Parliamentary Finance confirms approving the budget today

The Parliamentary Finance Committee confirmed, on Saturday, the approval of the general budget law for 2021 today.

 

A member of the committee, Shirwan Mirza, told {Al-Furat News} that "the issue of approving the general budget is certain today," indicating that "all political parties agree on the approval and there are no obstacles to it."

He continued, "It was agreed with the delegation of the Kurdistan region on all points of disagreement in a meeting last night."

The Presidency of the Council of Representatives announced late last night to postpone the vote on the general budget to ten o'clock today, Saturday.

Collecting signatures on the issuance of a parliamentary decision binding on the government on the reduction of the dollar

The representative of the Al-Fateh Alliance Muhammad Karim revealed, on Saturday, that the signatures were collected by members of the House of Representatives for the purpose of issuing a binding decision for the government to reduce the exchange rate of the Iraqi dinar against the dollar, stressing that the authority of the reduction is within the jurisdiction of the Central Bank as it is responsible for monetary policy according to Law.

Karim said in a statement to "the information", "The Central Bank of Iraq is the only authority responsible for organizing the monetary policy in the country in accordance with Article 2 of Law No. 56 of 2004, and the Finance Committee is not permitted to control the dollar exchange rate."

He added that "the House of Representatives has the authority to consult with the Central Bank on reducing the exchange rate of the dinar against the US dollar or issuing a binding decision for the government to reduce, especially in the event of an increase in the price of selling oil."

Karim explained, "Members of Parliament are collecting signatures for the purpose of issuing a binding decision for the government to reduce the exchange rate of the Iraqi dinar as for the US dollar."

The House of Representatives decided to postpone its session on the budget law until next Saturday.
 

The media department in the council stated in a statement that the Al Furat News Agency received a copy of today that "in view of the continuation of discussions on the draft budget law, and to give the competent committees the opportunity for further review and scrutiny, it was decided to postpone the vote on the draft budget law until Saturday, March 27, 2021 at one o'clock in the afternoon." 

For two consecutive days, the House of Representatives postponed the voting session on the 2021 general budget due to discussions between the political parties.

The Iraqi Council of Representatives (Parliament) announced, on Saturday, that the vote on the country's financial budget bill for the current year will be postponed until next week.

The media department of the council said in a statement received by Shafaq News, that "in view of the continuing discussions on the draft budget law, and to give the relevant committees an opportunity for further review and scrutiny, it was decided to postpone the vote on the draft budget law until Saturday, March 27, 2021, at one o'clock in the afternoon."

For months, intensive discussions have been held on the draft fiscal budget law for the current year, but disagreements still exist regarding it, especially the item related to the Kurdistan Region’s share.

Political forces reject the agreement reached by Baghdad and Erbil late last year regarding the budget, which provides for the delivery of 250 thousand barrels per day of oil and half of the other financial revenues to the federal government in return for the region's share of the budget estimated at 12.6 percent.

How many times these people, for one reason or another, had postponed the vote on the budget? Only the dealers/gurus keep a positive, upbeat attitude to this nonsense. Remember, they have to keep us gullible to continuously buying this currency.

We all knew that this was coming! Not a surprise for me! I know several Iraqi war veterans that are holding dinar! These guys and gals deserve a return on this investment! They still live with that $hi++y war everyday! Every time I run into them at the VA, I’m always positive about this investment, urge them to hang tight and don’t sell out no matter what! As year 14 starts for me in May! In the mean time, I will still be punching cows and driving the same old wore out Dodge Ram the bank still owns! Riding this horse till it dies! In Newroz message, Kurdistan PM calls for implementation of Iraqi constitution to resolve issues

ERBIL (Kurdistan 24) – Kurdistan Region Prime Minister Masrour Barzani on Saturday issued a congratulatory message to “the Kurdish nation, especially the Peshmerga and security forces, and the family of our Martyrs” on Newroz, the Kurdish New Year.

“Happy Newroz, and may Kurdistan always grow and prosper,” he said in a statement.

To Kurds, “Newroz represents freedom, rebirth, and success,” the prime minister said, stating the government’s appreciation of all Kurdistanis’ “patience and efforts this past year,” amid the coronavirus pandemic. Coronavirus cases have recently increased across the Kurdistan Region.

He called on the public to follow “official guidelines and restrictions,” during Newroz celebrations.

Barzani also expressed his hope that the federal government of Iraq will fully “implement the constitution and stabilize the political, economic, and security situation” in the country.

The statement comes as the Iraqi parliament postponed to next week a session that was planned for Saturday on a belated vote on the 2021 federal budget bill, amid lingering disputes over some stipulations in the proposed law.

Shia and Sunni factions in the federal legislature reportedly boycotted the session, meaning parliament could not achieve quorum. Shortly before the postponement was announced, Second Deputy Parliamentary Speaker Bashir Haddad, who is Kurdish, told reporters in Baghdad that the agreement between the KRG and Iraqi political parties “has not been annulled.”

Deputy Prime Minister of the Kurdistan Regional Government (KRG), Qubad Talabani, led negotiations in Baghdad that lasted for months, seeking to reach an agreement on the autonomous Region's share of the budget.

The Parliamentary Finance Committee and Shia parliamentary blocs have objected to several articles, including those related to the Kurdistan Region.

On Friday, sources familiar with the negotiations told Kurdistan 24 that the KRG delegation reached an agreement with the Finance Committee on Article 11 related to the region's financial allocation, however, no details about the content of the agreement have been revealed yet.

Late Saturday, the Iraqi Prime Minister, Mustafa al-Kadhimi, also extended his congratulations on Newroz. “Our national unity and democratic institutions will pave our way towards overcoming economic and health challenges. Together we will create our better future,” he said in a tweet.

Well there is your answer!! I think Breitling has been very knowledgeable of this investment over the years! Now if he is saying that the investment on the dinar is going into April! If that is true! You might as well put your dinar back on moth balls! Nothing is going to happen this year! Sorry for the bad news folks! Member of the Representative Economy: The reduction of the exchange rate is possible in one case, after approving the budget

a member of the Parliamentary Economic Committee, Representative Ali Al-Lami, said today, Saturday (March 20, 2021), that the Iraqi government is able to adjust the exchange rate of the dollar at any time it wants, even if it is fixed according to its current price above 1450 dinars in the 2021 budget .

Al-Lami in an interview with (Baghdad Today), that "the change of the dollar exchange rate is the prerogative of the government and the central bank, because the monetary policy takes place through the Central Bank in consultation with the Ministry of Finance." 

He added, "If the parliament voted on the new exchange rate included in the budget, the government is able to amend it, whether lowering it or raising it at any time it wants, because this decision is one of its constitutional powers." 

Al-Lami added, "Years ago, he recorded a similar position in calling for the House of Representatives to raise the exchange rate, and an official letter was sent to the Federal Court to resolve the situation at the time, and its response was to veto the decision of the House of Representatives and support the government's position, considering that monetary and fiscal policy is its prerogative." 

Earlier, the head of the parliamentary bloc, “Bayariq Al-Khair”, Representative Muhammad Othman Al-Khaldi, confirmed that the majority of parliamentarians have come with the change of the dollar exchange rate in the 2021 budget, a few hours before the supposed date to pass the budget, which is delayed for about 3 months. 

Al-Khalidi said in an interview with (Baghdad Today) earlier today, that "most of the members of Parliament have changed the current exchange rate of the dollar, especially with the recovery of oil markets and the increase in selling prices per barrel in the last three months, which reduced the financial gap that was behind the decision." Raising the exchange rate of the dollar a few weeks ago to 1,450 dinars, and consequently, rising prices, including food. 

Al-Khalidi added, "According to the law, determining the exchange rate of the dollar is subject to the powers of the Central Bank, as it is an independent institution that has a general framework in drawing the country's financial policy." With the economic situation and reducing its effects on large segments, especially since the country has a poverty rate of up to 30%, which calls for high flexibility in dealing with the file of the dollar price. 

It is expected that the House of Representatives will hold a special session today to pass the budget. 

A member of the House of Representatives, Amer Al-Fayez confirmed, last week, that the return of the dollar exchange rate against the Iraqi dinar to what it was before it was raised, or reduced to 1300 instead of the current price that was allocated in the draft federal budget for the year 2021, is possible through the supplementary budget, which It will include the additional funds entered into the budget as a result of higher international oil prices. 

Al-Fayez said in an interview with (Baghdad Today), that "more than 130 deputies threatened to boycott the voting session on the draft budget law, unless the current exchange rate of the dollar changed, given the extent of the damage that the citizen suffered as a result of this change and the fluctuations in the market."
