{Economy: Al Furat News} A member of the Parliamentary Oil and Energy Committee for the Alliance of Iraqis, Sattar Al-Jabri, announced on Sunday the date for the vote on the Iraqi National Oil Company law after its second reading by the House of Representatives.

 

Al-Jabri said {to Euphrates News} that "the Iraqi National Oil Company law that has been read {first and second} will be submitted for a vote after the approval of the federal budget law for 2021," describing it as "very important."
He added, "As for the oil and gas law, the committee sent a letter to the oil ministers, asking him to speed up sending it to the Council of Ministers for the purpose of voting on it, then transferring it to the House of Representatives for preparation, maturation and passing it after the first and second reading.
Al-Jabri also referred to "the importance of the law prepared since 2007 in regulating oil revenues and revenues, which represents approximately 90% of the budget, and that in order to achieve justice in the distribution of wealth, this law, which has been delayed for years, must be approved."
While he stressed, "the committee's keenness to complete this law and follow it up by the Ministry of Oil," noting that "the law has many disagreements and differences and needs a long time to complete it."
The Speaker of Parliament, Muhammad al-Halbousi, confirmed the existence of stalled laws that the council will proceed to legislate, such as the oil and gas law, which is one of the laws stipulated in the constitution, which will address the mechanism of dealing between Baghdad and Erbil and between Baghdad and the rest of the oil-producing provinces, and the law will be one of the council's next priorities.
For its part, the Ministry of Oil stressed on the 25th of last February the importance of expediting the passage of the Federal Oil and Gas Law, noting that the law will work to regulate the management of oil and gas wealth in Iraq.
It is noteworthy that the Oil Ministry’s sudden announcement of the draft oil and gas law coincides with marathon negotiations between Baghdad and the Kurdistan region regarding the latter’s share in the 2021 budget and the mechanism for managing his oil file.

So, at some point AFTER the budget has been approved and, presumably, been enacted, the NOC Law will be submitted for a vote.

It would appear, especially if the HCL is not itself in the budget, it should likely be approved by the end of this month. THEN... We wait for word about the submission of the NOC (HCL) Law.

So don't freak when they pass the budget without a corresponding HCL. We've just been told that will come, probably on its own, afterwards.

The Presidency of Parliament said in a statement received by  IQ NEWS , that "in view of the continuing discussions on the draft budget law and the need for final formulations of the articles of the budget bill, the Presidency of the Council decided that the voting session on the draft budget law will take place on Sunday, March 28, 2021."


She noted that "the timing of the session will be three in the afternoon."


The budget is witnessing several obstacles, the most prominent of which is the region’s share in it, as well as the demands to change the exchange rate of the dollar and return it to what it was, while the Parliamentary Finance Committee said earlier yesterday that lowering the exchange rate is the prerogative and policy of the Central Bank, indicating that there is an agreement. With the Ministry of Finance on the matter, and the House of Representatives and the Finance Committee have nothing to do with that. 


The Parliament's Media Department published the agenda for the Sunday session, which included only two paragraphs, the first being voting on the budget law and the second general discussions.

The Saeron Alliance rejected these accusations, and affirms that the issue is not related to the exchange rate of the dollar, but rather that other goals stand for that.

For his part, the advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, considered that the price increase in the markets "is one-time and does not continue into the future."

Saleh said in a press statement, "The contradictions between the political blocs on the issue of changing the dollar's exchange rate will affect the movement of supply and demand, which creates turmoil in the market movement, especially since these expectations have not yet been settled." Despite the mounting claims regarding the exchange rate adjustment, the Director of the Iraqi Political Economic Center, Wissam Haddamal Al-Helou, confirmed that the Iraqi parliament cannot change the exchange rate.

And Al-Hilu clarified, in a press statement, that «Law 56 of 2004 Article 4 confirms that one of the main tasks of the Central Bank of Iraq is to determine the exchange rate in coordination with the Ministry of Finance and the Iraqi government, and that the House of Representatives has no right to determine the exchange rate».

He pointed out that "if the House of Representatives insists on changing the exchange rate in the budget allocated for 2021, the Central Bank of Iraq will appeal the budget."

Iraq depends for 95% of its income on oil revenues. The last time the dinar devalued was in December 2015, when it raised the selling price of the dollar to 1182 dinars, compared to 1166 dinars in the past, but the devaluation of the dinar at a significant rate, the highest since 2003, immediately led to an increase in commodity prices. This harms living standards, especially for the poor, working, retired and sick classes.

Since the collapse of oil prices earlier this year, Iraq is facing an unprecedented liquidity crisis, the government of Prime Minister Mustafa Al-Kazemi has been forced to borrow from the bank’s reserves in dollars to pay nearly $ 5 billion per month, representing public sector salaries and pensions.
