Shafaq News / A parliamentary source said, on Wednesday, that there is a political proposal to vote on the Federal Court and the budget laws in one basket.

The source said to Shafaq News Agency, that "there is a proposal among some political blocs that the vote on the Federal Court and the budget be in one basket, provided that the political blocs offer their concessions in exchange for voting on the two laws at tomorrow's session, Thursday."

The source pointed out that "the Shiite blocs have no objection to voting on the region’s share of the budget, as stated in the government text that the Kurdish blocs give up on the unanimous voting clause in the Federal Court Law."

The Federal Supreme Court is the highest court in Iraq, which has jurisdiction over constitutional disputes. It was established by Law No. (30) of 2005 in accordance with Article (93) of the Constitution. Its decisions are binding on all authorities, and it is completely independent from the regular judiciary and there is no connection between them. It is based in Baghdad and consists of a president and eight members.

Parliament had voted to amend a number of provisions of the Federal Court Law in effect on Monday, after it was unable to overcome differences over three articles in the new draft law for the Federal Court.

This amendment contravenes the Iraqi constitution, which stipulates in Article 92 / Second: “The Federal Supreme Court consists of a number of judges, experts in Islamic jurisprudence, and legal scholars, whose number is determined, the method of their selection and the work of the court shall be regulated by a law enacted by a two-thirds majority of the members of the House of Representatives. ".

Discussions are still ongoing in the corridors of Parliament to agree on the remaining articles to pass the new bill, in order to remedy the constitutional breach.

Harb told Al-Furat News that "the official working hours in all state departments are from eight in the morning until four in the afternoon, including Parliament, and that the employee cannot reach his department after the official working hours."

He added, "Parliament, in every small and large, is subject to controls and rights," indicating that "it is possible that an exceptional case occurs in parliament sessions, but it is not a general rule." 

He continued by saying, "Members of the House of Representatives must be alerted to the commitment to the session." 

It is noteworthy that the House of Representatives witnessed in the past weeks the last two days of holding sessions late at night and continuing until dawn hours.

A member of the Parliamentary Finance Committee, Majida Al-Tamimi, criticized the timing of the Parliament's sessions at late hours, and said in a statement that "the times during which Parliament sessions are held during this period violate a person's biological clock," noting that "it is natural for a person's energy and activity to gradually diminish." From the early morning hours until the evening hours at the end of the day. "

Al-Tamimi said that "setting the dates for the assembly sessions in the evening is inappropriate, contrary to the hours specified for the official working hours," stressing that "it is assumed that work begins in the morning from eight o'clock and it is not permissible until late hours of the night or until dawn."

Well if you would get things done during regular "biological clock" working hours you wouldn't have to work overtime. And I feel so terrible for you poor representatives that the last two days you've had to work a few extra hours for the people you are representing who are living in poverty 24 hours a day and not just during their "biological clock" hours. 

These buffoons wouldn't know what a hard days work is if it jumped up and bit them in their assneck. Can you imagine these people vote for more days off but complain if they have to work an hour overtime? I know this thing is going to RV but it's going to take a miracle. Which is why I pray everyday because hoping these idiots do something on their own is hope against hope.

The Parliamentary Economic and Investment Committee announced, on Wednesday, that Thursday will be set as a date for voting on the 2021 budget bill.

The committee's reporter, Mithaq Al-Hamdi, stated in a special statement to NRT Arabia, today (March 17, 2021), that "Parliament Speaker Muhammad Al-Halbousi announced the vote on the federal budget laws and the Federal Court in tomorrow's session, Thursday."

He added, "All the paragraphs of the Federal Court law have been voted on, and the vote remains on the entire law, which needs a two-thirds quorum."

Representative of the Forces Alliance, Raad Al-Dahlaki, told Al-Sabah: If the parliamentary session is not held today, Thursday, it will be held next Saturday, indicating that “the Federal Court’s law faces many obstacles, which are the basis for the difference of legislation in three controversial articles, so the road is not paved for approval Law". 
He added, "The Presidency of Parliament is currently working on converging views to pass the law in a compatible manner, and it is certain that we will soon reach the results of either passing or crossing into the budget law." 
Al-Dahlaki stressed, "The delay in the budget law due to the inconsistency on the Federal Court law, and if the Presidency finds that the Federal Court law faces major obstacles, it will go towards approving the General Budget Law. 
He explained, "The Iraqi constitution put legislation into the federal court law and created Sharia jurists within this legislation, and this increases the concerns of the political blocs, especially the political blocs that do not want the country to be managed in an Islamic manner and call for civil administration." 
For his part, the head of the National Approach bloc, Ammar Tohme, explained the constitutionality of the membership of Islamic jurisprudence experts in the Federal Court.

Regarding the approval of the 2021 budget, Al-Skini said, "The Presidency of the House of Representatives today is embarrassed to pass the draft federal budget bill 2021 and cannot be passed with a single basket, and that the parliament's vote against the will of the region is a healthy phenomenon," comparing "the region's allocations 11 trillion dinars and Basra 1 trillion dinars, given that The government owes it 11 billion petrodollars, and all the promises of successive governments are on paper. "
He added, "Some decisions pass by breaking wills, which is a health issue, and the draft budget has been stopped and not presented to its members is fear, and working with the budget needs a month after its approval, and this is a big delay."
Al-Skini concluded, "presenting the budget and the Federal Court in one difficult and incorrect agenda, and as deputies to Basra, proposing to establish a fund as a share of crude oil," noting that "hunkering down by its local government becomes one of the gates of corruption." 
Deep and thorny differences continue between the political blocs regarding the draft general budget bill 2021, prompting parties to those blocs to adopt the thesis of voting on the budget and passing it by "the majority" after the marathon rounds without reaching an agreement on it.
The deputies unanimously agreed on the passage node as a result of failure to agree on the Kurdistan region’s share in the 2021 budget for its failure to pay its oil dues to the federal government.
