Directions to legislate the budget in accordance with the government text

The Presidency of the Council of Representatives decided to include the draft federal budget bill for the year 2021 on the agenda of the House of Representatives session, which will be held next Monday.

Deputy Sherwan Mirza, a member of the Parliamentary Finance Committee, said during a special statement to PUKmedia : The Presidency of the House of Representatives decided to include the draft federal budget law for the year 2021 on the agenda of next Monday's session.

He added: There is no agreement yet on Article 11 of the draft budget law, which concerns the share of the Kurdistan Region. We are waiting for the parliamentary blocs to present any new proposal on that article.

He explained: Most of the trends are going to legislate the budget in accordance with the text that the federal government included in the draft budget law after the agreement with the Kurdistan Regional Government.

He indicated that the Finance Committee is waiting for any new proposal from the parliamentary blocs, and if no alternative to Article 11 is proposed during the coming days, the House of Representatives will present it to the vote as it is without any change.

"Financial battle" next Monday ... Baghdad and Erbil: hold on and excluded

Baghdad - NNC

Despite the House of Representatives setting the date for voting on the 2021 budget bill, "political pressure" is still the most prominent player in passing the law or not, especially after the Federal Court Act turned into a "pressure paper" by some political parties, but on the other hand. The State of Law Coalition finds it difficult to pass “suspicious deals” and that the budget will pass by the majority of “number” and not “consensuses”.

The disagreements over the draft budget and the Kurdistan region’s share in it in return for not paying what it owed to the federal government are not a result of the moment, and go back to years ago, but they were evident at the end of last year during the parliament's vote on the law on financing the fiscal deficit, which was passed without the Kurds voting on it, and about the possibility of re- This experience in the current draft budget, the deputy of the Kurdistan Islamic Union Jamal Cougar says that "it is difficult to pass the budget in next Monday's session without political consensus with the Kurdish blocs."

And he adds to the "National News Center" that "there are political parties that have linked the vote on the budget law and the law of the Federal Court," stressing that "those parties hinted that the Federal Court law would not be passed if the budget was passed in Monday's session.

On the latest agreements between Baghdad and Erbil, Cougar explains that "we do not have a problem with the government text in the budget law, but the Shiite blocs rejected that text," adding, "It recently reached a new legal text requiring the receipt of oil imports for 460 thousand barrels."

For many years, the governments of Baghdad and Erbil have not reached any agreement regarding oil and non-oil revenues, and the central government often demands the regional government to hand over the revenues to the state treasury, but without this being achieved.

Many of the region’s delegations arrived in the capital, Baghdad, with the aim of discussing the agreements between the two parties, and meetings usually take days, the last of which was the delegation that arrived in Baghdad in late January, and stayed in Baghdad for more than 20 days, with the aim of reaching solutions that satisfy all parties regarding the budget. .

In addition, the deputy from the State of Law coalition indicated that Alia Nassif said in an interview with the "National News Center" that "the heads of political blocs are embarrassed by the lack of agreement with the region regarding the passing of the budget."

She added that "it is difficult to pass any suspicious political agreements," asserting that "we have collected 150 signatures within Parliament to include the Budget Law in the next Monday's session."

She pointed out that "passing the budget in Monday's session will be by a numerical majority and not political consensus, in case it passes."

Yesterday, the Speaker of the House of Representatives directed that the budget bill be included in next Monday's session, based on a request submitted by Representative Youssef Al-Kalabi signed by 150 deputies.

The leader of the State of Law coalition, Nuri al-Maliki, said on the current March 6, regarding the 2021 budget bill, that the issue is a rights issue, and the government does not have the right to seize a right for the region or the provinces.

And the budget - to my knowledge - still contains many forms related to the region regarding the amount of oil that must be delivered, and the amount of money that should be given in addition to the previous debts and the debts owed, and I do not think that it will pass, and MPs have informed me of their refusal to pass the budget unless the number of barrels that are proven The region must hand it over.
Confusion was raised about the budget and the Kurdistan region’s share in it, against the background of the arrival of the draft budget law to the House of Representatives from the Council of Ministers,

And it was represented that the budget of the region exceeds the budgets of the governorates of the south combined, according to statements by some representatives, as well as the lack of commitment of the region to pay Baghdad's oil dues and revenues from the border outlets, which formed an objection to consensus to pass them.

This all could be lining up for a reveal on the 21st of March. If they care about stuff like spring solstice, Persian New Year, Norwuz etc..... they’ve been kicking the can for a reason, not sure why. Someone knows

The information / Baghdad ..

The former head of integrity, Judge Rahim Al-Aqili, warned, on Tuesday, that the devil lies in six points of contention regarding the Federal Court law, indicating that the proposals put forward to address these points are based on the usual quotas.

Al-Oqaili said in an interview followed by / the information /, that “the House of Representatives was not realistically able to advance one step in approving the Federal Supreme Court’s law, despite its vote on 18 out of 24 articles, which are the sum of the articles of the law, because the differences that prevented the legislation of this law Since 2005, they are the content of the six articles that the parliament has been unable to pass until now.

He added that "the articles in question are represented by the number of members of the court from each of its three types (judges, experts in Islamic jurisprudence, and legal scholars), the mechanism for nominating members of the court, in addition to the term of service of the members of the court, the salary and position of the president of the court, and his protocol," explaining. That «we also have the weight of the votes of the members of the court, and the quorum of the issuance of its decisions, in addition to the issue of the continuation of the current president and his deputy».

Al-Oqaili believed that "the devil was in those six points of contention over the past sixteen years that it was impossible to pass the law," noting that "the proposals put forward to address these points are based on the usual quotas, guaranteeing the spoils of the sects and the controlling components in that court, and arranging The priorities are to ensure that a certain party controls the decision-making inside the court, while others try to grab a place for them to influence the decision-making in it.

He continued, “The issue of (balance), not professionalism, experience, specialization, integrity, or Iraqi identity, is the one that controls the determination of the members of the court, and a strong parliamentary opinion seeks to impose the authority of clerics in the court, by granting them the right to (veto) its decisions, under the pretext. Preventing the issuance of a law that contradicts the fundamentals of the rulings of Islam. This would be the most important deadly plague at the heart of the civil state and the state of citizenship from which people expect the protection and respect of followers of all religions and sects, without imposing the opinion of a religion or sect on others. End / 25

Report: Alsumaria News The

principle of one basket has returned to be highlighted again, but its protagonists this time are the budget laws, the Federal Court, and the decision to dissolve the House of Representatives. Vice that the principle of one basket is categorically rejected and we will not allow it, given that each of the proposed laws and decisions has significance and privacy independent of the rest.

Member of the Parliamentary Finance Committee on behalf of the block The Kurdistan Democratic Party Ikhlas Al-Dulaimi, she pointed to the link between the budget and the law of the Federal Court and the decision to dissolve Parliament may lead to postponement or obstruction of passing the budget soon.

Al-Dulaimi said in an interview with Alsumaria News, "The Finance Committee completed twenty-five days ago the draft budget law, leaving nothing but the paragraph related to the region’s share. Kurdistan In it, waiting for the Shiite forces that have declared their rejection of the government text and that, up to the moment, no unified alternative text has been presented and agreed upon among themselves, to be discussed as we have presented to them. Do you agree to the original text and we have not received any response from them? Kurdistan Waiting for the answer or the alternative proposal until the moment.

Al-Dulaimi added, "There is a new proposal that appeared on the scene, which is the desire of the political blocs to link the issue of passing the budget to the Federal Court law and also vote on dissolving the House of Representatives, so that this atmosphere may impede or delay the passage of the budget soon."

MP for the Alliance of Saeron Amjad Al-Oqabi, stressed that talking about the principle of one basket over routine laws is unacceptable to us, so how is the case when the matter is related to three laws and fateful decisions, namely the federal budget, the Federal Court law and the decision to dissolve the House of Representatives

Al-Aqabi said in an interview with Alsumaria News, "The one basket always includes trade-offs and concessions that weaken laws and at the same time empty them of their content and include materials that are more harmful than useful." Consequently, it needs extensive discussions and meticulously far from any courtesies at the expense of Iraq, which we expect will be achieved by passing the law in next Monday’s session separately, away from one basket, to be one of the biggest achievements of the House of Representatives over the previous years.

Al-Oqabi added, "As for the federal budget, it is related to investment projects, the citizen’s sustenance and the wealth of the people, and it does not accept bargaining or courtesy, and therefore it is far from the single basket." With signatures to set the date, the date has nothing to do with determining the completion of the Federal Court on the same day. Rather, it is an attempt to resolve important laws in the fastest time and in the best way. "

He continued, "As for the decision to dissolve parliament, it is a fateful decision and needs several sessions for discussion and discussion on a mechanism to proceed with it without leaving a vacuum that may lead to a disaster. "The one basket, in any case some have tried to promote it, is an issue that was originally born dead, and we will not allow it under any pressure."

Uday Shaalan Abu Al-Jon The session next Monday will be crucial and very important, therefore it should be public and in front of the media to ensure its transparency and not to enter the bids or political courtesies at the expense of higher interests, especially with regard to the issue of the one basket that we consider rejected as an idea of any law and not only the Federal Court and the budget.

Abu Al-Jun said in an interview with Alsumaria News, "Determining the Presidency of the House of Representatives for next Monday to vote on the budget law and completing the vote on the remaining articles of the Federal Court Law does not mean that there is an agreement to pass them within one basket," indicating that "the matter also applies to the decision Dissolving Parliament, which we categorically believe is far from any bargaining or courtesy, because it is linked to a fundamental pillar of the next elections that the reference and the masses demanded. "

He added that "the budget will pass by the majority in the event that no agreement is reached regarding the region’s share in it, and the remaining articles of the Federal Court’s law will be agreed upon and passed in an optimal manner due to the importance of the court and the need to activate its role again," noting that "these steps will proceed according to each of them." One side is separated from the other, and we will not allow any understandings that take place according to the principle of the one basket, because if it takes place, it is a betrayal of the people and the oath that we made when we became representatives of the Iraqi people inside the parliament. "

Shafaq News / On Wednesday, a parliamentary source revealed that the Presidency of Parliament and the political blocs had reached an agreement regarding two major disputes that hindered the passage of the Federal Court law in Parliament.

Parliament had voted over two previous sessions to approve 21 articles out of 24 in the draft Federal Court bill, and 3 articles are still pending due to disagreements about them.

The deputy for the Al-Fateh bloc, Muhammad Al-Baldawi, told Shafaq News, "The Presidency of the Parliament, heads of political blocs and representatives of minorities reached during a meeting, on Tuesday, an agreement on the ongoing disputes over the representation of minorities in the Federal Court, as well as the powers of Islamic law scholars."

Al-Baldawi explained that "the Presidency of Parliament and the political blocs have agreed to allocate a seat for minorities in the Federal Court."

He pointed out that "the agreement also settled the disagreement regarding Islamic law jurists regarding the draft law," without disclosing other details.

The dispute revolves around granting Islamic law jurists the right to vote on Federal Court decisions or whether to provide advice.

The passage of the Federal Court law is an essential step for holding early parliamentary elections on the tenth of next October.

The passage of the law will pave the way for completing the quorum of the Federal Court after one of them reaches the legal age for retirement in 2019.

The election results are not final and final unless approved by the entire Federal Court, which cannot be achieved now because it is incomplete.

The court consists of a president and eight members. It is the highest judicial authority in the country. Its mission is to settle disputes between the executive authorities, interpret constitutional texts, and validate election results.

The political blocs agree to exclude the three presidencies from nominating members of the Federal Court

image.php?token=5adcefab695d632f06a0337b

The deputy head of the Parliamentary Legal Committee, Muhammad Al-Ghazi, confirmed, on Tuesday, that the political forces have reached the removal of the three presidencies from nominating members of the Federal Court.
Al-Ghazi said in a statement that "the political blocs have agreed to banish the three presidencies from nominating members of the Federal Court."

He added, "The constitution stipulates that the Federal Court consists of a number of judges, Islamic scholars and legal experts, so their presence in the court's formation is a constitutional text and they cannot be excluded from the court."

Al-Ghazi added, "The issue of the existence of jurists affects freedoms, as they do not interfere in all laws, because the court’s law will separate its composition and that there is an independent group of judges to consider cases and acknowledge their constitutionality or unconstitutionality."

He pointed out that "there is a law that affects the fundamentals of Islam and freedoms. A court of the judiciary and religious scholars will be formed to look into it, and if there is a problem related to democracy, a court of judges and legal experts will be formed to consider it."

Al-Ghazzi indicated that "the nomination will be limited to the current court and the Supreme Judicial Council, and the names will be sent to the Presidency of the Republic to issue a republican decree appointing them."
