Your right they have, but it not embolden into the Constitution, which is why the Kurds say according to the Constitution. When Parliament pass the Federal Court Law it will be according to the Constitution.

avoided? because an envelope ( nice bribe/ monies to speed up and finish up the budget  ) isn't given under the table. if the envelope is given in a secret room where nobody knows ( just the two of them ) when they shake hand , i think the budget will be finished a lot quickier. not only the budget, everything (?) need the envelope ( monies ) to get the job done in the iraqi's government circle. no envelope=delays and more delays and just talks talks BS. the phrase in iraq government circle " where there is envelope/bribe ( monies ), now you are talking my languages ".

{Baghdad: Al Furat News} The head of the Iraqi coalition, Mr. Ammar Al-Hakim, called for support for the initiative of the Prime Minister, Mustafa Al-Kazemi, in the national dialogue.

 

A statement of his office, a copy of which was received by the Al Furat News Agency, stated that Mr. Ammar Al-Hakim "received His Beatitude the Chaldean Patriarch, Cardinal Raphael Louis Sacco, and discussed the results of Pope Francis' visit to Iraq and the management of diversity, interfaith dialogue and national dialogue."
He referred to "the importance of the Pope's visit to Iraq and the positive image it reflected by receiving a figure of his worth, as well as the glorious image that he collected with the supreme authority, Imam Sistani (may his shadow) and the message of peace that emanated from the noble land of Najaf, as we called for the use of this visit to introduce the civilized reality of Iraq."
He also called for "investing the visit in launching interfaith dialogue and managing diversity. We emphasized the importance of achieving this administration and its role in promoting community harmony."
Mr. Ammar al-Hakim called for "supporting the prime minister's initiative regarding the national dialogue, and we urged all political and social actors from all components to deal with them positively because of their role in resolving the Iraqi crisis."

Baghdad / NINA / The head of the Kurdish Parliamentary Change Bloc, Yusuf Muhammad, on Friday described the National Dialogue initiative as a "break of the ice" between the political parties, while referring to the most prominent files that must be included in the initiative.

"The initiative called by the prime minister is very important, especially at this time, from which Iraq is suffering from economic and political crises, which coincided with the imminent holding of general elections," Mohammed said in a statement.

He added that it is important to have a serious, constructive and frank dialogue between the parties and partners in the political process and the various components, in addition to the representatives of the sit-in squares in order to crystallize specific participants regarding the crises and how to get out of them in Iraq.

He indicated that one of the most prominent issues that can be discussed in the dialogue is the regional and international relations of Iraq, reaching common understandings and points regarding the country’s distance from these conflicts, developing common ideas regarding how to hold early elections, preserving civil peace and integrity, and emphasizing the removal of weapons from it and from political conflicts.

The head of the Change Bloc added that it is necessary to establish some legal foundations based on the constitution in this dialogue to reach participants, especially in the relationship of the federal government with the region in matters such as oil and gas, and the budget, in order to reach the legislation of the oil and gas law and an agreement to normalize the security and administrative conditions in the disputed areas. / End 8
