Article 110 The federal government shall have exclusive authorities in the following matters: First. Formulating foreign policy and diplomatic representation; negotiating, signing, and ratifying international treaties and agreements; negotiating, signing, and ratifying debt policies and formulating foreign sovereign economic and trade policy. Second. Formulating and executing national security policy, including establishing and managing armed forces to secure the protection and guarantee the security of Iraq's borders and to defend Iraq. Planning policies relating to water sources from outside Iraq and guaranteeing the rate of water flow to Iraq and its just distribution inside Iraq in accordance with international laws and conventions. Ninth. General population statistics and census. Article 111 Oil and gas are owned by all the people of Iraq in all the regions and governorates. This budget is for the next several years and I think the past budgets were just for one year at a time but correct me if I am wrong. It has been stated that the current exchange rate can not remain at 1450 because it is hurting the Iraqi citizen, the price per barrel has increased which has solved the deficit issue and the GOI wants to return old rate. The question is, which rate are they referring to? If they return the rate to 1190 it will be counter productive because the fat rats will start stealing from the auctions again, the people will not have purchasing power and they will be back where they were prior to 12/20/2020 when the rate was decreased to 1450. Something has to give and I have to admit, I am a little optimistic. The IMF and the World Bank are involved so this time around things are a little different. They can procrastinate all they want about the budget but something has to give, the question is WHEN and HOW MUCH will the rate change be. Go Iraq!!
