A Kurdish deputy announced the agreement regarding the region's share in the budget.
 
Member of the Patriotic Union of Kurdistan, Representative Dylan Ghafour, revealed in a press statement that  
the delegation of the Kurdistan Region and the political blocs in Baghdad agreed on the region's share in the draft federal budget law for the current year. 

Ghafoor said, 
"The Kurdistan Region delegation agreed with the political blocs to pass the government text in the draft budget law regarding the Kurdistan Region’s share without change in it." 
 
She added that 
the Council will vote on the budget bill tonight, as it is scheduled to hold its session after the region’s delegation
and the political blocs agree on the region’s share. 

The delegation of the Kurdistan region arrived in the House of Representatives and met with the President of the Council, Muhammad al-Halbousi to discuss the file of the region’s share in the budget.

Sounds like a GO !!!

Parliamentary circles reported that the Kurdish delegation reached an agreement with the Iraqi parliament regarding the region's share in the 2021 budget.

She informed the parliamentary circles that the Shafaq News Agency spoke with; 

That there is an Agreement reached by the Kurdish delegation headed by Qubad Talabani with the speaker of the Iraqi parliament, Muhammad al-Halbousi, without disclosing the nature of this agreement.


Meanwhile; The Kurdish delegation held a meeting with members of the House of Representatives on the Kurdish forces to discuss the latest findings of the delegation in its discussions with the Presidency of the Iraqi Council of Representatives.

On Friday, a member of the Kurdish delegation revealed the details of the agreement with the Iraqi parliament regarding the 2021 budget.

Bashar al-Kiki, a member of the Kurdish delegation to Baghdad, told Shafaq News: The delegation reached an amendment with the Iraqi parliament on the wording of one of the budget's paragraphs, making it feasible on the ground.

Al-Kiki, a leader in the Kurdistan Democratic Party, added: The agreement confirmed that the Kurdistan Regional Government would deliver no more than 250 thousand barrels of oil per day to the federal government.

The parliamentary circles informed Shafaq News earlier today; There is an agreement reached by the Kurdish delegation headed by Qubad Talabani with the speaker of the Iraqi parliament, Muhammad al-Halbousi, without disclosing what this agreement is.

The Parliamentary Economic and Investment Committee confirmed, Thursday, that one of the justifications made by the government to raise exchange rates has ceased to exist after the changes in oil prices.

A member of the committee, Mithaq Al-Hamdi, said in a statement to Al-Maalouma Agency, that "the high oil prices, which exceeded 70 dollars per barrel, nullified the government's argument regarding raising the exchange rates of the dollar, keeping it and not returning it to normal."

Al-Hamdi added, "The justifications presented by the government to raise the exchange rates according to a decision lacking economic experience is to fill the financial deficit in the budget, but the rise in dollar prices significantly and exceeding seventy dollars a barrel for one did not leave this justification for a legal justification."

She pointed out that "the government is required to reconsider this law and return the exchange rates either to the old price or to set a new and average price that reduces the losses of the segments of society that were greatly affected by this decision."

Friday, the House of Representatives announced the postponement of the budget session for tomorrow, Saturday, while the reasons were revealed.

The Media Department of Parliament stated, in a statement received (Baghdad Today), that "due to the continuous discussions between the deputies and the committee and for the purpose of completing the details and final printing, the Presidency of the Council decided to hold the session tomorrow at ten in the morning."

And she added, "The final version of the budget bill will be circulated as soon as it is completed by the Finance Committee."

Badr Al-Ziyadi, the deputy of the Saeron Alliance, confirmed, on Saturday, that the budget will be passed by a majority vote in the event that no agreement is reached with the Kurdistan Regional Government.

Al-Ziyadi said in a statement to Al-Maalouma that “today's session will witness a vote on all the paragraphs of the draft general budget law for 2021,” indicating that “the budget will pass by the majority if no agreement is reached with the Kurds.”

He added, "The Parliamentary Finance Committee has completed all the amendments except for the region's share," noting that "the Presidency of Parliament will hold a meeting with the heads of the relevant blocks and committees to discuss the most important controversial issues in the pre-session for voting on the budget."

The head of Bayariq Al-Khair Parliamentary Bloc, MP Muhammad Al-Khalidi, confirmed, on Friday, that the budget will pass by the majority if the representative forces did not reach a comprehensive consensus, pointing out that the dialogue is still in place until the moment.

Member of Parliament, Jawad Al-Mousawi, confirmed, on Saturday, the parliament’s intention to vote on three articulated laws during the next two weeks' session, the most prominent of which is the law to dissolve the House of Representatives.

Moussawi said in a statement to / the information / that "the political activity in the House of Representatives is unprecedented in its history as it attests to the readiness to vote on three pending laws during the next two weeks."

He added, "Today, the vote on the Federal Budget Law may witness and then devote themselves to voting on the Iraqi State Administration Law."

It should be noted that the House of Representatives will hold a session this morning to vote on the 2021 Budget Law, after it was scheduled for Friday evening.

SULAIMANI — New disagreements emerged between the Shia and Sunni blocs in the Council of Representatives on Saturday (March 20) over the 2021 Federal Budget Law, which had appeared to be on track for a vote in the afternoon.

On Friday night, the Kurdistan Regional Government’s (KRG) delegation reached an agreement about the law with the Shia bloc and the parliament’s Finance Committee.  

Deputy Speaker of the Council of Representatives Bashir Haddad told reporters that the agreement was signed and approved by the committee and that it had been distributed to lawmakers.

He said that part of the agreement was changed on Saturday morning, which the parliamentary leadership did not accept.

“It is easy and can be resolved,” he added, saying that the Kurdish bloc is not preventing passage.

He predicted that the voted would be postponed by several days.

On Saturday, the Parliamentary Finance Committee attributed the failure to hold the session to vote on the budget until this moment to the late movements of some parliamentarians, while confirming the existence of a consensus between the region and Baghdad on the project.

Committee member Magda Al-Tamimi said in a statement to NRT Arabia, (March 20, 2021), that "an agreement has been reached between the region and Baghdad on a specific text to pass the budget," expecting that "the budget will be voted during the coming hours of the night."

The MP attributed this delay to "the presence of some representatives working at the last moments to add or remove some paragraphs," stressing that "working in the last hours is not in anyone's interest."

Al-Tamimi explained that “the rise in the prices of materials in the market is borne by the merchants, since the increase that occurred after the decision to change the exchange rate is only 17.2%. As for what is happening now, it is an increase in prices amounting to about 5 times the real price, and this needs committees to monitor prices.

 

MP Ahmad Haider Qassem said today, Saturday, that the concerned parties are about to finalize the draft budget bill .

Qasim added, in a statement to NRT Arabia, that "a session must be held to vote on the budget today," stressing that "most of the parliament members cut off their travel and their spring break for the purpose of voting on this important law."

He pointed out that "the meetings are continuing in the Finance Committee to put the final touches to the budget bill and then vote on it will begin, after the contentious items are completed."

 

Today, Saturday, the Government Program Monitoring and Follow-up Committee warned of the parliament's approval of the article "counting the missing in the western governorates as martyrs ."

The head of the committee, Deputy Hazem Al-Khalidi, said in a statement to NRT Arabia, “Previous experiences revealed by the regulatory authorities about the fraud of not a few numbers were listed under the title (Victims of military and military errors) and they are in fact among the dead terrorist ISIS who committed heinous crimes against Iraqi civilians and military personnel.

Al-Khalidi warned, "Parliament should take steps that produce those warnings that provoke the Iraqis in general and the people of the liberated provinces in particular . "

Deputy Amjad Al-Oqabi confirmed, on Saturday, that the attempts to reduce the exchange rate of the dollar are related to one of the neighboring countries.

Al-Uqabi wrote in a tweet on Twitter, today (March 20, 2021), that "some data and statements for the purpose of restoring the exchange rate of the dollar, Iraq and the Iraqi citizen are not concerned with them, but most of their concern is to please the neighbor."

political blocs regarding the share of the Kurdistan region in the budget.

in a statement that Mawazine News received a copy of: “We renew our objection to the formula presented by some
political blocs regarding the region. As the proposed formula in it is of the general nature that allows the
region’s government to refrain from delivering the oil produced in it and non-oil revenues without arranging
federal action that prevents the payment of the region’s expenses in the event that it fails to comply, so using the phrase (operational
instead of current) and deleting the phrase mentioned in Article 7 of the law Financing the fiscal deficit,
which states (It is not permissible to pay the expenses to the region in the event that it does not commit to delivering all of the oil
And non-federal revenues) all encourage the regional government not to commit to the delivery of oil and
other revenues, however this text allows the rubber to deliver financial dues to the region.
He added, "We warn against
the continuation of the policy of double standards in the distribution of revenues among the Iraqi provinces, which
produces only resentment, tension and tension in the ranks of society."
We present the
following formula to ensure justice among all Iraqis:
1. Abolish the first paragraph of Article (11) that calculates the dues of the
Kurdistan region for the previous years from 2014 to 2019 despite the fact that
oil and non-oil revenues were not handed over to it .
2. Paragraph
Second - A of Article (11) is amended to be (The region is obligated to deliver no less than 460,000 barrels.
Daily to SOMO, and in the event that its production exceeds this amount, it is obligated to deliver it also to

3. Adding Article
Seven of the Current Deficit Financing Law (determining the Kurdistan region’s share of the total actual spending
(current expenditures and investment project expenditures) after excluding the sovereign expenditures specified
in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021) and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources
Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures
as well as the contingency reserve) provided that the Kurdistan region is committed to handing over at least (460) thousand barrels
per day to the Iraqi Oil Marketing Company (SOMO) exclusively, as well as deliver Mazad on those quantities and all non-oil revenues Federal
And in the event of non-compliance by the region, the expenses may not be paid to the region, and the violator of this
text bears the legal responsibility).
4. Paragraph

A parliamentary source revealed, on Saturday, the collapse of the Kurdish delegation's negotiations with the Shiite forces regarding the region's share of the budget.
