A representative source said {for the Euphrates News} that "discussions within Parliament to study the possibility of reducing the exchange rate of the dollar against the Iraqi dinar."
A member of the Parliamentary Oil and Energy Committee, Bahaa Al-Din Nuri, revealed the recent deficit in the fiscal budget bill for 2021.
"The price of a barrel of oil has been fixed in the 2021 budget at $ 45," Nuri told {Euphrates News}, indicating that "the surplus will fill the deficit and a supplementary budget may be obtained whereby two trillion dinars are added to the treasury every month from an increase in imports."
And that the budget "will be up to 128 trillion dinars in exchange for a deficit of 29 trillions, and we expect it to be paid off during the first six months, and there will be surplus funds and a supplementary budget."

The House of Representatives was supposed to hold its session to pass the 2021 budget at exactly three o'clock in the afternoon, according to the statement of his media department, but he announced that it will be postponed to seven o'clock in the evening to complete all discussions on the provisions of the law.

Shafaq News / A parliamentary source said, on Sunday, that the Presidency of the Council of Representatives has set a date for today's session to vote on the budget bill, indicating that the presidency held two separate meetings to resolve the points of disagreement.

 

The source told Shafaq News that the Presidency of Parliament has set at 9 pm today to hold a voting session on the budget law.

 

He added that Parliament Speaker Muhammad al-Halbousi and his first deputy, Hassan al-Kaabi, met separately to exchange views and agreed to settle the points of disagreement and vote on the budget law in today's session.

 

The source pointed out that the Deputy Speaker of Parliament, Bashir Al-Haddad, chaired a meeting with the heads of political blocs, the Parliamentary Finance Committee, and the Ministers of Finance and Planning to discuss some points of the budget law.

 

Earlier today, a source in the Parliamentary Finance Committee revealed that the committee has settled all the points of disagreement in the draft budget bill, indicating that the Presidency of Parliament will hold a meeting with the heads of political blocs and the ministers of finance and planning on the budget as well.

 

The source told Shafaq News that the Finance Committee ended its meeting held today by reaching an agreement on most of the disputed points in the draft budget law for the purpose of voting on it in today's session.

 

"After a while, a meeting will be held for the Presidency of Parliament, heads of political blocs, the Parliamentary Finance Committee, and the Ministers of Finance and Planning to discuss a number of issues in the budget, including international loans and investment projects," he added.

 

The source pointed out that "after the meeting of the Presidency, the date for voting on the budget law will be determined in today's session or another session."

 

The Minister of Finance and Planning arrived at the House of Representatives earlier today, to finalize the draft federal budget law for 2021, and to put it forward during today's session for a vote.

 

Shafaq News Agency correspondent said that Finance Minister Ali Allawi and Minister of Planning Khaled Battal arrived in Parliament to participate in finalizing the draft budget bill.

 

He pointed out that the Parliamentary Finance Committee held a meeting to find solutions to some controversial points in the budget law.

 

The House of Representatives failed to vote on the federal budget bill for 2021, due to the continuing disagreements over some items.

 

The budget allocations are estimated at 130 trillion Iraqi dinars (about $ 89.6 billion).

The Parliamentary Finance Committee confirmed today, Sunday, that there is insistence among parliamentarians to pass the budget law in today's session.

Deputy Chairman of the Committee Karim Aliwi said in an interview with Al-Naba that there is a real intention by the Presidency of Parliament to hold the session and read the budget, and the insistence of members of Parliament to approve the budget at this time because it is late for the Iraqi people.

Aliwi stressed that the budget will be approved during this session.

The Finance Committee announced that agreements had been reached on all points of contention in the budget.

The deputy for the State of Law coalition, Bahaa Al-Din Al-Nuri, confirmed today, Sunday, that his coalition will not vote on the budget law unless the exchange rate is returned, while holding a parliament session for this day was excluded.
Al-Nouri said that "discussions are still continuing between Baghdad and the Kurdistan region," indicating that "Baghdad adheres to the decision to hand over the region to 460 thousand barrels of oil, while Erbil rejects that decision, and wants to deliver 250 thousand barrels in addition to half of the imports of the border ports."
Regarding the exchange rate, Al-Nouri pointed out that "the State of Law coalition is determined to restore the exchange rate to what it was previously, and we will not vote on the budget if it is decided to maintain the current exchange rate."
He added, "The budget will pass if the political blocs agree to reduce the exchange rate, and solve the problem of the region," ruling out "holding a parliament session for today."

The Ministers of Oil and Finance left today, Sunday, the House of Representatives building after the end of the meeting with the political blocs on discussing the budget.

A representative source said to "Tigris", that "the ministers of finance and oil left the parliament building after the end of their joint meeting with the heads of the blocs on the budget."

"Prestige is what stood out to me as well.......I remember at one time long ago the middle east was the Tourist Trap for all the Holliweird Types and many, many silver Screen Box Office Firms where made there,,,,,,,Long before the Radicalized Muslims took over they had beach full of bikinis, Grand Hotels, Social parties and what not....Those were the proud Iraqi's.

 

Maybe they really want to get back to the way things were.

On  Sunday, the deputy from the Saeroun bloc,  Badr Al- Ziyadi, revealed the latest developments in setting the budget for 2021 in the House of Representatives.  

 

  

Al-Ziyadi said in a statement, "People" received a copy of it (March 28, 2021), that "the features of the parliament session are unclear and differences continue, and even the share of the Kurdistan region has not been resolved 100%."  

He added that "the differences between the political blocs are due to adding paragraphs to the budget, while other blocs object, and there is no consensus until the moment and negotiations are continuing," noting that "whoever says that the budget is ready for voting today is not real talk and we are waiting for the disputes to be resolved," indicating that " The differences are clear between the blocks, which is regarding the exchange rate of the dollar between reducing it and maintaining it. "  

He pointed out that "the meeting on the budget is continuing, and there are continuous requests to return the dismissed and canceled contracts, and matters are further complicated by political differences."

Shafaq News / On Sunday, the Al-Fateh Alliance informed the Presidency of Parliament that its deputies will not enter the voting session on the budget law, unless the dollar exchange rate is reduced.

A parliamentary source stated, to Shafaq News, that "Al-Fateh Alliance informed the Presidency of Parliament, heads of political blocs and ministers at the current meeting, not to enter the Council Chamber and vote on the budget law without reducing the price of the dollar."

The source added, "This decision caused a delay in the session, and the failure to reach an agreement to vote on the law."

The Parliamentary Finance Committee had confirmed its intention to pass the budget law, at Sunday's session, despite the pretext of political blocs in an attempt to obstruct the session.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, told Shafaq News, "The political blocs are arguing not to enter the session hall to vote on the budget law.

The Presidency of the House of Representatives had set the ninth evening on Sunday as the date for the voting session on the draft budget bill.
