Sounds like they are making Preparation for all these companies to send in their Crews to get started on the Re Construction of Iraq. They Pay a $75 fee and get a visa that last for 2 Months (Most likely to be Extended over and over again until the work is completed.

The decision includes businessmen and companies from the permanent members of the Security Council, the European Union countries, Japan, South Korea, Canada, Australia, New Zealand and Switzerland.

      All these out of country employees will need everything from housing to food ,being good for local economies . Despite what many think , the Pew  Research Center conducted  a  study to investigate the where -with -all  of Iraqis , including their intelligence and work ethic . They scored very high . Nobody under the age 30 has ever experience anything but fear and chaos .The people in Iraq want what we have in a material way ,they've seen all the crap we have on the interweb.

Al-Kazemi stressed the need to strengthen security integration between Baghdad and Erbil in a manner that achieves internal stability and prevents any gap that could be exploited by terrorism or organized crime, in the disputed areas or elsewhere. 

He stressed that the repeated visits of the President of the region to Baghdad sends correct messages to all Iraqis, contributes to building confidence, indicates goodwill, stimulates a spirit of joint cooperation and coordination in all fields for the benefit of the country, and referred to his upcoming visit to the Kurdistan region.

The President of the Kurdistan region, Nechirvan Barzani, expressed his gratitude for the warm reception, and praised the efforts of the Prime Minister politically, economically and diplomatically, as he stressed that the Iraqi diplomatic effort in the past period, and the visits and meetings during which it highlighted the due status of Iraq as a whole, and restored its natural role regionally and internationally. 

He praised the wisdom approach in dealing with internal issues, the high level of security coordination, and the need to develop it, expressing his support for the government and the strengthening of the state's stature in a way that enables it to address its challenges.

Barzani praised the House of Representatives passing the budget law, stressing that resolving the outstanding issues between Baghdad and Erbil paves the way for more stability and progress for Iraq.
