The information / Baghdad ..

A member of the Parliamentary Finance Committee, Muhammad Ibrahim, explained, on Monday, the reasons for postponing the presentation of the budget on the agenda of today's session, pointing out that there is almost a consensus between Baghdad and Erbil on resolving the budget.

Ibrahim said in a statement to "the information", that "the budget was postponed to tomorrow's session, Tuesday, due to the presence of some technical measures, as well as in order to complete some aspects related to it and then submit it to a vote."

He added, "There is near-consensus between Baghdad and Erbil to pass the budget, as the postponement of its presentation in Parliament is to give more time about the agreement between the two sides on the contentious articles in the budget."

He stressed that "Article 11 of the budget is the focus of the dispute between the two governments, especially with regard to the region's dues since 2004 and the quantities of oil exported across the region, as the issue is still revolving around political dialogues." End / 25 n

Information / Special ...

On Monday, the Parliamentary Finance Committee called on the Kurdistan government to present alternatives to Baghdad's proposals before approving the budget.

A member of the committee, Jamal Cougar, said in a statement to the "information" agency, that “after Kurdistan’s rejection of most of the proposals submitted by the federal government and before it is too late, it must come up with a text that it agrees and is logical and fair to present and end the crisis of its share in the budget in order to proceed with voting on it and ending the suspension of the case. Country ”.

Cougar added, "Kurdistan at the present time has two directions: the first is to accept the proposals submitted by the federal government and the second is to submit a proposal that the Kurds agree upon and be within the limits of the law, and thus the parties agree and the budget crisis ends."

He noted that "the above proposals are the only solutions to end this crisis, and Baghdad, Parliament, or Kurdistan do not have a third option or any other solution that is effective and capable of resolving the crisis."

The National Approach bloc stipulated, on Monday, that fundamental amendments be made to the budget before voting on it.

In a statement, the bloc said, "It requires the following substantial amendments to the 2021 budget, otherwise boycotting the vote on it. We hold others responsible and the consequences of it economically and socially:

1. The deficit does not exceed 3% of GDP.

2. Expanding the titles of sovereign expenditures. To include (the Ministry of Oil, Transport and Water Resources, and the inclusion of the security and defense sector in all its ministries and institutions, as well as the emergency reserve).

3- Restoring the exchange rate to what it was previously, as the damages of this decision became clear early and the Finance Committee suggested allocating (500) billion dinars in compensation to contractors contracting with the government for the price difference, and the first is to notice the damage to millions of Iraqis who are poor, covered by the social welfare network and with limited income.

4. All these damages necessitate restoring the exchange rate to what it was previously . 4. Abolishing Article (38) which permits the privatization of all productive and service sectors of the state and allows the participation of investors and contractors in ownership of oil and gas fields, power stations, Iraqi Airways aircraft, and government banks.

5- Abolishing Article 47 which permits the sale of the state’s financial assets, including industrial, infrastructure, and others.

6. Abolishing the two articles (42 and 41) that allow the sale of state-owned agricultural lands to the owners of the right to dispose of them at a value much less than its real value and will create widespread social conflicts

7. We reject the proposal to withhold the ration card from a family whose monthly income is one million dinars, and we demand that it be increased to include withholding only those whose monthly income exceeds two million dinars.

8- We present the proposal of the Al-Nahj bloc regarding the region's articles ...

A- Abolishing the first paragraph of Article (11) that calculates the Kurdistan Region's dues for previous years from 2014 to 2019 despite not delivering oil and non-oil revenues.

B - Paragraph Second - A of Article (11) is amended to be (The region is obligated to deliver 460,000 barrels per day to SOMO, and in the event that its production exceeds this amount, it is obligated to deliver it also to the Iraqi Oil Marketing Company (SOMO).

C- Adding Article Seven of the Current Deficit Financing Law (determining the Kurdistan region’s share of the total actual spending (current expenditures and investment project expenditures) after excluding the sovereign expenditures specified in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021) and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures as well as the contingency reserve) provided that the Kurdistan region is committed to handing over (460) thousand barrels per day to the Iraqi Oil Marketing Company (SOMO) exclusively, as well as deliver Mazad on those quantities and all non-oil revenues of the federal and in case Failure to comply with the region, it is not permissible to pay the expenses to the region, and the violator of this text bears the legal responsibility).

D- Paragraph III (a, b, and c) that obligates the federal authorities to pay the region’s loans and financial obligations that it entered into in the years (2014 to 2019) shall be canceled.

E- Article (11 - third) - to be reformulated (the region is committed to repaying the loans owed to the Iraqi Trade Bank) 9. Obligating the mobile phone companies to pay their fines and financial obligations within thirty days, otherwise the license is withdrawn from them.

10. Reviewing contracts for mobile phone companies in order to achieve the lifting of unfairness from the Iraqi state and achieve the highest economic benefit for it.

11- Canceling the oil licensing rounds and replacing them with a formula that achieves the highest benefit to the Iraqi state and eliminates previous injustice.

12. Abolishing the salary deduction for public employees and increasing the tax on senior officials, special ranks, general managers and those of their grade.

13. Amending Article 57 of the Budget to oblige the government to publish budget execution instructions in the official gazette.

14- Rejection of the additive material that allows the re-export of imported goods, as an exception to the customs law controls mentioned in Article 149 thereof.

15- Rejection of the added article that obliges the Ministry of Finance to transfer funds to the depleted provincial departments from their ministries, while not requiring the governorate to provide analytical tables that represent a necessity in monitoring the health of disbursement and not to tamper with its doors !!

16. Rejection of the article that allows the governorates to contract with developers because they will witness secondary speculation on the one hand, and through these projects it is intended to charge the citizen the cost of constructing the health services infrastructure, electricity, water and sewage streams to increase the profits of the developers (investors) !!! .

17. Those covered by the social protection network and those with limited income must be excluded from the condition that his transactions are not promoted in state departments because he does not pay collection bills.

18. We refuse to hold the residents of residential neighborhoods responsible for the cost of providing them with the electric grid, and we demand that the implementation be limited to public state companies.

19. To oblige the Ministry of Electricity to review investment contracts for electricity production stations in a manner that guarantees the lifting of unfairness from the Iraqi state.

20. We refuse to loan public sector employees to collection companies from the private sector.

21. We oppose the proposal of the Financial Committee to reduce the percentage of public companies' capital reserves, because it would weaken their productive activities and turn them into losing companies in the near future and lay off tens of thousands of their employees.

22. We refuse to include mixed sector companies with exemption from customs duties for raw materials and all materials imported from neighboring countries, and this exemption is limited to productive public sector companies.

23. We refuse to transfer allocations for building schools from the Ministry of Education to the General Secretariat of the Council of Ministers.

24. We reject the proposal of the Ministry of Health to contract with private sector companies to run newly constructed hospitals.

25. We refuse to authorize the Federal Ministers of Finance and Planning to add sums for contracts for licensing rounds that have been transferred to foreign oil companies in kind.

26. We require that the controls for disbursing the amounts of the emergency reserve be specified in the budget law and not in instructions.

27. We refuse to authorize the Minister of Finance to issue the sovereign guarantees mentioned in the borrowing materials.

28. We oppose continuing foreign loans, as they have far-reaching effects on the country's sovereignty and economy.

29. We refuse to add allocations for the purpose of amortizing advances for previous years unless audited by the Office of Financial Supervision and approved by Parliament.

30. The proposal to stop financing public companies that do not present their budget during the first half of the fiscal year is incorrect, and the accounting is supposed to exempt the president and board of directors of the lagging company.

31. We warn against the selective application that obliges the Ministry of Finance to make accounting entries for cross-border debts between the public and private sectors, and favoring some politically influential investors.

32. We reject the additive article that requires rescheduling the payment of installments to those who have bought state real estate from officials, and it is okay for the average citizen to include rescheduling and exemption from late fines.

33. We reject the additive article that gives complete exemption from late fines for loans and advances if the borrower is responsible and it is okay to include the general public with this exemption.

34. We reject the additive article that requires the Ministry of Education to invite the private sector to implement printing of textbooks, and we suggest restricting it to public state companies only.

35. We reject some unnecessary borrowing clauses, including the American loan of one billion dollars that the projects allocated to it did not clarify, as well as loans in the amount of (550) million euros to finance the electricity sector, and a loan of (2.5) billion dollars for the suspended train project and the Ministry of Culture and Defense, especially since the Finance Committee I suggested deleting them and then returned to take them back.

We refuse to implement projects on time for the oil-producing governorates to deliver oil to foreign companies, because it violates the constitution in oil management and opens up decentralization in oil management in a way that threatens the country's economic and political unity.

37. A loan for the Badaa tube project at a total cost of (4) trillion dinars, which is a huge amount in comparison to this project, noting that the technical authority in the Ministry of Water Resources proposed an alternative project to treat the damaged part of the Badaa canal at an amount not exceeding (500) billion dinars only.

38. Rescheduling the external debts and postponing the repayment of the internal ones.

39. Reducing embassies and consulates according to de facto need.

40. Change the word alcoholic beverages tax to a fine, as it is against the constitution and the law

Finance: The price of oil in the final version of the budget is $ 45 a barrel
An oil facility in Iraq

Mubasher:  The Parliamentary Finance Committee in Iraq confirmed today, Monday, that there is no change in the price of selling oil in the final version of the federal budget bill for 2021.

Majida Al-Tamimi, a member of the committee, told the Iraqi News Agency (INA) that the committee completed the discussion and amendment of the draft federal budget law for 2021 about a month ago.

Al-Tamimi indicated that the reason for the delay in resolving the budget is due to the disagreement over Article 11 of the law, which relates to the Kurdistan region.

She added, "There is no change in the selling price of oil within the budget, as the additional revenues that come from increasing the price of a barrel of oil will return to the budget."

A member of the Parliamentary Finance Committee in Iraq stated that the committee set the selling price at $ 45, after it was $ 42 per barrel.

Al-Tamimi indicated that the deficit in the budget law amounts to 28.6 trillion dinars, pointing out that there are those who link between the Federal Court Law and the Budget Law, but indirectly, which is why these existing disputes over the Federal Supreme Court Law have cast a shadow over the passage of the budget.

A member of the Financial Committee, Magda Al-Tamimi, confirmed, on Monday, that the Financial Committee does not have the necessary powers to change the exchange rate of the dollar.

Al-Tamimi said in a televised interview, today (March 15, 2021), that "appointments and problems will be transferred to the Federal Service Council."

He added, "Changing the exchange rate of the dollar against the Iraqi dinar is not within the authority of the Financial Committee."

Al-Tamimi mentioned earlier that "raising the exchange rate stopped the dollar’s leakage abroad, reduced sales, contributed to raising cash reserves, and gave an opportunity for local investors and national companies to work more than before."

She added, "The suffering caused to the citizens due to the exchange rate change is temporary, and will end in the long run."

A previous visit of the Kurdistan Region delegation to Baghdad

Economy News - Baghdad

MP Mansour Al-Baiji considered that the arrival of the delegations of the Kurdistan Region to Baghdad "a waste of time and a delay in approving the budget, nothing more."

"The arrival of delegations to Baghdad is a waste of time and a delay in approving the country's general budget, because the Kurdistan Regional Government is due to have it hand over its imports to the federal government, and this is the essence and point of disagreement between Baghdad and Erbil."

He stressed that "the general budget law is ready for voting, and we are awaiting its inclusion on the session's agenda in order to proceed with passing it because it is unreasonable to disrupt the country's general budget because of the Kurdistan Regional Government, which does not wish to hand over its revenues, as is the case in other governorates."

Mansour Al-Baiji believes that "there is no solution to passing the budget law except by a majority inside the parliament, and it is the only matter to solve the dilemma of the budget law, whose approval is long overdue, and the people are waiting impatiently to vote on it, so this law must be passed at the earliest session."

He added, "We hope that the Presidency of the Council of Representatives will present the budget law on the agenda of the parliament and give up its responsibility for delaying its approval due to the dilemma of the Kurdistan region, which because it is real for him to hand over its revenues to the center until it receives its share in the federal budget."

The MP talked about "unanimity from most of the members of the House of Representatives, there is no solution or political consensus on the Kurdistan Region’s share of the budget, all revenues are surrendered. Otherwise, we will pass the budget by the majority," indicating that "the Kurdistan Regional Government must understand this matter well because we will not hand over the revenues of our governorates to a region." Kurdistan and our provinces are destroyed. "

The Kurdistan Regional Government delegation, headed by the Deputy Prime Minister, Qubad Talabani, arrived on Tuesday evening, Tuesday, to the Iraqi capital, Baghdad, to negotiate with the political blocs on passing the federal budget law for 2021.

The Parliamentary Economic and Investment Committee stressed the need to take advantage of the high global oil prices to reduce the value of the dollar against the Iraqi dinar, in order to achieve stability in market prices.
Committee member Mithaq Al-Hamdi said to / the information /, that "the government has raised the exchange rate of the dollar under the pretext of a large deficit in the budget, at a time when oil prices have risen above the price specified in the budget, which requires the government to review the exchange rate of the dollar."
She added that "the House of Representatives calls for a review of the dollar exchange rate, and to reduce it from the current figure, as it harms the interest of the citizen, and therefore should be reduced to a level that meets the deficit and achieves stability in prices."
She indicated that "there is a big difference in the price of oil specified in the budget, and the market value that it has reached now exceeding the threshold of $ 70 a barrel, which makes it imperative for the government to take measures that would benefit from the rise in oil prices and reduce the value of the dollar against the dinar." 25 n

The Finance Committee in the House of Representatives announced, yesterday, Wednesday, the government's refusal to make a new change to the price of a barrel of oil, indicating that the current rise is fake and linked to reducing sales in the global market, but stressed the possibility of benefiting from the difference with what is in the draft law The budget to reduce the deficit and increase the state's general revenue.
A member of the committee, Representative Jamal Cougar, said, in an interview with "The New Morning", "There are calls made by some MPs to raise the price of a barrel of oil contained in the draft budget bill."
Cougar continued, "The Finance Committee does not have the exclusive authority to raise the price of a barrel, and when we made it earlier at $ 45, this was in coordination with the ministries of oil and finance."
He pointed out, "A meeting was held with the Ministry of Oil recently to discuss setting a new price for a barrel of oil commensurate with the global markets in which the barrel exceeded $ 70."
Cougar explained, "The advanced cadre in the ministry informed the committee that the current increase is not real, but came after two decreases in the quantities of oil offered for sale."
He goes on to say, "The first decline is what the (OPEC and OPEC Plus) organization went to, as this came with a commitment among oil-producing countries," stressing that "Iraq has committed to this agreement and has reduced its exports from four million and 300 thousand barrels per day, to 3 million 250 thousand." Barrel, according to what is included in the draft budget law.
And, "the second decline, which is a voluntary action taken by the Kingdom of Saudi Arabia, by giving up one million barrels of its share," noting that "these two measures affected international prices, and therefore we noticed this rise."
Cougar continues, "Any retreat taken by Saudi Arabia for any reason whatsoever from its previous decision, global prices will return to their previous position, automatically."
Cougar went on to say, "This prevents Iraq from raising the price per barrel determined in the budget, a view we received from the Ministry of Oil."
For his part, the committee's rapporteur, Ahmad al-Saffar, said, in an interview with Al-Sabah Al-Jadeed, that "the difference in the current price of a barrel of oil between what is in the budget and what Iraq is actually selling can be used to bridge the deficit and increase public revenue."
Al-Saffar added, "The setting of new prices for a barrel should be in coordination with government agencies, because our constitutional powers in the budget are clear, which is transfer and reduction."
He stated, "Raising the price will lead to a decrease in revenue and impose new financial obligations on the state, which is outside our jurisdiction."
It is noteworthy that the price of a barrel of oil, according to what was stated in the draft federal budget law for the current year, which came from the government, is $ 40, but after meetings held between the Finance Committee and the ministries of finance and oil, it was raised to $ 45.
