SULAIMANI — Negotiators from the Kurdistan Regional Government (KRG) and the Shia bloc in the Council of Representatives reportedly reached an agreement on Sunday night (March 28), eliminating one of the obstacles to passage of the 2021 Federal Budget Law.

NRT reporter Omed Muhammad said the deal involves a provision that allows Iraq’s federal government to cut off cash transfers to the KRG if Erbil does not comply with the law.

“If the Kurdistan Region does not comply with [Article 11’s sections], the share of the Kurdistan Region will not be sent,” Muhammad reported, referring to the section of the legislation related to the Kurdistan Region.

Finance Committee Rapporteur Ahmed Safar, a member of the Kurdistan Democratic Party (KDP), told NRT that impasse between Baghdad and Erbil had been resolved and that negotiators were now waiting on the full Parliament to vote to approve the full bill.

Meanwhile, that vote was repeatedly pushed back on Sunday, from its originally scheduled time of 3:00 p.m. local time to the late-night hours, as lawmakers tried to hash out other issues, in particular their disagreement over whether formally to devalue the Iraqi dinar.

During the evening, former prime minister Haider al-Abadi called for the government to review the decision.

ERBIL, Kurdistan Region — Iraqi parliament’s finance committee have reportedly agreed on the Kurdistan Region's share of federal funds in the country’s contentious and long-delayed budget bill, according to a member of parliament. The legislative body has postponed voting on the bill once again until later in the night.

The new amendment to Article 11 would require the Kurdistan Regional Government (KRG) to hand over 250,000 barrels of oil a day or their value to Baghdad, in addition to 50% of non-oil revenues, such as custom fees and taxes, according to Ahmed al-Saffar, a member of parliament’s finance committee. 

Shiite parties had previously amended the article to require all of the Kurdistan Region’s non-oil revenues.

Parliamentary blocs held intensive meetings ahead of the parliament session now supposed to be held tonight, which had already been postponed several times due to disagreements on the Kurdistan Region’s share of the budget.

Iraqi lawmakers have criticized the Kurdistan Region's independent oil sales, with many wanting Erbil to hand over all of its oil to the State Organization for Marketing Oil (SOMO) in exchange for federal funds.

Both governments have also seen revenues drop due to low oil prices last year. The KRG is unable to pay its civil servants on time and in full, while the Iraqi government borrowed over $25 billion from the country's central bank to pay salaries for the last three months of 2020. Baghdad also devalued the dinar in December. 
 
Saffar told state media that there are political blocs pushing to change the devalued dollar-dinar exchange rate.

Jasim Al-Bakhati, the deputy of the Iraqion Alliance, said that some forces are calling for the addition of an article about foreign loans in the budget.

"The Region's share in the budget is no longer the problem, as there are big blocs trying to add an article concerning borrowing an amount of one billion dollars for the benefit of the Ministry of Electricity for development purposes," Bakhati said.

Iraq had an economically woeful 2020, thanks in part to a global crash in the price of oil and the coronavirus pandemic.

A Kurdish representative in the House of Representatives announced that the Kurds' share in the draft budget law is no longer a problem, and that the existing differences are the differences of the Iraqi political parties.

The deputy in the House of Representatives for the Patriotic Union of Kurdistan, Rizan Sheikh Delir, told PUKmedia , this evening, that Iraqi citizens should know the fact that the Kurdistan Region’s share of the budget did not constitute an obstacle to voting on the draft federal budget law.

Dalir added that the Kurdistan Region delegation visited dozens of times to Baghdad to reach an agreement, and that what is an obstacle to the budget is the intention of the Iraqi political parties and their conflicts with the government, not the Kurds' share in the draft budget law.

MP Delir indicated that Article 11 of the draft budget law for the Kurdish share has been voted on by the Finance Committee, and that what has so far hindered the parliament's vote on the budget are the problems of the Iraqi political parties, and that each party wants its proposals to have a place in the legal project

{Policy: Al-Furat News} The MP for the Patriotic Union of Kurdistan, Mariwan Nader, confirmed the end of the dispute over the region's budget and "no longer exists" and the complex in discussing the exchange rate of the dollar against the Iraqi dinar.

 

Nader said, in a press statement, that "Parliament Speaker Muhammad al-Halbousi and heads of the blocs in a meeting on reading the articles of the budget bill, and that the differences that existed in the past no longer exist now."
He pointed out that "in the event that the meeting of Al-Halbousi, the Finance Committee and the ministers ends about reading the budget articles without any problems, then this evening the voting session will be held on the draft budget law, and Kurdish representatives in Baghdad in general will attend the session."
Nader said, "There is no longer a problem with regard to the Kurdistan region’s share of the budget, and that what is currently present is more related to the price of the dollar and the dinar in the draft law."
The Kurdish deputy concluded that "he does not believe that there is a problem regarding the quorum for holding the session, because all parties are satisfied and the differences have been greatly reduced."
The Deputy Speaker of Parliament, Bashir Al-Haddad, announced that the quorum has been completed for the voting session on the federal budget law for the fiscal year 2021.
The head of the Kurdistan Democratic Party’s parliamentary bloc, Vian Sabri, has confirmed that the quorum has been completed for the parliament session devoted to passing the fiscal budget for 2021.
It is hoped The House of Representatives announces shortly after a session to pass the draft federal budget law for 2021 or postpone it to another notice.

What happened????  Several articles said they was an agreement and that the budget would be passed......   I am sooooo tempted to get out of this madness.

Don’t worry TexasMike, the national oil company law, which is also known as the hcl was not ever going to be in the budget anyway. At some point they will pass a budget. At some point afterwards the oil company law will be submitted. They might get the budget passed before Ramadan. Might be after. I doubt during. 
don’t get swept up in the hype. Positive or negative. Let’s just see what the next couple of months bring. I think it will be then before we have a better idea of what’s coming.

The marathon discussions conducted by the parliamentary blocs to resolve the vote on the budget law broke out, after a new dispute erupted over provisions in the law.

A representative source said to (Iraqi Media News Agency /) , that the meeting of the parliament presidency and heads of political blocs and the Finance Committee failed to reach a final agreement to vote on the budget law, and that today's session will be postponed to another day.

He added that the disagreement centered on allocating funds from 30,000 Hashd members who had canceled their contracts and returning them to service, in addition to the provision of foreign loans to some ministries, including the Ministry of Electricity

They finally agreed on the share of the budget, now they are in disagreement over the price of the dinar against the dollar :facepalm2:

Absolutely agree! As I made note of on Friday, this is exactly what we have been waiting on.  Mass confusion, contradictory articles etc. They agreed, then postponed, then agreed again, then voted and passed it, then postponed again.  This is being done purposely.  What better way to cause dismay and confusion to outside investors. I have a sneaky suspicion that they probably did pass that budget. We wait and see.
