That means the current governor of cbi is still the only one who has the authority to determine the exchange rate.  Hopefully  the governor of cbi will announce and release the rv rate on the budget on the 27 openly to the publics.

Parliamentary Finance: changing the exchange rate of the dollar has nothing to do with the budget

A member of the Parliamentary Finance Committee, Muhammad Sahib Al-Darraji, said that changing the exchange rate of the dollar against the Iraqi dinar has nothing to do with the general budget .

Al-Darraji said in a statement today (March 22, 2021), that "fixing the exchange rate is the task of the Ministry of Finance and the Central Bank and not Parliament," indicating that "the Minister of Finance does not understand the situation in Iraq . "

He added, "The white paper announced by Al-Kazemi is (very white) and devoid of content, and is similar (to a good master's letter)."

Al-Darraji added, "The measures to raise the dollar exchange were not accompanied by measures of social protection," and that "the government was long overdue in measures to protect the market and the prices of foodstuffs."

A member of the Parliamentary Finance Committee, MP Muhammad Ibrahim, confirmed, on Monday, that the budget file will not be passed during one session, especially since there are some controversial matters that still exist to this day and political dialogues are taking place in order to solve them and agree on a specific formula to pass the budget.
Ibrahim said in a press interview, "The budget contains many articles and it is unlikely to pass it in one session, especially with some disagreements about its texts."
He added, "The focus of the budget dispute is related to Article 11, which relates to oil exports and the agreement with the region on the revenues to be delivered."
And that "there are swing political positions on voting on the budget, and there is parliamentary political pressure to go ahead and resolve differences with the region to vote on the budget."

SULAIMANI — Fateh Alliance lawmaker in the Council of Representatives Abas Shahil said on Tuesday (March 23) that his parliamentary grouping would reject any deal with the Kurdistan Regional Government (KRG) if they believe it would harm Iraq’s interests.

Shahil said that Article 11 of the draft 2021 Federal Budget Law, which governs budget transfers to the KRG, is the primary point of contention between negotiators.

The two sides have been at loggerheads over the budget for many years, but the dispute became acute last spring when the arrangement enabled by the 2019 budget law collapsed. Under that structure, Erbil was supposed to send 250,000 barrels of crude oil per day to Baghdad for export in return for 12.67 percent of the total budget. In the event of a dispute, the federal government would continue to pay the KRG’s public sector wage bill.

The KRG immediately abrogated the deal, refusing to send any oil. Between January 2019, when the law passed, and April 2020, the federal government continued to send funding for public sector salaries in the Kurdistan Region, until it abruptly pulled the plug amid a crisis in its own finances caused by a drop in the price of oil and the effects of the coronavirus pandemic.

Since then negotiating teams have sought to find a solution, largely along the lines of the 2019 agreement regarding oil plus an additional requirement that Erbil submit a portion of the customs income that it collects at the border, but lack of mutual trust has resulted in the repeated postponement of a vote in the Council of Representatives.

On Friday, negotiators appeared to make a breakthrough that would have enabled a vote the following day, but the deal fell apart on Saturday morning, apparently over a change that would have allowed Baghdad to punish Erbil more severely should it not abide by the deal.

Shahil accused the KRG of not acting as a true partner to the federal government and predicted that regional authorities would not hand over the income from customs.

Member of the Council of Representatives’ Finance Committee Mazen Al-Faily from the Fateh Alliance also criticized the KRG, alleging that it did not plan to make the required transfers to Baghdad.

Samir Hawrami, spokesperson for Head of the KRG negotiating team KRG Deputy Prime Minister Qubad Talabani, told Iraqi state-run newspaper al-Sabah that the KRG team would return to Baghdad this week to resume negotiations and try to resurrect the Erbil-Baghdad deal.

A vote on the legislation is currently scheduled for March 27.
