Head of the Change Bloc in the House of Representatives, Yusuf Muhammad, on Thursday, said the approval of the 2021 budget is a step towards solving the economic problems in the country if compared with effective steps to combat corruption, indicating that it has 3 advantages.

The head of the bloc said, in a statement that Mawazine News received a copy of, that "some points of government reform programs have been placed within the framework of the budget law, and their approval is a step towards reaching the benefits to those who are entitled, especially from the poor and those with limited income." 

He added that "this year's budget is distinguished by encouraging the advancement of infrastructure and investment in the agricultural and industrial sectors, in an attempt to reduce dependence on oil, in addition to reducing public expenditures," noting that "the proposals submitted by the Finance Committee led to a significant reduction in the financial deficit."

Regarding the relationship between the federal government and the Kurdistan region and the agreement that led to the passage of the budget, Muhammad considered 

"this is a step in the right direction," calling for "the implementation of commitments during the coming months to be a goodwill gesture towards resolving the differences between them, especially with regard to how to extract and export oil and gas in the region."

He emphasized that "the lesson in recent agreements and understandings is in their application, in order to achieve the advancement of the Kurdish citizen who has suffered both over the past years and solve all his economic and financial problems."

Governor of the Central Bank, Mustafa Ghaleb Makhaif, confirmed, on Thursday, that Iraq is implementing its reform plans.

The Central Bank said in a statement that Mawazine News received a copy of, that "his governor participated, as a representative of Iraq, in the spring meetings of the International Monetary Fund."

The financial advisor to the prime minister, Mazhar Muhammad Salih, said that there are projects that will be implemented in the coming days that were pending the approval of the 2021 budget law.
 

Saleh told {Al-Furat News} that "government expenditures constitute 50% for the operation of manpower and its effects for the operation of economic activity constitute 85%." 

The government consultant added that "economic activity depends on government expenditures," stressing that "voting on the budget has a positive effect to initiate economic activities."  

He pointed out that "there are new projects that will start work in the coming days and will provide thousands  of job opportunities for the unemployed." 

Saleh pointed out that "there are operational programs to combat poverty and promote the ration card items, which were awaiting the vote on the budget law.   

The House of Representatives voted late last night on the articles of the Budget Law for 2021, after rounds of negotiations and conflicts that lasted for three months.

The political blocs, which participated in the voting session, added two articles that were not included in the draft budget, the first obligating the Council of Ministers to send the names of those in charge of the positions of independent bodies and special ranks to Parliament, by no later than June 30, to end the management of those positions by proxy.

As for the second article added to the law, it stipulates allocating 30,000 job grades for the return of those whose contracts have been avoided by members of the PMF. Five articles (20, 38, 42, 43, 47) were dropped in the vote. 
Parliament voted on Article (11) on the Kurdistan region’s share smoothly, and this article was one of the most prominent articles that obstructed the vote on the law.

SULAIMANI — Head of the Patriotic Union of Kurdistan (PUK) caucus in the Council of Representatives Ala Talabani on Thursday (April 1) told her party’s official media outlet that if Kurdistan Regional Government (KRG) implements its commitments outlined in the 2021 Federal Budget Law, then the federal government will send the Region’s share.

She said the budget will be implemented from the beginning of this year and KRG will be given funds dating back through the first three months, provided it submits the oil that it is obligated to send to federal oil marketer SOMO.

On Wednesday, the Council of Representatives approved the budget including Article 11, which outlines the Kurdistan Region’s share.

ERBIL, Kurdistan Region — Kurdistan Region and Iraqi leaders have spoken of their hope and optimism that the Wednesday passage of the 2021 budget bill will lead to closer ties between Erbil and Baghdad. 

The budget approval puts an end to months of disputes between Erbil and Baghdad over the Kurdistan Region’s share of federal funds.

“We hope that this becomes a precursor for developing relations between the Kurdistan Region, the federal government, and all political parties,” Kurdistan Region Deputy Prime Minister Qubad Talabani said in a statement early Thursday morning.

“We ensure everyone that we will instantly start abiding by this law,” he added, calling on Kurdistan Regional Government (KRG) ministries to work with their Baghdad counterparts to implement the budget. 

The budget bill, approved by the Iraqi Council of Ministers in December, took more than three months to be passed by Iraq’s parliament. 

Talabani led a KRG delegation to Baghdad several times in an attempt to resolve budget disputes.

The budget was passed with several edits. The Kurdistan Region will hand over the revenue of no less than 250,000 barrels of oil at state-regulated prices to Baghdad in exchange for federal funds, according to the legislation passed on Wednesday.

Deputy speaker of the Iraqi parliament Bashir al-Haddad told Rudaw’s Halkawt Aziz that the Kurdistan Region’s share was allocated at 12.67 percent of the budget.

“Passing the Iraqi budget is a step toward improving the livelihood of people and reviving the economy,” Iraqi President Barham Salih said in a tweet late Wednesday night, shortly after the bill was passed.

"We hope that everyone abides by the law. Approving the budget could be a good start and a boost toward fixing the other problems between Kurdistan Region and the federal government," read a statement from Kurdistan Region President Nechirvan Barzani, who expressed his gratitude for Talabani, the KRG delegation, and Kurdish representatives in the parliament. 

Iraq and the Kurdistan Region’s prime ministers have also spoken optimistically about the passage of the bill. 

"Iraq needs cooperation and mutual helping hands when it comes to solving problems, stability, prosperity, and a better future, and we all need to support such an approach," Barzani added.

"Despite all the comments, approving the budget is an important step forward, and it is proof that cooperation is what brings forth progress and stability," Iraqi PM Mustafa al-Kadhimi said in a tweet.

"We did not get everything we wanted, but the law is consistent with key principles of the constitution from which we have not wavered," Kurdistan Region PM Masrour Barzani said in a statement, describing the parliamentary vote of approval as a "milestone moment for the KRG."

"I hope to see every article of the budget law implemented and federal payments finally restored to the KRG. Its full implementation would provide both governments with recourse against the disputes over payments since 2004," he added. "These steps will underpin restored cooperation and trust, essential tenets of all we will go on to achieve."

The exchange rate of the dollar rose today, on the Kifah Central Stock Exchange in Baghdad, to 146,700 dinars for every $ 100 bill.

The Central Bank holds a daily auction (window) to sell foreign currency to banks, a measure it took after 2003 to raise the value of the dinar, which was collapsing during the 1990s, because this measure was proposed to be temporary until the currency stabilizes, according to the advisor to the Iraqi Institute for Economic Reform, It was decided not to continue with the currency selling window, so that the dinar was stabilized against the dollar in subsequent years, but it continued despite that.
Counselor Hussain Al-Khaqani told Al-Sabah that "one of the central bank's duties is to stabilize the exchange rate by receiving proceeds from selling oil in dollars, and pumping dinars to the Ministry of Finance in return, to support the approval of the budget, especially the operational ones."
Al-Khaqani added, "Before the year 2003, the central bank did not work with this procedure, but the circumstances that came after that year made it necessary for the central bank to take a temporary measure that would raise the value of the dinar, which was very low against the dollar, and this procedure represented the opening of a window to sell the currency, in which it participated." According to a statement by the Central Bank, its foreign currency sales amounted to 25 million, 905 thousand and 199 dollars yesterday, with the participation of 7 banks to meet the requests to enhance the assets abroad, and the Central Bank noted that the data on foreign currency sales are sent to the General Tax Authority at the end of the fiscal year The Central Bank pointed out that "the classification of banks and companies depends on the level of compliance with the rules and standards of compliance with the Anti-Money Laundering and Terrorism Financing Law No. 39 of 2015, and the Central Bank's instructions regarding the sale and purchase of currency, and the classification does not represent an evaluation of the performance of banks, which is subject to other international standards."
For his part, the specialist in banking affairs, Samir al-Nusiri, suggested that the Ministry of Finance implement the window of currency sale under its supervision and to clear the responsibility of the Central Bank from it.
Al-Nusairi explained to Al-Sabah that the proposal is to assume the Iraqi Trade Bank affiliated to it, and the role of the Central Bank in working in the window of currency sale, by transferring the revenues of the Ministry of Oil sales of crude in dollars to the Ministry of Finance in dinars, and releasing the Central Bank from it
