Committee's proposal Article 1 -
 
First: Dues are settled between the federal government and the Kurdistan region for the years from 2004 to 2010 after the Federal Office of Financial Supervision, in coordination with the Regional Office of Financial Supervision, investigated them to show the final accounts approved by the Federal Office of Financial Supervision of the financial revenues and expenditures achieved after  Exclusion of sovereign expenditures and what has been spent for the region within the governing expenditures: 
 
The Kurdistan Regional Government is committed to producing crude oil from its fields at a rate of quantities of not less than 60 thousand barrels per day. 
The allocations of the region’s share of the petro cover provided that the quantities delivered are not less than the sums realized from the sale of 250 thousand barrels of crude oil per day at the price of SOMO. 
Paragraph (a) above shall be implemented in coordination between the Federal Ministry of Oil and the Ministry of Natural Resources in the Kurdistan Regional Government.


Is committed to the Kurdistan Regional Government to deliver non-Auto revenues to the state treasury and according to the Federal Financial Administration Law, provided that the Federal Office of Financial Supervision in coordination with the Office of Financial Supervision in the region to achieve data related to those revenues. 
 
D- The Kurdistan Regional Government has settled from the Iraqi Trade Bank's balances with government and private banks, and the Ministry of Finance schedules monthly installments to be deducted from the region’s share, starting from the fiscal year 2021 for a period of 7 years.  
 
E - The federal government is obligated to pay the Kurdistan Region's dues contained in this law and the tables attached to it after the region has implemented paragraphs (A, C,) of this Article

Iraq and Saudi Arabia signed 5 agreements in the presence of Prime Minister Mustafa Al-Kazemi and Saudi Crown Prince Mohammed bin Salman.
 

Bin Salman had received Al-Kazemi today, Wednesday, upon his arrival in Riyadh on an official visit to Riyadh, where they held a session of talks focused on increasing cooperation between the two countries in addition to the latest developments in the region.

Meetings were held at the coordination council level between the two countries, where 5 agreements were signed, in financial, commercial, economic, cultural and media fields. 
 

The Iraqi delegation also included governors of border provinces with Saudi Arabia to discuss increasing border crossings between the two countries.

The Saudi ambassador to Iraq, Abdulaziz Al-Shammari, said earlier that Al-Kazemi's visit to the Kingdom today "is important and comes at an important time. A number of political, security and economic issues will be discussed, and a number of agreements will be signed in several areas."

He indicated that "the House of Representatives and the Finance Committee have taken decisions to compensate the exchange rate by doubling the social welfare allocations and preparing them and allocating 500 trillion dinars to the ration card," stressing that "the dollar exchange rate will be fixed at 145."

Al-Ziyadi added, by saying, "The exchange rate of the dollar is the decision of the Central Bank and Prime Minister Mustafa Al-Kazemi affirmed his support to continue at the same price, and as parliament we will adhere to what the Central Bank determines," indicating that "all political blocs wish to stabilize the security, political and economic situation by passing the budget."

The House of Representatives began a short while ago to vote on the draft general budget bill for 2021, The Media Department of the House of Representatives stated that the parliament held a session to vote on the budget in the presence of 215.

Before that, the representative of the Saeron Alliance, Ghayeb Al-Amiri, confirmed that the country's general budget law has completely recovered and will be voted on during today's session or tomorrow, Thursday. 

Al-Amiri said in a televised statement followed by (Baghdad Today), that "the draft budget that arrived in Parliament was distorted and does not represent the aspirations of the Iraqi people, but the Finance Committee in the House of Representatives made amendments to it until it reached the stage of complete recovery, and it will be voted on during the parliament session for this day." Or tomorrow, Thursday. " 

He added, "The differences over the budget were related to the region’s share, and when it was resolved, political differences emerged between the Shiite and Sunni parties. They were also resolved, so that another problem appeared, which were differences between the Shiite-Shiite blocs, but all these differences reached a final agreement on it."

(Baghdad Today) News Agency publishes today, Wednesday, March 31, 2021, the text of Article 11 of the country's general budget law for 2021, regarding the share of the Kurdistan region. 

According to a document obtained by the agency, the text of the article stated: "Financial matters will be settled between the regional government and the central government from 2004 to 2020."

According to the document, the article obligated the Kurdistan Regional Government to produce crude oil from its fields in a quantity of not less than 460 thousand barrels per day, excluding expenditures that include the cost of production, transportation and operation, provided that the delivered quantities are not less than the amounts achieved from the sale of 250 thousand barrels per day at the price of SOMO.

Shafaq News / The Iraqi parliament voted on Wednesday to dissolve itself on the seventh of next October, in preparation for holding the legislative elections scheduled for the tenth of the same month.


The media department of the council stated, in a brief statement Warda to Shafaq News, that "the House of Representatives voted during its session to dissolve itself on 10/7/2021, with the elections to take place on 10/10/2021."

The dissolution of Parliament, whether through the vote of its members or through the authority of the President of the Republic, transforms the government from a government with full powers, to a caretaker government, in addition to the necessity of holding elections for the new parliament, within a maximum period of sixty days.

After weeks of delays caused by disagreements between the political parties, Iraq’s Council of Representatives passed the Federal 2021 Budget Law on Wednesday (March 31) .

The session was scheduled for 1 p.m. but was delayed because of a lack of quorum.

Voting began at 4:30 p.m. in the presence of 215 lawmakers out of 325 and concluded at 8:00 p.m.

The legislation set the price of a barrel of oil at $42, well below current Brent prices.

Among the major sticking points was the devaluation of the Iraqi dinar.

The legislation set the US dollar peg at 1,450 Iraqi dinars.

After several hours of voting, lawmakers approved Article 11 of the legislation, which governs the Kurdistan Region's share.

It will receive 9.5 trillion Iraqi dinars ($6.5 billion), which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export.

 

The federal government WILL BE ABLE TO CUT OFF FUNDS IN THE EVENT OF NON-COMPLIANCE.

 

A number of Kurdistan Regional Government (KRG) officials, including KRG Deputy Prime Minister Qubad Talabani, were present at the Council of Representatives during the latter stages of the vote on the legislation to observe.
Talabani led many of the talks aimed at hammering out the deal between Erbil and Baghdad.

Lawmakers voted against Article 20 of the law, which would have introduced an income tax on the salaries of public sector workers, or Article 38, which deals with investment.

Article 41 was tabled for consideration at a later date.

 

Also on the agenda is the presentation of a request submitted and signed by 172 lawmakers on whether to dissolve parliament early, but the meeting concluded without taking up the measure.

Before to the session, the Shia bloc held a meeting at the house of Hadi al-Amri, the head of the Fateh Alliance, to coordinate.

The Finance Committee held a separate meeting to amend some of the provisions in the draft and ready it for the vote.

The parliament’s media office said in a statement on Tuesday that the names of attendees and absences will be published publicly.
