Deputy for Al-Fateh: Those are the ones who are hindering the return of the exchange rate to its previous state

On Saturday, Al-Fateh Alliance MP Uday Shaalan Abu El-Jon accused some of the political figures of making statements and attacking those who care about the citizen’s interest without personal interests, accusing them of obstructing the return of the exchange rate to its previous one.

Abu El-Joun said in an interview followed by Al-Ahed News that "the rise in the exchange rate of the dollar has greatly affected the ordinary citizen more than other classes, and that its continuation without control over the high prices of goods in the local markets does not harm anyone other than the citizen. Defenders of the interests of the people and those aspiring to have a decent life are the ones who hinder the return of the exchange rate to its previous one and agree with others for personal interests only.

He stressed that "reviving the Iraqi economy by raising the value of the dinar and reducing the dollar, and not the other way around, because all countries that revived their economy were by weakening foreign currencies and raising the value of the local currency

Sudden collapse of the agreement with the Kurds regarding the budget .. What is going on inside the House of Representatives?

Sequence-01.00_00_52_14.Still001.jpg?res

Yes Iraq: Baghdad

Press reports revealed a sudden collapse of the agreement between the Kurdish delegation and the political blocs in the House of Representatives on the subject of Article 11 and the handing over of the region's benefits and the conditions of the Baghdad government with what the region pays in terms of oil and revenue outlets.

The reports indicated that "the Kurdish delegation headed by the Deputy Prime Minister of the Kurdistan Regional Government, Qubad Talabani, left the House of Representatives building, after the failure of the agreement between the Kurds and the Shiite forces after the Kurds refused to add a clause related to the central government not handing over the region's dues in the event that the latter did not commit to hand over what he owed." And the leakage of news about the cancellation of the parliament session for this day.

However, the MP for the Patriotic Union of Kurdistan, Rizan Sheikh Delir, denied the withdrawal of the Kurdish delegation, referring to the continuation of negotiations.

Sheikh Delir said in a press statement, "The agreement concluded yesterday evening between the Kurdish delegation and the Shiite blocs was subjected to a sudden collapse and the reason for the collapse of this agreement is still unknown until now."

And she continued, "The negotiations between the two parties are ongoing, and the meetings are currently continuing

The Media Department of the Council of Representatives announced the postponement of the vote on the general budget until next Saturday, the 27th of this March.

The media department of the Council said that "in view of the continuing discussions on the draft budget law, and to give the competent committees an opportunity for further review and scrutiny, it was decided to postpone the vote on the draft budget law until Saturday, March 27, 2021 at one o'clock in the afternoon."

Earlier, press reports revealed a sudden collapse of the agreement between the Kurdish delegation and the political blocs in the House of Representatives on the subject of Article 11 and the delivery of the region's benefits and the conditions of the Baghdad government, including the region's oil and revenue outlets.

And she continued, "The negotiations between the two parties are ongoing, and the meetings are currently continuing."

A 'swing' deal

Yesterday, news was leaked about reaching an agreement between the political blocs and the Kurdish side related to the Kurdish side's agreement to deliver 460,000 barrels per day to Baghdad instead of the 250,000 that had been agreed upon with the government side, and it was reaped by objections from the political blocs.

However, this agreement, in the event of delving into its clauses, reveals strange details, revealed by the oil and economic expert Nabil Al-Marsoumi, indicating in a post that “after delaying the budget for three months in which the interests of the people and the country were disrupted, it was agreed that the region would hand over to Baghdad a value of 460 thousand barrels per day to be deducted Of them 180 thousand barrels to cover production costs, 30 thousand barrels per day for local consumption and 20 thousand barrels for the region's receivables from petro-dollars, and then what the region will actually deliver will be the value of 230 thousand barrels per day deducted from the region's share in the budget, while the number was 250 thousand barrels per day In the 2019 budget ”.

Bloc members "rebel" against the leaders

For her part, a member of the House of Representatives, Alia Nassif, explained the details of the political blocs agreement with the region regarding their share of the budget, noting that there is a "rebellion" by most of the members of the House of Representatives on the agreement and they have collected signatures to discuss articles related to the region, each separately.

Nassif said in a press statement, "The heads of the political blocs agreed with the representatives of the region to receive 230 barrels per day without specifying the amount extracted by the region, especially since the region controls oil wells outside the borders of the region, which are located in Kirkuk and others."

She added that "the agreement between the heads of political blocs and representatives of the region was at the expense of investment plans and the provinces," indicating that "the agreement was completed quickly without knowing the secret of this agreement."

Nassif pointed out that "most of the representatives who do not obey the heads of their blocs blindly rebelled against the agreement and began collecting signatures demanding that the items related to the film be discussed separately," it is likely that "the budget will not be passed today for this reason."

The session may last for days!

On the other hand, a member of the Legal Committee, Representative Rizan Sheikh Dleir, confirmed today, Saturday, that the parliament session today will be long and may extend for days, while noting that the Kurds agreed with the Shiites to pass all paragraphs of Kurdistan.

"The remainder of the budget is only the legal wording of some of its paragraphs, and it has been agreed with the Shiite forces to pass the paragraphs on Kurdistan," Deler said in a statement.

She added, "Today's session will be long and may extend for several days until agreement is made on a specific formula to pass all the paragraphs drawn up by the Finance Ministry."

Dlir indicated that "some forces threatened to boycott the sessions in the event of failure to agree to return the dollar exchange rate to its previous era, which is a legitimate demand

Iraq is a joke. I am not surprised because I knew this would happen. I am upset with myself that I fell for the okie doke by believing something would happen with the exchange rate because of the White Paper Economic Reform and all of the fane fare from the Pope etc. I was doing so well by ignoring this insanity and  staying away from this site even though I appreciate Yota's efforts. Even Iran is shipping oil to China and these clowns are going to allow this Country to slip into chaos because they will never get it together. They will ask to borrow money next and then the bombs will start up again. These clowns will be left in the sand.

Stay Focused!

This was all planned out!

Today marks when the US attacked Iraq.

Did anyone really think they were going to Announce the budget on this unprecedented dated of war?

The 2003 invasion of Iraq was the first stage of the Iraq War. The invasion phase began on 20 March 2003, and lasted just over one month, including 26 days of major combat operations, in which a combined force of troops from the United States, the United Kingdom, Australia and Poland invaded Iraq.

13 years ago . When my cousin introduced me to dinar . I was also told about crypto currency . Mainly bitcoin . Here we are in 2021 still following iraq and some of us crypto currencies .I have to belief now they are both more connected then what we might see .Countries around the world are quickly producing their own CBDC's. Alot of these countries are in debt . How are they suppose to back these digital currencies for launch . Its my beleif some of the wealth to back these CBDC's is coming from countries like Iraq along with their own resources and other currencies in their reserve . If this is the case . The pressure from the rest of the world is far to great for Iraq NOT to revalue there currency at some pre- chosen point .

The financial system on which the government relied in raising the price of the dollar against the Iraqi dinar.

Al-Baldawi added that there are other demands that exist within the budget, represented in the items of the ration card and the provision of food rations for citizens, as well as strengthening the sums allocated to them and supporting the industrial, commercial, agricultural and investment sectors.

Karim Al-Baldawi added that the second problem within the budget is the political aspect, especially the issue of the Kurdistan region, indicating that despite the continually coming delegations they did not have the authority to decide or solve the problems, and therefore the problems remained between the region and Baghdad, especially after the passage of the fiscal deficit law for the year 2020 Which caused a crisis and a gap, some tried to play on its strings and portray it as a negation of the rights of the people of the region

Al-Tamimi told Al-Ahed News: Parliament faces a historic position on dollar prices

The expert on legal affairs, Ali Al-Tamimi, confirmed that the House of Representatives faces a historic position regarding the reduction of the dollar exchange rate.
Al-Tamimi said in an interview with “Al-Ahed News” today, Saturday, that “Article 62 of the constitution permits parliament, upon the arrival of the draft budget, to transfer between chapters and chapters and also reduce the total amounts, and he may, when necessary, return them to the Council of Ministers and propose an increase in the total expenditures. This means that Parliament cannot reduce the exchange rate of the dollar that was set in the budget, but rather it can propose and return the budget to the Council of Ministers due to the existence of the absolute necessity for that and the fact that it contravenes Article 30 of the Constitution that requires the government to provide decent living for people.

He added, “If the parliament legislates the budget law, it is subject to appeal before the Federal Supreme Court in accordance with Article 93 of the Constitution, as this contravenes Article 30 of the Constitution and Articles 23 and 26 of the Charter of the International Covenant

With the end of the first quarter of the year nearing ... a keen anticipation of the budget, which has been absent for two years: This is what the budget will leave in the effects on the Iraqi street.

Yes Iraq: Baghdad

With the approach of the first quarter of this year coming to an end, the Iraqi street lives in the atmosphere of approving the 2021 budget as the first public financial budget in two years, as the last budget witnessed in Iraq was the budget of the year 2019, with the absence of the budget in the past year 2020, which witnessed the organization of government spending according to borrowing laws And investing in low oil revenues due to the Corona pandemic, which led to a reduction in the global oil price.

Large Iraqi segments hope to live in relative financial relaxation following the approval of the budget that coincided with the rise in global oil prices and the spread of Corona vaccines, as the expected revenues during the current year were estimated at more than 110 trillion dinars, with the addition of financial allocations for different segments of contract holders in the Ministry of Electricity as well On confirming the clause of appointing and directing those covered by the medical progression law and amending it from doctors and health and support professions, in addition to confirming the clause for appointing postgraduate degree holders and first graduates.

The atmosphere of approving the budget witnessed many obstacles and difficulties, including the discussion of the possibility of returning the dollar exchange rate to the previous one or choosing an average rate set at about 130 thousand dinars per hundred dollars, while other parliamentary blocs, as well as the government side, objected to any new manipulation of the dollar price.

Among the paragraphs that represented the biggest obstacle in the way of approving the 2021 budget, is the share of the Kurdistan region and the conditions that must be adhered to, which were included in Article No. 11 of the Budget Law, where the Kurdish side agreed to the governmental formula of giving the regional government 250 thousand barrels per day to the federal government in Baghdad as well as 50% of the border crossings' revenues, but parliamentary objections rejected this agreement, demanding that the region hand over all financial and oil revenues to the federal government.

The discussions witnessed the presentation of a proposal that obtained a relative consensus, represented by the payment of the Kurdistan region, 460 thousand barrels per day to the federal government on the condition that the costs of production, operation, transportation, domestic consumption and petrodollars be deducted for the region, and the remainder must be at least 250 thousand barrels paid in the form of financial dues at the market price to the government Central Baghdad.

Among the hoped-for effects of approving the budget is the final settlement of the dollar exchange rate issue and whether it will change or not, as the push and pull, promises and objections in this aspect cast a shadow over the market and its stability, and the constant fear of any commercial process for fear of new manipulations of the dollar price, which would cause With losses for any process or commercial deal that may take place in this unstable atmosphere.

In addition to what may result from the budget in approving job grades for some groups, as well as paying financial dues to free lecturers, farmers, contract holders and other groups, and all this will inject tangible activity into the commercial and purchasing movement in the Iraqi markets
