ERBIL, Kurdistan Region — Iraqi parliament failed once again to vote on the 2021 federal budget bill due to continuing disagreements over its contents and demands by some blocs to change the dollar exchange rate and include foreign loans, state media reported on Sunday night. 

Parliament's finance committee held intensive meetings with speaker Mohammed al-Halbousi and with political blocs, but no session was held due to failure to meet quorum. 

Fatih bloc deputy Abdul Amir al-Mayahi told state media outlet INA that the disputes over the budget are related in part to the dollar exchange rate. Finance committee member Ahmed al-Saffar told state media that there are political blocs pushing to change the devalued dollar-dinar exchange rate.

The committee announced the addition of some paragraphs to the bill, including reinstating members of the Popular Mobilization Forces (PMF, or al Hashd al-Shaabi in Arabic) who had benen fired for various reasons.

Committee member Ekhlas al-Dulaimi confirmed that one trillion dinars (almost $686 million) had been allocated to lecturer and medical professional salary payments. 

Jasim al-Bakhati, deputy of the Iraqion Alliance, saidthat some forces are calling for the addition of an article about foreign loans in the budget.

"The Region's share in the budget is no longer the problem, as there are big blocs trying to add an article concerning borrowing an amount of one billion dollars for the benefit of the Ministry of Electricity for development purposes," Bakhati said.

A new amendment to Article 11 of the bill regarding the Kurdistan Region’s share would require the Kurdistan Regional Government (KRG) to hand over 250,000 barrels of oil a day or their equivalent value to Baghdad, in addition to 50 percent of non-oil revenues like custom fees and taxes, according to Ahmed al-Saffar, a member of parliament’s finance committee. Shiite parties had previously amended the article to require all of the Kurdistan Region’s non-oil revenues.

"The Region's share in the budget is no longer the problem, as there are big blocs trying to add an article concerning borrowing an amount of one billion dollars for the benefit of the Ministry of Electricity for development purposes," Bakhati said.

For years, Iraqi lawmakers have criticized the Kurdistan Region's independent oil sales. Many lawmakers want Erbil to hand over all of its oil to the State Organization for Marketing Oil (SOMO) in exchange for federal funds.

Both governments have also seen revenues drop due to low oil prices last year. The KRG is unable to pay its civil servants on time and in full, while the Iraqi government borrowed over $25 billion from the country's central bank to pay salaries for the last three months of 2020. Baghdad also devalued the dinar in December, in part due to revenue lost in the global oil price collapse.

A member of the Parliamentary Finance Committee, Jamal Cougar, said in a press statement by its independent affiliate: “The requests of the political blocs related to the budget are many and large, including reducing the price of the dollar, and this is difficult to verify, given that all the paragraphs of the budget are based on an exchange rate of 145 thousand dinars per 100 dollars, And changing it needs to completely reformulate the budget again.”

He stressed: “The central bank cannot change the dollar’s exchange rate twice within a two-month period, given that the citizen will lose confidence in the central bank.”

What were they saying that if the cbi can't change the dollars within 2 month ( since devaluation in december 2020 ) period  then the budget will not be approved and the result is the rate 1460 remains the same? I amn't sure if i am connecting the dot right. Is it right foks?

A member of the Parliamentary Finance Committee expected a new date for voting on the fiscal budget bill for 2021.

The draft federal budget law for the fiscal year 2021 entered “the recovery room, so to speak, after the presidency of the Iraqi parliament was forced to postpone the scheduled session on Sunday, to approve the project from three in the afternoon to seven in the evening, given the continuing differences between the political blocs. 

The presidency of the parliament used to make approving the budget the only item for the session after the political blocs and leaders reached a semi-final agreement one day before the birth of the budget by Caesarean section after failure to vote on it by consensus or majority.

While major blocs oppose the borrowing clause in the draft budget, Advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, confirmed that "Iraq will not resort to borrowing if the price of a barrel of oil reaches $70."

On the eve of the session, which was described as decisive for the Iraqi parliament to approve the budget, Saleh added that “the budget stabilization fund must be available as a sovereign precautionary fund against the risk of fluctuation or decline in the sustainability of revenues, because oil revenues constitute more than 92 percent of total public revenues. In the budget." 

He explained, "The price of a barrel of oil should not be less than $ 70 to reach a balanced budget without resorting to borrowing to finance the annual deficit in the general budget."

While the main node during the past three months that prevented voting on the budget was the relationship between the federal government and the Kurdistan Regional Government regarding oil revenues in exchange for releasing the region’s share of the budget, a new knot recently emerged, this time related to the dollar exchange rate. 

The Iraqi government, based on the "White Reform Paper" which was submitted to the political blocs and obtained their approval, decided to raise the exchange rate of the dollar against the Iraqi dinar from 119 dinars per dollar to 145 dinars per dollar in order to stop the bleeding of currency that smuggled abroad under the item of fake imports, as well as stopping speculation in dollars by the committees Political parties and blocs;

This caused damage to some of them, which made the parliamentary blocs exciting to demand the return of the dollar exchange rate to what it was a condition for passing the budget, while other parliamentary blocs stand by the government in this decision, although it left negative effects on people with limited income.

While political blocs see the need to vote on the budget by a majority after some blocs retreated from their insistence on returning the exchange rate immediately because it is impossible to do so while keeping the dispute with the Kurds, other blocs prefer not to resort to the majority option in voting because of the political repercussions it may leave.

Including the need for consensus during the next election period. However, the head of the Kurdistan Islamic Group in Parliament, Salim Hamza, denies that the Kurdistan region is the only obstacle to not passing the budget. 

Hamza said in a statement that "the differences between the political forces over the draft budget law in 2021 are still continuing, with the continuing dialogues to resolve these differences, and there are deep disagreements between the blocs on the draft budget," indicating that "the dilemma of passing the budget bill is not a region’s share."

Kurdistan is part of the budget, but there are Sunni - Sunni, Shiite - Shiite, and Sunni - Shiite differences over the law, especially related to the provincial allocations and the dollar exchange rate, and there is a rejection of this project by other blocs, not the Kurdish ones.

Hamza added, "There are political parties who do not want to pass the 2021 budget bill, as they benefit from not being passed, as this situation benefits these parties more."

Regarding the Kurdistan region, the origin of the dispute relates to Article 11 of the draft budget on the Kurdistan region’s share, which stipulates that it will deliver 250,000 barrels of oil per day, along with its tax revenues to Baghdad, in return for receiving 12.6 percent of the budget. 
However, the objecting blocs, the majority of which are Shiite, are demanding that the article be amended to include a text that holds anyone who decides to spend these funds to the region legally responsible if their oil is not delivered to the federal government.

So if the budget IS approved than the exchange rate will NOT remain the same??? If so, change to what rate?

Parliamentary Finance reveals new details about the obstructive budget law

The Parliamentary Finance Committee revealed, on Monday, the "main reason" to postpone the vote on the General Budget Law until further notice.

A member of the committee, Muhammad al-Shabaki, told Shafaq News, that "there are four points of disagreement that caused the suspension of the vote on the General Budget Law for 2021 during yesterday's session, most notably some points of contention in Article 11 related to the share of the Kurdistan Region, foreign loans, investment projects and the development of regions."

He added that "the Al-Fateh Alliance objected to new loans amounting to 8 trillion dinars, especially for projects of the Ministry of Electricity, and requested economic feasibility for foreign loans."

Al-Shibaki added that the deputies asked the Minister of Oil, Ihsan Abdul-Jabbar, in his capacity as head of the government energy committee, for a government guarantee to improve electric power during the next summer season.

Al-Shabky pointed out, "the continuation of meetings to resolve differences and resolve disputed issues in the coming hours."

Representative Rizan Sheikh Dleir said that the intentions and conflicts of politicians with the government are an obstacle to passing the budget in Parliament. In a statement received by Shafaq News, Sheikh Dlir called for the importance of the Iraqi people to know this fact, saying that "the region's share does not constitute an obstacle to passing the budget."

Al-Shabky emphasized, "We passed the stage of agreements and consensuses to the stage of final understandings, and we have come a long way, and the budget may be ready for voting within days," suggesting that the budget will be voted on "before the end of this week." 

And Mohamed Al-Shabky stated, "The budget included financial allocations for all contracts and wages covered by Resolution 315, and the lecturers, in its final version." 

The House of Representatives was supposed to hold its session to vote on the draft federal budget law for the current year, on Sunday, but the persistent differences between the political blocs pushed it to postpone and leave the parliament room.

A parliamentary source inside the House of Representatives stated that the Presidency of Parliament officially informed the MPs to postpone the session to vote on the budget without setting a specific date, after the failure of the dialogues and negotiations on the disputed paragraphs, including the exchange rate.

I am at a loss for words regarding this budget and I don't believe any of this is smoke and mirrors. The only positive

information I have read is that the auctions have been cancelled, the exchange rate was lowered to pull in the large denominations from the citizens and hopefully the new CBI will be completed by the end of this year. I just hope this insanity doesn't take another fours. We don't know what is true or false and it is frustrating. The GOI is good at one thing which is not getting anything done and lying about it. I have learned to skip over the GOI articles because they will only discourage you. I would rather see the exchange rate be lowered to 1600 because that is how they are removing the large denominations from the people and hopefully they will RV sometime after. If they change it back to 1190 or 1200, that will undo everything they have accomplished and I would give up at that point. Only the CBI has the authority to adjust the exchange rate so to hell with the GOI. They can do their own job not to mention the job of the CBI.
