The House of Representatives session No. 43 began, headed by Hassan Al Kaabi, First Deputy Speaker of Parliament, while a parliamentary source confirmed the postponement of the Federal Court bill.

Representative Hussein Nermo of the Patriotic Union of Kurdistan bloc in the House of Representatives told PUKmedia : The parliament session began shortly before, headed by Hassan Al-Kaabi, explaining that the session began after the quorum was completed.

He added: The vote on the draft law of the Federal Court was postponed until the completion of the meeting of the President of the Council of Representatives with the heads of parliamentary blocs.

The House of Representatives had changed the date of its session to seven in the evening, due to controversial articles on the draft Federal Court bill.

{Politics: Al Furat News} The House of Representatives voted on the draft law on the accession of the Republic of Iraq to the Patent Cooperation Treaty (PCT) of 1970.
 

The Council also completed the first reading of the draft law on the accession of the Republic of Iraq to a protocol to amend the convention on crimes and some other acts committed on board aircraft.
The House of Representatives ended the first reading of the draft law on the accession of the Republic of Iraq to the joint agreement on the safety of the disposal of spent fuel and the safety of the disposal of radioactive waste.
The report and discussion of the draft law on the ratification of the air transport agreement between the Government of the Republic of Iraq and the Government of the Kingdom of Saudi Arabia was also completed.
The House of Representatives completed the report and discussion of the draft law on the accession of the Republic of Iraq to the 2005 Protocol relating to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms on the Continental Shelf for the year 1988.
The continuous session continued, and there was deliberation between the Presidency of the Council of Representatives and the Parliamentary Legal Committee regarding the Federal Supreme Court Law.

Haitham Al-Jubouri resolves his Corona controversy
  
(Baghdad: Al Furat News) The head of the Finance Committee, Haitham Al-Jubouri, disclosed his health condition after announcing his infection with the Corona virus.
 

In a brief statement, Al-Furat News received a copy of it, Al-Jubouri said, "I would love to reassure all brothers, friends and lovers that I, with the grace of God and praise be to God, are in good and stable health."
Al-Jubouri called on pages and websites to "be accurate in reporting news."
Al-Jubouri revealed, (to Euphrates News), today the fact that he was infected with the Corona virus, citing a representative source.
Al-Jubouri said, "I am in contact with one of those infected with Corona, and I am not injured, referring to the doctors’ request for home isolation until the injury is confirmed. "

A verbal altercation between Al-Kalabi and a representative of the Democrat
  
{Politics: Al-Furat News} A verbal altercation erupted between the representative of the Kurdistan Democratic Party, Ihlas al-Dulaimi, and the representative of the Iraqi bloc, Yusef al-Kalabi.
 

Representative sources said that there was a dispute between the two representatives over the Federal Supreme Court Act.
And there is a sharp disagreement between the political blocs over the law, especially the provision of the voting mechanism inside the court and the authority of Sharia experts.

A parliamentary source said, on Monday, that a deliberation had been held between the Presidency of Parliament and the Legal Committee regarding the Federal Supreme Court Law.

The source said, "The Presidency of Parliament held a deliberation with the Legal Committee on the Federal Supreme Court Law, prior to the vote on it, which is scheduled during the session now held."

An hour ago, Parliament held its session chaired by the First Deputy Speaker of Parliament, Hassan Karim Al-Kaabi, whose agenda is to complete the vote on the Federal Court law.

and a statement by the Media Department of the House of Representatives received (Mawazine News) a copy of it that "the latter ended the first reading of the draft law on the accession of the Republic of Iraq to a protocol to amend the agreement on crimes and some other acts committed On the aircraft. "
And she added, "Parliament has also completed the first reading of the draft law on the accession of the Republic of Iraq to the joint agreement on the safety of the disposal of spent fuel and the safety of the disposal of radioactive waste."

The Federal Court law was on tap, then followed by the Budget...from the articles the head of bloc are in breakaway from parliament settling Federal Court issue with head of Parliament Al-Halbousi.

The House of Representatives voted at its ongoing session, the draft law of the Republic of Iraq 's accession to the PCT  pct  of 1970.

This came in a statement by the media department of the council today (March 15, 2021), and added that "the House of Representatives has completed the first reading of the draft law on the accession of the Republic of Iraq to a protocol to amend the agreement on crimes and some other acts committed on board aircraft."

The House of Representatives completed the report and discussion of the draft law on ratifying the air transport agreement between the government of the Republic of Iraq and the government of the Kingdom of Saudi Arabia.

To that, a source told  NRT  Arabia that "the vote on the court law has been submitted because the meeting of the Parliament Speaker and heads of the blocs continues  to resolve the controversial paragraphs of the law ."

Earlier Monday evening, the First Deputy Speaker of Parliament, Hassan Karim Al-Kaabi, opened the proceedings of Session No. (43).

Faily reveals the Kurds' concerns about the Federal Court law
  
{Politics: The Euphrates Winz} A member of the Kurdistan Democratic Party, Ali al-Faily, revealed the Kurdish concerns in the Federal Court's controversial law in the corridors of the House of Representatives.
 

Al-Faili said to the “Aalimstara” program broadcast by the Al-Furat satellite channel tonight, that "we have real concerns about passing a draft of the federal government bill," explaining, "Any decision that affects an entity and the existence of the region becomes vulnerable to Article 140 and another."
He added, "The differences over the region’s share and the mechanism for delivering oil have hindered the passage of the 2021 budget," blaming the federal government "responsible for the population census, and that the region is not guilty.
There is no legal justification for cutting the salaries of the region’s employees."
Al-Faily also accused him of "the political will that controls the negotiation process over the region’s share despite its legality, knowing that it does not produce more than 460,000 barrels per day and the share is deducted from internal and external loans." (According to him)
While he called on the federal government to "exercise the patriarchal role towards it." Kurdish people. "

Shafaq News / A parliamentary source said, on Monday, that the vote on the Federal Supreme Court law was postponed until the political blocs reached an agreement on it, referring to the meeting of the Parliament Speaker with the heads of the blocs to reach an agreement in this regard.

 

The source told Shafaq News that the Presidency of Parliament postponed the paragraph of completing the vote on the Federal Court law, which is included in the agenda of today's session, until the heads of political blocs agree on the contentious articles in the law.

 

He added that the time for the postponement is not known, and it may take place during today's session, which is still continuing, or to the next sessions, noting that Parliament Speaker Muhammad al-Halbousi is currently meeting with the heads of political blocs to reach an agreement on the law.

 

The independent representative Amer Al-Fayez revealed earlier today that the dispute is still going on between the political blocs over the three controversial articles in the draft Federal Court bill, indicating that there is a division between the blocs about the role of Islamic law jurists in the court and the extent of its area and influence.

 

Al-Fayez told Shafaq News, "The disagreement over Articles 2, 3 and 12 of the Federal Court Law continues and has not been resolved, given that the political blocs each of them have an opinion on Sharia jurists, the voting mechanism and the party that nominates judges for the court council."

 

And that "the second article of the court law, which has a difference between the Shiite and Sunni blocs with the Kurds, relates to the jurists, as the Shiite and Sunni blocs want the jurists to have the right to vote, while the Kurdish blocs and some Sunni and independent representatives want the opinion of Sharia jurists to be advisory only."

 

He added that "the dispute over Article Three of the Federal Court Law revolves around the party that nominates judges, and is it the Supreme Judicial Council, the Council of Ministers, or the House of Representatives?"

 

Al-Fayez added that "Article 12 of the law related to voting on cases and disputes within the Federal Court Council, as the Shiite and Sunni blocs want the vote in the court council to be by a majority, but the Kurds want the vote to be unanimous."

 

Today, parliamentary blocs failed to reach agreement on the three disputed articles of the Federal Court Law.

 

The Presidency of the House of Representatives was forced to set the seventh hour of today, Monday, a new date for the voting session on the Federal Court Law, after the lack of a quorum for the session that was scheduled to take place at 11 am.

 

The meeting of the Presidency of Parliament and heads of political blocs, which was held this afternoon, ended with the failure to reach agreement on the three disputed articles of the Federal Court Law.

One other note the Federal Court Law is bigger then the Budget 2021..passing the Budget isn't going to bring a rate change. Neither will a 2% compliance in exchange rate that guru keep spewing...IMO

Political analyst: the stubbornness between Baghdad and Erbil on the budget and putting Iraq in the bottleneck
  
{Policy: Al Furat News} The political analyst, Jasim Al-Mousawi, held the stubbornness between Baghdad and Erbil in passing the federal budget for 2021 responsible for "putting Iraq in a bottleneck."
 

Al-Mousawi said to the "Aalimstara" program broadcast by the Euphrates satellite channel tonight, that "stubbornness between Erbil and Baghdad regarding the region's proportion in the budget will not help in Iraq getting out of the bottleneck, and the political forces have not set a procedure for the Kurds' obligations."
He pointed to "Prime Minister Mustafa Al-Kazemi's constitutional mistake when he announced the responsibility of the federal government to pay the region's obligations."
Mousawi added, "The economic independence of the Kurdistan region prepares for his political resignation, and the Kurds must dispel the fears of the Iraqis with this endeavor .. it is not in the interest of the Kurds to be opponents of the center."
He called for "a fair distribution of the Iraqi budget to all provinces."
Regarding the political blocs' controversy in voting on the remaining contentious paragraphs in the draft law of the Federal Supreme Court, Al-Mousawi explained, "The Federal Court is competent to monitor all constitutional and legal legislation and the proportion of judges in the Federal Court 9 and the Kurds want to veto decisions, and Parliament Speaker Muhammad al-Halbousi may go to vote on 7 judges out of 9 in the House of Representatives.
Moussawi concluded, "The Federal Court cannot be directed against the Kurdistan region, since the Kurdish people are part of Iraq."
