Kunooz Media / Baghdad

The MP for the Hope Alliance, Ghalib Muhammad, said that there are 50 billion dollars in oil imports sold by the Kurdistan Regional Government, about which the people of the region know nothing about.

MP Muhammad said, in a televised interview followed by "Kunooz Media", that "the Kurdistan Regional Government announces from time to time that it owes 27 billion dollars, and when inquiries are made about the origin of these debts, they do not give any answer," adding, "We do not know from which party the government borrowed. These sums are decided by and in favor of whom.

He added that "the Kurdistan Regional Government has about 50 billion dollars in exported oil revenues, from 2007 to 2020, which during this period has sold more than one billion and 200 million barrels of oil."

He continued, "It also received sums estimated at 11 billion dollars, from all the companies that have concluded contracts with them."

And he added, "All these numbers and sums, and the Erbil government is unable to pay the salaries of Kurdish employees, and the people of the Kurdistan region are wondering about the fate of the huge money that the regional government made from selling it oil and where it went and who caused them all this suffering despite the billions that they have committed."

A book issued by the Office of the Minister of Finance, Abdul Amir Allawi, stated that the Kurdistan region had not sent a statement of the size of its revenues for 6 years.

The book, issued by the Minister of Finance's office and bearing his signature, stated that the Kurdistan region did not deliver to Baghdad a statement of its revenues from the year 2014 until 2020.

Among the book itself, which came in response to another letter sent by a member of Parliament to the Ministry of Finance, that Baghdad did not receive any revenues from Kurdistan for the quantities of oil exported from the Kurdistan region.

Kunooz Media / Baghdad

A member of the Parliamentary Economic and Investment Committee, Mazen Al-Faily, confirmed today, Friday, that the conditions are ready to adjust the exchange rate of the dollar against the Iraqi dinar, as well as the price of a barrel of oil in the draft Federal Budget Law for 2021.

Al-Faili said in a statement that "the conditions are in place to restore or reduce the exchange rate of the dollar against the Iraqi dinar in the draft budget, but it is difficult to achieve this in light of the completion of the draft formulation, discussion and study in the Parliamentary Finance Committee, therefore we need to reformulate the project and this is not possible."

He added that "there is a tendency to raise the price of a barrel of oil in the draft budget law in view of the high prices in the global markets," stressing that "the current price contributed to the availability of large financial revenues for the state.

Yes Iraq: Baghdad

A movement is taking place within the House of Representatives at the last moments before the 2021 budget is passed and enacted, towards the inclusion of a law or obtaining a decision that directly affects the lives of 10 million Iraqis.

The forthcoming law relates to granting financial allowances to families who are entitled to the ration, amid the reluctance to provide food supplies for various reasons, prompting Parliament to consider giving money instead of foodstuffs.

Member of Parliament, Representative Alia Nassif, revealed the existence of a parliamentary approach regarding the ration card, indicating that "the law of compensation for citizens covered by the ration card with financial amounts was put forward several years ago, which provides for the transfer of the ration card items to a sum of money provided to the needy for this card," referring to That "signatures were collected in the House of Representatives to make these compensation for those who deserve it and not for everyone."

And she emphasized that "there are statistics that came out from the Ministry of Labor and Social Affairs that there are ten million people who deserve these compensation, so signatures were collected in the House of Representatives to add this decision to the budget."

And she indicated that she "does not believe that time has run out and that the matter needs a government decision from the Council of Ministers to issue this important and successful decision."

Earlier, Trade Minister Alaa al-Jubouri confirmed the ministry’s project to distribute three items of the ration from local production.
Al-Jubouri said in a press statement, that the ministry distributed three items of the ration from local production, which are flour, rice and sugar.

He added that the ministry has completed during the last period the preparation of a meal of sugar, rice and flour within the items of the ration ration, and the ministry has begun to supply edible oil, which is of local production, stressing the ministry’s keenness to distribute the items of the ration within the specified timetables.

In the document ... a parliamentary request to increase the salary of social assistance

Deputy Muhammad Shiaa al-Sudani called on the Cabinet to study and implement the proposal that it had previously submitted to the Parliamentary Finance Committee, which unfortunately did not work with it, and the judge to increase the amount of the social aid salary according to what was mentioned in the book below, noting that the Council of Ministers has the legal authority to increase the salary according to Article (24) of Social Protection Law No. 11 of 2014, stressing that the increase in the subsidy salary will mitigate the harm done to poor families as a result of the high exchange rate of the dollar and precautionary measures to limit the Corona pandemic.

Yes Iraq: Baghdad

It seems that the movement to restore the dollar's exchange rate to its previous state or reduce it from the price fixed in the 2021 budget has begun to reach the stages of peak tension and attraction, which may complicate the issue and may lead to the creation of new problems and obstacles to the 2021 budget.

While the past few days witnessed vacillating parliamentary statements and calls about the need to restore the previous dollar exchange, the first Deputy Speaker of Parliament, Hassan Al Kaabi, called for a parliamentary stance to restore the exchange rate, triggering governmental reactions, on the basis of which a parliamentary “tightening” and escalation of positions were set in motion.

While Al-Kaabi demanded the need to find a serious stand by MPs to restore the exchange rate, Finance Minister Ali Allawi said that restoring the previous exchange rate is “difficult” and that it is not permissible to manipulate the price of the dollar and the value of the dinar daily, and that this decision was taken based on consultations with the Central Bank and the World Bank, as well as Political blocs in Parliament.

Hinting to amend the Central Bank Law

This clear rejection of the government position led to a parliamentary counter-escalation, as the representative of the National Approach bloc, Hussein Al-Oqabi, said in a statement that “we followed with great astonishment the minister's statements regarding the inability to change the dollar’s exchange rate because it is a reasonable price and that the decision was taken in consultation with the Central Bank and the Fund. International criticism and political blocs, and that the markets accepted it, and the government will work to compensate contractors who are affected by it.

While Al-punabi described this decision as “ill-considered,” he emphasized that “it led to a crazy increase in the prices of consumer goods - even locally produced - by more than 30%, which added another burden on the shoulders of the Iraqi family, and constituted great pressure on the living situation of the simple citizen. And it caused obvious confusion in the market. ”

He continued by saying: “The Iraqi economy has been mortgaged by the IMF and the political blocs’ response to these dictates represents a dangerous turning point that affects the future of the country and puts its capabilities and wealth in the hands of foreign decisions that are the last thought of the interests of the country and its people. ”

He went on to say: “From here we demand and renew our previous demand to restore the dollar’s exchange rate to what it was previously, and we affirm that the legislative authority is the final word in all issues related to matters of conducting financial matters through legal legislation inside the parliament,” indicating that “raising The exchange rate of the dollar came according to a decision from the Central Bank and with governmental and external influence, but it is possible to correct the decision by the legislative authority, even if it is necessary to amend the Central Bank Law.

The parliamentary movement is "serious" to restore the exchange rate ... and the budget may be affected

A member of the Parliamentary Economic and Investment Committee, Nada Shaker Jawdat, confirmed the “seriousness” of the parliamentary movement to restore the previous exchange rate, as she stated in press statements that “The talk about the lack of a parliamentary majority rejecting the adjustment of the dollar’s exchange rate after it was raised by the Ministry of Finance and the Central Bank is inaccurate. Far from reality, but on the contrary, the majority with adjusting the exchange rate and returning it to what it was or reducing it from what was stated in the 2021 budget bill.

She added that "adjusting the exchange rate of the dollar against the Iraqi dinar remains within the authority of the Iraqi government. As for Parliament, it cannot make any amendment except with the approval of the government," noting that "until the moment there is no government approval for this amendment, but rather there is insistence that the exchange rate remain Without any change, and this is what most deputies reject.

While the Parliamentary Finance Committee indicated that the political movement is still continuing within the House of Representatives, with the presence of parliamentary signatures submitted to the Parliament in order to restore the exchange rate of the dollar against the dinar or reduce the current price, noting that “the government is difficult to go in this direction, Because changing the exchange rate or returning it to its previous rate needs to reformulate the 2021 budget bill anew.

Al-Mustaqilla / - Economic expert, Wissam Al-Tamimi, confirmed that the government's continuation of the policy of raising the dollar exchange rate will lead to an increase in the poverty rate from 30 to 50 percent, pointing out that what increases this percentage is the curfew imposed by the government under the pretext of prevention and avoiding an increase in Corona infections.

Al-Tamimi said that the government's decisions related to raising the exchange rate of the dollar increased the suffering of the citizen, and brought benefits to some companies owned by influential political personalities and parties.

He added that oil prices have recovered again and there is a great renaissance in the countries of the world and the return of factories and factories to work, which will raise the price of a barrel of oil to more than $ 75 next summer, which achieves the government's ambition to achieve financial abundance and overcome the deficit and even prepare a supplementary budget at a time. It continues its economic blockade of the people, and the high price of a barrel of oil obliges the government and financial authorities to reduce the value of the dollar.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, considered, Monday, that the adoption of the exchange rate of $ 45 in the budget is far from reality because all the data and expectations of oil experts that the price of oil will range between $ 61 to $ 69 during the year 2021, indicating that it was more appropriate to calculate the price of a barrel Oil, at least $ 50.
Al-Saffar said in a press interview, "Building the budget on the price of a barrel of oil at $ 45 is far from reality, as the last months of last year seemed to rise rapidly according to data expected, including finding vaccines for Corona and a significant drop in the US oil reserve."
He added, “Most of the members of the Finance Committee called on the government to adopt a price of $ 50 a barrel, and this is true, but the government refused to do so,” indicating that “if $ 50 was approved, it would provide us with 20 trillion dinars in the budget, and this will definitely reduce the budget deficit significantly and provide job grades. And revitalizing the private sector, education and health.
Al-Saffar pointed out that "the committee raised the size of the budget to 129 trillion to support important sectors, based on financial abundance as a result of high oil prices, and perhaps we will work to conduct a supplementary budget after the seventh month if oil prices continue at this level."

Information / private.

On Monday, the Al-Fateh Alliance called on the political blocs not to link the Federal Court Law and the Budget Law to pass them, describing it as political blackmail.

The deputy for Al-Fateh Muhammad Al-Baldawi said to "the information" that "the House of Representatives has passed 18 paragraphs of the Federal Court Law and 4 other points about which the disagreement is easy, but the disagreement is still on only two points and the dialogue is underway on them."

He added that "there are some parties working to link the two laws to pass them in Parliament through the ongoing negotiations between the political blocs."

He explained that "any attempt to link them is a purely political blackmail, and that the budget law is a share of governorates and citizens for a whole year, while the court law is a law that runs a whole country for the future and cannot be linked to bargaining and consensus."

In a press statement, Jawdat said that the price of a barrel of oil in the general budgets is always lower than its price in the global markets to ensure that no major imbalance occurs in the event of any decrease in global oil prices, indicating that Parliament does not intend to change the exchange rate in the budget despite the high prices. The information / Baghdad ..

Political analyst Hazem Al-Bawi considered, on Tuesday, the Minister of Finance, Ali Abdul Amir Allawi, who invoked the conditions of the International Monetary Fund in the austerity imposed on the people, an outrage of the dignity of Iraqis and a persistence in exposing them to more unfair pressures.

Al-Bawi said to "the information", that "the minister had forgotten or forgotten that the Al-Abadi government had sought to infiltrate Iraq in 2014 under the unfair conditions of the International Monetary Fund and remove the hand from the sectors of health, education and the ration card, contrary to the constitution."

He added that "Al-Abadi's government was the first to carry out unjustified imposed austerity, deduct the salaries of employees and raise the fees for communications to citizens, which caused a state of boil and great popular anger that Iraq is under its weight until now."

Al-Bawi stressed the need for political and economic decision-makers to learn from that bitter experience and not to risk their credibility in front of the people who know well that the budget has been calculated at $ 43 per barrel of oil, while the price of Iraqi oil is sold today at $ 53 in OPEC and may reach higher than that, which negates the need. Unjustified austerity. 25 n
