We are all getting that feeling.  I think it's that 90 day rule with the IMF that they have to be in compliance within 2% of the CBI and street value.  I'm not sure though.

JonnyV, I have read all the gurus talk about Iraq’s physical year starting April 1st but according to everything I can research it begins January 1st. I’m beginning to think they could be on to something. 
It’s more than obvious now these 3 laws are tied together an all must be passed in order to proceed with the monetary reforms. 
Im gonna kick back for the next couple of weeks because I don’t think anything is gonna happen until the last week of March. 
April 1st is on a Thursday so Monday or Tuesday of that week I’m thinking is the end  date for the stalling. 
Lucky for us the wait is not much longer...

The media office of the Speaker of Parliament stated, in a statement received by the National News Center, that “Al-Halbousi received a delegation that included a number of representatives of the civil movement,” noting that “the meeting discussed developments in the political situation in the country and early elections, and to create the necessary conditions for conducting elections that enhance the confidence of Citizen results and express aspirations.

The statement added, "During the meeting, discussions also took place on the draft law of the Federal Supreme Court, and the need to complete the legislative requirements necessary to proceed with early elections."

The controversy increased in Iraq regarding the draft Federal Court law, which the Iraqi parliament voted on most of its paragraphs, and the debate was linked to the importance of this court, which will be the highest judicial body in the country, specialized in adjudicating disputes between branches of the executive authority, and between the executive and legislative branches, and its provisions extend to the constitutionality of Laws or not.

The debate centered around the clause to appoint scholars from the Shiite and Sunni schools, which angered the other components in the country, as five representatives of the components issued a joint statement, today, Sunday, on the legislation of the Federal Court law, while they saw it contrary to the constitution and human rights principles.

The House of Representatives will complete, at its scheduled session on Monday, voting on the remaining paragraphs and articles of the Federal Supreme Court bill.

A new development in Federal Court law: 'heated' discussions about training and formation

The Parliamentary Legal Committee revealed, on Sunday, a new development in the draft law of the Federal Court during the ongoing discussions in the House of Representatives.  

  

 

  

  

Committee member Muhammad Al-Ghazi said during the "neutral" program presented by colleague "Saadoun Mohsen Damad" and followed by "Nas" (March 14, 2021): "The new development was that the House of Representatives resorted to the issue of defining the court by training and formation, in order to overcome the problem. Constitutionality, especially since the composition of the court in accordance with Article 93, consists of only 9 judges, and they may be 10 members according to the amendment proposed in the House of Representatives, "explaining that" the draft law that came from the government contained constitutional violations. "  

He added that "the House of Representatives voted on 21 articles of the Federal Court Law, and 15 articles of those who voted upon were amended in the Legal Committee," indicating that "what has been agreed upon in the House of Representatives so far is that the formation of the Federal Court is 7 judges, 4 Islamic jurisprudence experts, and two jurists. As for the formation of the court, it was agreed to separate the category that considers constitutional matters, ratification of election results, and objection to some laws, which will be the prerogative of legal experts only without the interference of Islamic jurists, and this is approximately 90% of the work of the Federal Court.  

He pointed out that "the role of experts in Islamic jurisprudence is included in the event that a law is enacted in the House of Representatives that contradicts the tenets of Islam, and a court is formed to which experts of Islamic jurisprudence will be added to consider whether the legitimate law contradicts the tenets of Islam or not."  

  

On Sunday, representatives of the Christian component and others representing minorities criticized the Federal Court’s legislation, noting that it contravenes articles of the Constitution and human rights principles.   

  

In a statement, "People" received a copy of it, (March 14, 2021), the representatives stated that "the reading of the Federal Supreme Court law has sparked a great debate in several parliamentary, civil and human rights circles, and its passage may create new problems that will affect the societal cohesion in the country." It imposes the will of the majority on others. "    

The statement added, "Therefore, we have submitted our objection to the enactment of this law, as it establishes a religious state that imposes the religion of the majority on all sects of Iraq, and this will cause a great prejudice to the other religious components that have their own safeguarded peculiarities based on what the Iraqi constitution referred to in several articles of it with a guarantee." The basic rights and freedoms of citizens, which also guaranteed religious and national pluralism.    


The deputies asked, "Is it reasonable to legislate the Federal Court’s law without having any regard for the diversity in the country? Shouldn't the selection of federal court judges be from people who possess all the qualifications of integrity, professionalism and competence and at the same time represent all spectrums of the Iraqi people, taking into account pluralism?" And religious and national diversity, or is the policy of exclusion and marginalization of others still present? "

The statement pointed out that "it is known to everyone that we expressed our refusal to vote on this law when it was presented to us during the sessions of the Council, and after we made several interventions, we withdrew and boycotted the session for reading this law and after our votes rose and we did not receive any response to fulfill our demands."    

The statement continued, "We confirmed after that during our meetings with the Presidency of the Council of Representatives and in the presence of representatives of political blocs that some articles of the Federal Court law presented to the vote are unfair to the rights of the components in their representation within the judicial body of the court."    

The statement added, "We now also confirm what we demanded during the reading of the Federal Court’s law not to agree to vote on it, and our insistence on this is nothing but our belief that some of its articles are inconsistent with what the Iraqi constitution includes in respecting the religious and national diversity that exists in the country."    

The deputies demanded, "the political and cultural leaders and the international community in the country to stand with us and demand that our rights to representation within the judiciary of the Supreme Federal Court be guaranteed in a fair manner and in a manner that takes into account the principles of competence, integrity, professionalism and independence in choosing away from the abhorrent partisan and sectarian quotas.    


They also demanded to "stop all practices that lead to the legislation of the court law, which would grant the right of veto to Sharia jurists at the expense of the privacy of others, and we will continue to demand us by all constitutional and legal methods."    

According to the statement, the signatories are: Representative Aswan Al-Chaldani, Representative Hoshyar Qardakh, Representative Rehana Hanna Ayoub, Representative Bidaa Salman, and the emerging MP Nawfal.
