Parliamentary Finance meets before the parliament session on the budget
  
{Politics: Al Furat News} The Parliamentary Finance Committee held a meeting chaired by the Deputy Speaker of Parliament, Bashir Haddad, regarding the draft Federal Budget Law for 2021, prior to the convening of the parliament session for voting on it today.
 

Parliament is scheduled to hold a regular session today to vote on the budget.

On Friday (March 19, 2021), the National Approach bloc announced its boycott of the budget voting session.

This came in a statement received by  IQ NEWS , and she attributed Saturday to the fact that it included paragraphs that it deemed "economically and socially disastrous ."

The Parliamentary Finance Committee held a meeting this morning to agree on the fiscal budget bill for 2021 .

On Thursday, the House of Representatives scheduled a session for Friday, to vote on the 2021 Budget Law .

The Deputy Chairman of the Parliamentary Legal Committee, Muhammad Al-Ghazi, said that the 2021 Budget Law will be passed by the House of Representatives in today's session, "regardless of any position." ­­

Shafaq News / Parliamentary blocs are looking to reach a compromise solution formula in order to proceed with passing the Iraqi budget.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, told Shafaq News, “There are differences and demands for some political blocs over the articles of the general budget law, some demanding job grades to fix contracts on permanent owners, and some governorate deputies demand allocating funds to governorates, including those liberated from ISIS, in addition to Until the Kurdistan Region’s share, and all of these, we have not yet reached a solution.

He added that the Parliamentary Finance Committee is currently waiting for a proposal from the Shiite forces regarding the region’s share. Currently, there are two options for voting on the budget law, either relying on the Shiite forces ’proposal or relying on the government text of the budget law.

He said that the Parliamentary Finance Committee will hold another meeting to discuss this before today's session.

The draft budget is still pending in Parliament, as the deputies failed to pass it on more than one occasion, and the country is managed according to the 2019 budget, given that Iraq did not approve a financial budget last year also due to political differences.

The debate between the Shiite political blocs and the Kurdistan Regional Government centers on the delivery of revenues that the region obtains through its border outlets, in addition to the resources for selling crude oil from the oil fields.

The Iraqi parliament affirmed that it is not responsible for compensating those affected by the exchange rate change, but rather the government.

According to the Iraqi News Agency , "INA", Ahmed Al-Saffar, the rapporteur of the financial committee in the Iraqi parliament, confirmed that "the compensation process is the prerogative of the government and not the parliament."

 

He said, "The House of Representatives cannot distinguish between one category and the other for compensation," noting that "Parliament has left this task to the government because it is responsible for dealing with the effects of changing the exchange rate."

Regarding those affected by this step, the decision of the Finance Committee in Parliament said that all Iraqis are affected by the change of the exchange rate, stressing that "it is not permissible to compensate one category and leave another category."

He stressed that "changing the exchange rate has led to inflation in the market and a reduction in the purchasing power of the Iraqi dinar, and everyone is affected because prices have risen and real income has decreased, which is no longer able to bring the same previous consumer basket."

He pointed out that "the public debt is divided into two parts, internal debt and external debt, and that the internal debt is in the Iraqi dinar from the borrowing stage to the repayment stage. The external debt is paid in dollars."

And the Central Bank of Iraq had revealed, last December, the adoption of a new policy in the outlets for selling foreign currencies, which included raising the exchange rates of the dollar against the dinar, and identified it as part of an item in the paragraphs of the 2021 budget.

The exchange procedures set by the bank at 145 dinars to one dollar, in an effort to control the restriction of foreign currency inside Iraq and reduce dependence on the importer.

, MP for the Alliance of Saeron Jamal Fakher confirmed, today, Friday, that the meetings are still continuing, as a meeting is now held between the Presidency of the House of Representatives and the heads of the blocs to resolve the remaining points of contention, indicating that the picture is still blurry and all options are on the table regarding resolving the budget today Or postponed or deducted some of its articles.

Fakher said in an interview with Alsumaria News, "Today we are in the House of Representatives waiting for the arrival of the Presidency of the House of Representatives meetings with the heads of parliamentary blocs and the Parliamentary Finance Committee," indicating that "the picture is still blurry. Fakher added, "The share of the Kurdistan region and the financial settlement are still the most important obstacle to completing the vote on the budget, in addition to some other paragraphs, the exchange rate of the dollar and the price of a barrel of oil in the budget, which we believe is possible to reach understandings about it that are in the public interest," noting that " There are three scenarios that can be obtained today, the first of which is to vote on the budget and raise the controversial points with several proposals to leave the option for members of Parliament to choose the most suitable one, or to postpone the session until after the holidays Nowruz Or, repeating the scenario of voting on the Federal Court law by voting on some articles of the law and leaving the dispute until after the holidays Nowruz".

The Finance Committee in the House of Representatives confirmed, today, Friday, that the file of compensation for those affected by the change of the exchange rate is the responsibility of the government.  

 

  

Committee rapporteur, Ahmad Al-Saffar, told the official agency, and "People" (19 March 2021), that "all Iraqis are affected by the change in the exchange rate, and it is not permissible to compensate one group and leave another," pointing out that "changing the exchange rate has led to inflation in the market." And a reduction in the purchasing power of the Iraqi dinar. "  


Al-Saffar added, "The compensation process is the prerogative of the government and not the parliament, so the parliament cannot distinguish between one category and another for compensation," noting that "Parliament has left this task to the government because it is responsible for dealing with the effects of changing the exchange rate."

Financial Committee: There is no change in the price of the dollar in the budget .. This is the reason for the delay in the session
  
{Economic: Al Furat News} The Parliamentary Finance Committee announced that the exchange rate of the dollar will not be changed in the draft federal budget law for 2021.
 

Committee rapporteur Ahmed Al-Saffar said in a televised statement: “We believe that changing the exchange rate of the dollar was exaggerated by the government and changing it needs a second consensus between the Central Bank of Iraq, the Ministry of Finance, the International Monetary Fund and the World Bank, and many changes are arranged on it and this needs time and a second budget for this budget. To talk about changing it, indicating that "the current budget will adopt the current exchange rate."
Regarding the delay in the session of Parliament scheduled for today, Al-Saffar said: “There is a meeting of the Shiite political forces and we are waiting for its results and proposals regarding the Kurdistan region’s share,” indicating that “the entry of a group outside the Parliamentary Finance Committee and they came with many requests, which caused the meeting to be postponed and the session held for the coming hours.”
And that "some of the submitted requests are outside the possibility of what is present within the general will and the draft budget, and the current government may contest any article that is outside the powers of Parliament and the Finance Committee or more than its capabilities and can be challenged and returned to the government text."
The House of Representatives was scheduled to hold a session at one o'clock in the afternoon to vote on the 2021 budget bill, but it was not held until the moment when the news was prepared.

Vice President of Parliamentary Finance: The survival of one paragraph in the budget needs political consensus
  
{Baghdad: Al-Furat News} The Deputy Chairman of the Finance Committee, Muthanna Abdul Samad Al-Samarrai, confirmed, on Friday, the existence of one paragraph in the General Budget Law that needs political consensus.

 

Al-Samarrai said during "a meeting of the committee to discuss the latest version of the federal budget bill for 2021, which was subject to study and evaluation and included the last thing agreed upon between representatives of the political blocs in the committee."
He added, "The committee made great efforts to reach the approval of the draft budget law in its final version after shuttling meetings that lasted for about three months without interruption, during which the committee hosted ministers and representatives of government institutions, leaving only one paragraph related to the Kurdistan region and needs political consensus in order to agree on it."

No surprise they’re still sand bagging....if the 1st quarter goes by and no RV/RI, we just might be here this time next year. Having said that: this is Iraq and I would think if reforms/Budget and other such pertinence not getting done pronto like, the possibility of full blown citizens uprising would be quite likely.

 

Kinda like my first marriage... you can only be lied to so much before it’s time to throw down ( legally in this case ).

 

Times running out with what appears to be their backs are to wall. End of March quickly approaches.

We just might be here this time next year? Omg. It is so sad. This is what we don't want it and hopefully, it isn't happening. Eventhough  there will be a lot of protests everywhere, do the goi and cbi care about the protests? Unless the iraqi citizens will do a coup to take down and take over the government. And then, they tell the goi or governor of cbi or minister of finance to step down and retire.

Today, Friday, the Parliamentary Finance Committee will hold a meeting with Kurdish representatives to discuss the formula established by the committee in the federal budget after taking notes of members of parliament regarding the Kurdistan region’s share, before the parliament session scheduled for Friday afternoon to vote on the budget bill.
Member of Parliament, Majda Al-Tamimi, expressed her hope to reach a final agreement with the Kurds during the meeting on their share to reach a final agreed formula before putting the budget to a vote.

In response to a question about the possibility of approving the budget even without the approval of the Kurdish representatives, Al-Tamimi said that it is possible, as it happened when the borrowing law was approved, but she indicated that it would be the last option and would be followed in the event that no agreement was reached regarding the region’s share in the budget, considering it at the time The same that approving the budget without the approval of the Kurds is not desirable, as it will affect the political process and cause conflicts and tension in relations with the political parties, noting that Parliament is working to reach an agreement, preserve rights and distribute wealth equitably to all regions of Iraq within the budget.

They don’t care #1! The window is closing fast for this year! I’m hopeful this is all disinformation! I’ll beat a dead horse, this is Iraq anything can happen, that is on the bright side! For me myself and I have learned that the minute I bought into this deal, I walked into the Twilight Zone! It’s like Hotel California once you check in, you can never leave! We all know now, deep down,  the RV of the Iraqi dinar is not going to happen this year now! If ever ! Not trying to be a buzz kill, they are admitting that there is not a rate change in the new budget! It’s not the 27th yet, I will be very surprised and happy if we see a rate change! PM I don’t understand why you have to be negative about the truth! Just so you know, I’m not trying to Pi$$ on any of us! We all have dreams for helping their families and friends or whatever they choose to do with their profits from this investment! I got a lot of skin in this game, let’s put it this way! I have a hundred million reasons I want to see an RV in my lifetime! The boot repair shop will go broke too! JMHO

Hopefully, this is another distractions to scare the dinar investors ( out of iraq ) away and make the dinar investors give up and sell off their dinars. Let' s just hope, wait and see until the end of march, shall we

This is not a distraction!! Everybody is talking about 3/21/2021! If they can't figure it out how in the hell do you think we can determine when a Rv will occur!  This is all speculation! If they don't go international they will slip into the abyss of hell and I hope they do!! They deserve it!! Iran is shipping oil to China and that is just the beginning. China would have been one of their biggest customers but these fools can't even pass gas and the Country that has been telling them what to do for the last almost 20 years is now inking a deal behind their back! Damn fools!! They don't deserve the wealth they have!! #$#% Iraq!!!!!

Kurdistan Democratic Party announces the agreement to pass the budget

 

 


On Friday, a member of the Parliamentary Finance Committee for the Kurdistan Democratic Party, Bashar al-Kiki, announced that a political agreement had been reached to pass the budget.

Al-Kiki said in a statement, "We congratulate all the Iraqis that Erbil and Baghdad have agreed to pass the budget."

"A new phase of stability and coexistence between the components of the Iraqi people has begun," he added.
