The first of its kind ... the Martyrs Foundation is threatening to appeal the 2021 budget
  
{Policy: Al Furat News} The head of the Martyrs Foundation, Abd al-Ilah al-Naeli, announced on Wednesday, in a precedent that is the first of its kind, to challenge the Federal Budget Law for the year 2021.
 

In a statement, Al-Furat News received a copy of it, Al-Naeli said that he "will appeal in the Federal Court any text in the budget that violates the laws in force for the martyrs and the victims, and he will not allow their rights to be undermined in this way."
The First Deputy Speaker of Parliament, Hassan al-Kaabi called for a "re-vote on Article 21 and for the Shiite deputies to warn that the rights of the martyrs and the victims are in the wind if this article is passed."
Al-Naeli expressed his “surprise that Article 21 of the budget was not deleted during the voting session, and that he voted on the basis of the article that undermines four laws in force, namely, the Martyrs Institution Law No. 2 of 2016, the Amending Prisoners Institution Law No. 4 of 2006, and the Victims of Terrorism Law No. 20 of 2009. The amendment and the Unified Retirement Law No. 26 of 2019 Article 10 thereof.
While he announced "harm to the families of the martyrs and the sacrificed people who sacrificed and defended its dignity in order for Iraq to enjoy security and stability", asking them to "correct their position and vote to delete Article 21 before the completion of the budget law, and to ensure that all the interests of the martyrs and the sacrificed are preserved."

The government program follow-up committee confirmed, on Wednesday, that Iraq is required to pay off debts up to the year 2048 as a result of the loans that were included in the budget.

A member of the committee, Hazem Al-Khalidi, told / Al-Maalouma / that "the draft budget in which the House of Representatives voted on a number of its paragraphs in which many foreign loans that burden Iraq and take away the rights of future generations have been proven ."

He added that "the interest resulting from those loans will pay Iraq to pay debts until the year 2048, the last payment if other loans are added," noting that "passing these loans is an injustice and a robbing of the will of future generations."

The legal expert, Tariq Harb, confirmed, on Wednesday, that some of the decisions taken by Parliament in the budget are illegal.

Harb said in a statement to the news agency, "Parliament has started to violate the constitution since the beginning of this year," noting that "the approval of the budget is long overdue and the delay in approving it throughout this period is considered a constitutional violation that it is supposed to be held accountable."

He added, "Some of the decisions that he took and included in the current year’s budget are considered a violation of the Iraqi constitution, but there is no legal text governing this mistake, and therefore the matter proceeded without mentioning it."

He pointed out that "this matter indicates that the blocs do not feel responsible towards Iraq and the simple citizen, who is the first victim of those mistakes and the delay in approving the budget."

The exchange rate increased by 500 dinars to 100 dollars after the start of voting on the budget, to reach 146,250 dinars in Baghdad exchange for sale, while the purchase price was 145,250. The exchange rate rose to 146,500 for sale in the Kurdistan region for sale and 145,250 for purchase, while 1460 dinars were recorded for sale in most southern cities and 1450 for purchase. The council voted earlier on the first article of the 2021 budget, which included fixing the exchange rate at 1450 dinars to the dollar. I will bet the farm they are going to come out with a article stating that the budget has not been completed before the day is over. Some of these traitors are working for Iran and don't want the budget to be passed and Maliki is the main one!! How in the hell is he still part of the Government? Maliki needs to be beheaded in public to set an example. A convoy was bombed earlier  yesterday and as long as they continue this BS Iran will make their move to derail everything...Damn idiots!!

The budget amounted to 129.9 trillion dinars (about $89 billion)..
The parliament passed one of the most prominent budget articles, the Kurdistan Region's dues, in article 11 of the law.

The House of Representatives voted late Wednesday for the 2021 Federal Budget Act for the Republic of Iraq in its 2021 session.
He also voted to dissolve himself on 7/10/2021 on the date of the elections on 10/10 2021.

      The Iraqi parliament has elected Kurdish politician Fouad Massoum [Fuad Massum] as president, succeeding Jalal Talabani.
      The 76-year-old is a founding member of Mr Talabani’s Patriotic Union of Kurdistan (PUK) party.
      Associated Press reports that Massoum is considered a soft-spoken moderate, known for keeping good relations with Sunni and Shiite politicians.
      According to BBC News, the presidency is the second major government post to be filled, after Salim al-Jabouri was elected as parliament speaker last week.
      The next step will be for Massoum to select a candidate for prime minister to try to form a new government.
