She added that "the Kurdish representatives are in agreement and were present at all the budget meetings with the exception of Article 11, and they support the government text to deliver 250 thousand barrels of the region's production, but the rest of the parliamentary forces demand the region to hand over all its oil imports."
The sources pointed out that "Article 11 of the budget will be put to the vote in today's session, and if it passes, the dispute will end, and if it does not get enough vote, it will present the other option that the parliamentary blocs demand, which is to hand over all its oil imports to the region." "To the region, any budget if it does not deliver its oil, according to what will be decided in today's session."
It is scheduled that the House of Representatives will hold a session this Friday afternoon to vote on the draft federal budget law for 2021. It
is noteworthy that Article (11 - second) of the draft budget law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of produced crude oil From its fields, and to hand over oil and non-oil revenues exclusively to the state treasury, which is what the Shiite forces objected to.

{Baghdad: Al Furat News} A Kurdish deputy announced the agreement regarding the region's share in the budget.

Member of the Patriotic Union of Kurdistan, Representative Dylan Ghafour, revealed in a press statement that the delegation of the Kurdistan Region and the political blocs in Baghdad agreed on the region's share in the draft federal budget law for the current year. 
Ghafoor said, "The Kurdistan Region delegation agreed with the political blocs to pass the government text in the draft budget law regarding the Kurdistan Region’s share without change in it."
She added that the Council will vote on the budget bill tonight, as it is scheduled to hold its session after the region’s delegation and the political blocs agree on the region’s share. 

The delegation of the Kurdistan region arrived in the House of Representatives and met with the speaker of the Council, Muhammad al-Halbousi, to discuss the file of the region’s share in the budget.

Talabani: We reached an agreement with the Shiite blocs and prepared the drafting of the alternative text
  
{Politics: Al Furat News} The head of the Patriotic Union of Kurdistan parliamentary bloc, Ala Talabani, announced that an agreement had been reached with the Shiite parliamentary blocs regarding the Kurdistan region’s share in the 2021 budget bill.
 

Talabani said in a press statement, "We cannot say that we have reached a final agreement, but we agree on the basic principles and we are currently working on drafting an alternative text." 
It is scheduled to submit the text of the agreement to the Finance Committee for approval, and Talabani referred to "the approval of the Shiite blocs means the approval of the Finance Committee."  
In turn, the reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, said, "The delegation of the Kurdistan region is in close proximity with the Shiite parties, leaving nothing but drafting the text of the agreement, in preparation for submitting it to the vote in Parliament."
In the context, the deputy of the Kurdistan Democratic Party, Bashar al-Kiki, said, "The Kurdish blocs will write the text of the agreement to become an article in the draft law instead of the text currently contained in the budget."

Al-Jabri adds good news for Thi Qar in the 2021 budget

In a statement, the Euphrates News Agency received a copy of it today, the presidency stated that "due to the continuous discussions between the deputies and the committee and for the purpose of completing the details and final printing, the Presidency of the Council decided to hold the session tomorrow at ten in the morning."

And that "the final version of the draft budget law will be circulated to you as soon as it is completed by the Finance Committee."

The Kurdistan Region delegation, headed by the Vice President of the Regional Government, Qubad Talabani, is waiting on Friday (March 19, 2021) to vote on the budget from within the corridors of the House of Representatives.

The IQ NEWS website obtained  pictures from inside parliament of the head of the negotiating delegation of the Kurdistan region, Qubad Talabani, and members of the delegation awaiting the House of Representatives vote on the budget law, after news of a consensus between Baghdad and Erbil on the region’s share in the budget.

And continue to date, meetings between the Presidency of the Council of Representatives headed by Speaker Muhammad Al-Halobsi and parliamentary blocs, for the purpose of completing the requirements for voting on the budget.

During a session that he intends to hold today, the parliament will present the fiscal budget bill for 2021 to a vote, while the Kurdistan Democratic Party announced that an agreement had been reached to pass the article on the Kurdistan region’s share of the budget .

Earlier on Friday, the Parliamentary Oil and Energy Committee described the atmosphere of the talks led by Parliament Speaker Muhammad al-Halbousi with leaders of political blocs in order to approve the general budget as "positive", confirming the possibility of approving the budget tonight.

The Parliamentary Legal Committee confirmed today that there are obstacles to passing the general budget in the House of Representatives tonight, referring to the great efforts made by Parliament Speaker Muhammad al-Halbousi to approve it tonight. 

It was scheduled to pass the parliament session this afternoon, Friday, to approve the laws of the Federal Court and the general budget, but the claims of some blocs and their objection to some paragraphs prevented this.

The Finance Committee and leaders of political blocs held meetings and discussions for the purpose of reaching a unified agreement on the draft budget, and yesterday the meeting is scheduled to be held this night to pass the bill.
