of the Minister of Finance due to negotiations that Iraq was conducting with the International Monetary Fund," Al-Halbousi said in an interview followed by the information .

He added, "The frequent interrogations are not considered a criterion for the success of the House of Representatives," noting at the same time that "the Presidency of the Council of Representatives did not impede the questioning of anyone."

Al-Halbousi attributed “the delay in the parliament’s sessions until noon time to the parliament’s preoccupation with reviewing departments and following up on citizens’ affairs.”
He wondered about “the reason for not objecting to holding cabinet sessions at four in the afternoon, while the parliament sessions are being objected to at one in the afternoon.”

The economic crisis and the domination of monopolists and speculators

Thursday April 15, 2021

alsabaah-74076.jpg

Suha Al-Sheikhly

The poor and middle classes suffer from high prices, which have many causes, but solutions seem few for several reasons, the most important of which is the monopolists and speculators controlling the market after the devaluation of the dinar and for the occasion of the holy month of Ramadan, so this rise must be addressed by all means.

Dr. Yahya Al-Bayati, Director of the Market Research and Consumer Protection Center, spoke to “Al-Sabah” about the high prices.

He said: “The increase in prices is caused by the increase in the value of the dollar exchange, as the old price was 120 thousand dinars per hundred dollars, and now it has reached 145 thousand, which means an increase of 17%. In the local markets, they are imported in dollars, so the importer will not sell, of course, by 17%, but will make it 20% for fear of market speculation, and in order not to lose, and we talk about the small merchant, and the problem is that these additions will increase and the consumer will be affected first by an increase in the dollar exchange rate and secondly by an increase in the selling price, The increase is 17%, but when the goods are sold, it will be 23%, which is a quarter of the value, so if the price of the material is one thousand dinars, it will be at least one thousand and 250 dinars, and the reason is that there is no fixed price, because the commodity is imported.

As for local materials, the national industry has not reached the level of sufficiency.

Self-sufficiency, knowing that most of the raw materials in it are imported. ''

Consumer reason
He pointed out that «the solution lies in returning the exchange rate of the dollar to 120,000 dinars per hundred dollars, so that this amount is supportive for the failure to rise in prices in the future, and with higher prices, the citizen’s standard of living decreases, which is an inverse equation.
The higher the prices, the lower the standard of living.
The prices in them are abnormal, knowing that every year we see a rise in prices when the months of Ramadan and Muharram come, even though the exchange rate was the same and the reason is the consumer because he begins to store foodstuffs even though our markets are stable and the consumer needs to be educated, so why does he store the materials with their presence in the market?
We have held several seminars in this regard, and the solution is to have government outlets for sale at reasonable prices to put an end to consumer greed by storing foodstuffs, and government sales outlets are low-cost and their prices are within reach of the poor and middle-income consumer, and that the citizen suffers from unemployment that is accompanied by the rise in prices. Citizen suffers a lot,

Trade control
Speaking to “Al-Sabah”, the official spokesman for the Ministry of Commerce and Director General of Financial Supervision, Muhammad Hanoun, said:“Because of the Corona crisis, the economic challenge, and the entry of the Commercial and Financial Supervision Department of the Ministry of Commerce in the issue of market culture and its follow-up and limiting price hikes, a very important thing was discovered, which is that there is no sectoral body in the country today that follows the process of pricing foodstuffs and therefore the issue is very important, as it must be For there to be a body determined by law and to be either the Ministry of Planning or the Organized Crime Department of the Ministry of the Interior, and we need to form a government that determines the prices and defines the rate of rise and the percentage of decline, and the market now lacks a mechanism for setting prices, but even the regulatory agencies when they go to the market face the problem of lack of Specific pricing, the trader is the one who sets prices and sets them without supervision, and the ministry seeks to be one of the sectoral agencies responsible for pricing, and therefore we are facing a great responsibility in determining who the party is, or the Commercial Control Department is responsible for setting prices, and the economic crisis Put us in front ofThe importance of a government sector that tracks prices ».

Ration card
Hanoun stressed that the amber rice that was distributed in the ration recently is good, and everyone who complains about its lack of validity should review the economic control and popular censorship on the Internet, the minister's website, the spokesperson's website and the media, and all these sectors are concerned with follow-up and auditing, and in Ramadan we will prepare four basic materials: Oil, flour, rice with zero flour) and we have now reached advanced rates in processing, and soon the file of preparing the Ramadan quota will end completely, and previously the ministry's allocations from the budget were (793) billion dinars and only two meals are sufficient for this year, but we will distribute four meals during the year We emphasize whenever the money comes to us, we distribute the ration card items.

Sudden rise
An economist, Bassem Jamil Antoine, spoke to "Al-Sabah" about the price hike, saying:“This sudden rise of the dollar and the depreciation of the Iraqi dinar, with respect to which exceeds the capabilities of the poor classes, which are 5 and 23%, has an impact on the market, and in all the poor and middle classes, even weakening the purchasing power of these classes. Unfortunately, some parasitic classes took advantage of this increase, increasing them by perhaps 50%. Under the pretext of the rise in the dollar and the decline of the dinar, what caused economic paralysis in the market, but the uninsured classes that do not receive a salary while they work in the private sector and whose population is (8 million) people or more, are the ones that suffer and when the currency is devalued, we must have a large productive sector A large domestic market that can fill the gaps and needs of the market and export the goods, in order to compete with foreign goods and products from abroad, but now we do not have goods and goods for export at a rate of 81-85% of the consumer list, as medicines and other commodities are imported from abroad, which greatly affected Prices, and all goods, as we know, are imported in dollars, and from the side The second, as much as it is negative for the poor classes, provided cash liquidity to the government, meaning that the government was able to convert a group of dollars, an increase of 5 and 23% from what it had previously transferred, and the Central Bank determined the value of the dollar at 1450 dinars in cooperation with the government, although the Central Bank is independent in determining The price of the currency, which is responsible for monetary policy, and this led to paralysis in the economic market, so there was an inflation of cash and an economic downturn in the market, and parasites were able to exploit this process, so the prices of some commodities and goods increased 100% more than their value, and it became a monopoly and exploitation of basic needs such as oil and sugar. Even medicine, and this has affected the poor classes, and the experts' opinion was that the devaluation of the dinar would be by only 10% and in front of us the recovery phase from Corona, which will create a large demand for oil and when oil rises, our revenues will increase and the economy will recover, and in fact oil has risen to more than 60 Dollars and was able to save large amounts of cashMore than 35 trillion dinars, and if the economic file continues to be managed away from rampant corruption, a major economic boom will be achieved in the field of investment that will absorb large numbers of the unemployed and reduce unemployment and poverty rates according to the five-year plan 2018-2022 program.

Solution
And Antoine stated, “On the occasion of the blessed month of Ramadan and to relieve the burden of the poor classes, the government must either provide food baskets for the poor or offer goods and merchandise from the Ministry of Trade at subsidized prices or revive the central markets and offer goods to compete and discipline the corrupt merchants or reopen the cooperative societies supported by the poor classes and employees from Lower grades ».

Livestock

The official spokesman for the Ministry of Agriculture, Dr. Hamid Al-Nayef, spoke to “Al-Sabah” about the impact of high prices on agricultural products.“

The effect of the rise also included the poultry sector.

As for vegetables and fruits, their prices are in Iraqi dinars, and in fact there are hands, monopolists and speculators in the markets, and these are trying to increase prices, and we, as a ministry, confronted this matter and a committee was formed in the ministry to follow up the prices.

As for tomatoes, there is a 15-day gap, which is the end period The season, and we imported tomatoes to reduce prices, because its season has ended, and two years ago we did not open the door for importing tomatoes, but this is an exceptional case, and we, as a ministry, tried to increase agricultural crops, but the presence of smuggling makes the farmer reluctant to farm, and the ministry worked to form a committee to determine the price of poultry in order not to We import them and protect this sector to the satisfaction of both the consumer and the producer, and we will provide chicken to the citizen in the month of Ramadan at affordable prices.

We have treatments to reduce prices, and the committee follows up its work and sets up a pricing mechanism.
As for agricultural crops, the committee enters the market and sets prices in agreement with the security services.

Dagher stated in a televised interview with NRT channel , today (April 14, 2021), that "the rise in the exchange rate of the dollar against the Iraqi dinar during the past days and its arrival to about 1500 dinars is a temporary case, and the price will decrease in the coming days to the levels set by the Central Bank as a result."

Pumping enough dollars into the local markets

He added, "The increase in the exchange rate during the month of last December was a hasty decision and did not undergo adequate studies, but it is impossible to return to the old exchange rate.

He explained, "All the political blocs were with an increase in the exchange rate to cover the deficit and the permits issued now do not go beyond the political auctions

The exchange rate of the dollar had risen significantly over the past few days, bringing the price of the hundred dollar bill to about 150,000 Iraqi dinars

They pointed to media reports during the past few days about international recommendations to raise the exchange rate of the dollar to 1600 dinars, which led to an increase in demand for the American dollar in the local markets

It is worth noting that the Central Bank of Iraq had decided last December to raise the price of the dollar to 1450 dinars for the government, provided that the bank would sell it to banks at a price of 1460 dinars, and it would reach the citizen’s hand at a price of 1470 dinars
