The federal budget law for the year 2021 cannot be discussed in isolation from the exchange rate of the Iraqi dinar against hard currencies, especially the US dollar, the selling price of one barrel of Iraqi oil, the economic policy of the country, the growth and development of the public and private national economy sectors and the import and export policy because all these matters and others are linked to each other because of their The impact on the level of income of real citizens and their well-being that the Iraqi government seeks, and at the same time it is its main goal in theory. In practice, it is the opposite, which is the essence of this article.
I begin this article by listing two important definitions in economics that have been absent from the minds of Iraqi politicians, especially their esteemed parties. Nominal income, which means the amount of income a citizen receives from his work, his pension, or from any other legitimate source of livelihood represented in the currency of the country or elsewhere. Real income means the amount of goods and services that a citizen gets in exchange for nominal income.  
The main goal in the 2021 budget is to raise the real income level of the Iraqi citizen. But in terms of a simple reading of it, we see the opposite, because the first action the esteemed government did was to reduce the value of the Iraqi dinar against foreign currencies, as the US dollar became equal to 1450 Iraqi dinars after it was equal to 1191 Iraqi dinars. 
1. Reducing the exchange rate of the Iraqi dinar
The depreciation of the Iraqi dinar against the dollar has caused disruption in local markets and a significant increase in prices, as most of the goods are imported from outside the country and are linked to the US currency.
It has revitalized and revitalized the Iraqi industry, after many years of extinction and destruction that affected the industrial sector, since the days of the economic blockade in the 1990s, to the fore, with the high demands to work to reduce the negative impact resulting from the deterioration of the value of the Iraqi dinar and by raising the contribution of the public and private industrial sector. The Iraqi government's decision to reduce the salaries of employees by 20% has aroused the citizens ’resentment and resentment over the rise in the value of the dollar against the Iraqi dinar (1 dollar equivalent to 1450 dinars) great resentment in the country, according to a statement by a member of the Economy and Investment Committee in the House of Representatives, Nada Shaker Jawdat. 2. Economic recession and idle industrial facilities
Economic expert Dr. Hammam Al-Shamaa believes that the recession will increase in the Iraqi market, due to the decline in the purchasing power of the mass of employees after the decrease in the value of their salaries. Al-Shamaa suggested that purchasing power will decline by 20%, as a result of the rise in prices, and thus will be reflected in the private sector, and this will lead to an further decline in the gross domestic product.
Dr. Hammam Al-Shamaa estimated the total stalled economic projects at about 50 to 100 thousand projects. Al-Shamaa pointed out that the activities of real sectors, such as agriculture and industry, do not depend on the exchange rate except in a very simple way, and this means that lowering the exchange rate of the Iraqi dinar gives the local product an opportunity to compete with imported products, meaning that Iranian, Turkish and other imported goods in the Iraqi market , It will be more expensive than before, according to Al-Shamaa's estimation. He added, "However, Turkish and Iranian commodities will remain at lower prices than the local ones, due to the devaluation of the Turkish lira and the Iranian riyal to very low levels, and thus their competitiveness remains higher than that of Iraqi goods." Also, the local producer is not able to produce all kinds of goods required by the Iraqi market, and for this it cannot fully meet the market’s need, and therefore there remains a need for import.
For his part, the President of the Federation of Iraqi Industries, Ali Al-Saadi, welcomed the government's decision to reduce import and help the local product to compete, and called on government agencies to support the poor and vulnerable classes by supporting imported products that relate to the life of the citizen, as well as providing the owners of Iraqi factories with subsidized raw materials to compensate Shortages, leaving luxuries and unnecessary items unsupported. The decline of the dinar and the rise in market prices have revitalized the Iraqi industrial projects that have been suspended for a period of nearly two decades.
Al-Saadi revealed in an interview with Al-Jazeera Net that there are 54,000 projects registered in the union, as well as 21,000 projects with the Industrial Development Directorate, and confirmed that 90% of these vital projects have stopped due to their inability to compete, and the lack of a safe business environment. The Director of Information of the Ministry of Industry, Mortada Al-Safi (Al-Jazeera Net), stated that the number of factories and laboratories belonging to public companies is about 285, of which 83 are suspended. Regarding the reasons for the stoppage of factories, he cites many reasons, including the old and outdated equipment. Because most of them are old since 1960, and at the time of the siege of the 1990s they were extinguished due to continuous work and lack of maintenance equipment at that time, as well as wars, and what they were exposed to at the hands of ISIS militants. While Dr. Hammam Al-Shamaa estimates the total stalled economic projects, with more than 50 thousand small and medium industrial projects, and may reach 100 thousand suspended projects. And he indicated that industrial production used to constitute 12% of the gross domestic product, but it has become less than 1% at the present time.
Whereas, Nada Jawdat indicated that there are some influential figures who have factories outside the country, and they do not allow the establishment of a new industry inside Iraq, because they want Iraq to remain a consumer market for their products. It expressed its regret at the war, mismanagement and corruption that Iraq suffers, and regional and international conflict targeting Iraq, as some countries are working to dump Iraq with goods to deplete its budgets. We conclude from this that Iraqi products need to activate the Consumer Protection Law. 
3. The Ministry of Industry's plan to restart the stalled factories
The Ministry of Industry and Minerals developed a plan for the advancement of Iraqi industry, and the return of the "Made in Iraq" reputation again. The plan was divided into 3 sections, short, medium and long-term, according to Mortada Al-Safi, Director of Information of the Ministry of Industry.
Work is currently underway on the first short-term plan, which includes operating factories and factories with less than 30% stoppage. He confirmed that 12 factories and factories of the Ministry of Industry and Minerals had been opened, as part of the short-term plan. While Dr. Hammam Al-Shamaa believes that changing the exchange rate will not be a magic tool to develop the industry and give it the opportunity to succeed, because the real requirements for the renaissance of the industry require abundant capital, security and stability, and arms in the hands of the state, as well as the return of Iraqi industrial projects owned by Iraqis abroad.  
Here, it is necessary to mention the start of activating the construction of roads and transportation that connects industrial projects to markets and the disposal of industrial products, because a large proportion of road roads in central and southern Iraq, estimated at 70%, are in a deplorable and dangerous condition due to the large number of traffic accidents and deaths. 
 
4. Examples of the impact of the depreciation of the dinar on the Iraqi citizen
The Iraqi citizen suffered great losses due to the rapid decline of the Iraqi dinar price against the US dollar as a result of the Central Bank of Iraq’s decision to devalue the local currency, in conjunction with a stifling financial crisis that has plagued the country as a result of the collapse of oil prices due to the Corona pandemic since the spring of 2020.
For example, Wissam Al-Shammari, a poultry farm owner, says that the loss caused by the new exchange rates of the dinar lies in the fact that producers of raw materials for the poultry sector that are sold to local poultry fields import these materials in US dollars and then they are sold to farm owners in Iraqi currency, who pay their values after the sale. Al-Shammari added to Al-Jazeera Net that the sudden decline in the exchange rate of the dinar against the US dollar was the reason for creating a financial gap, and the rise in the price of raw materials by more than 30%, at a time when the profit rate from this process is estimated at 10% -15%. Therefore, whoever bought raw materials for one million dollars lost about 200 thousand dollars in a matter of hours due to the change in the exchange rate, indicating that the losses of his project doubled in batches in the past few days, and reached 10 million Iraqi dinars by the day's coming.
On December 20, 2020, the Central Bank of Iraq imposed the new pricing for the sale of the US dollar in the public auction for the sale of the currency, which set 1450 dinars instead of the previous price of 1190 Iraqi dinars per US dollar. This means that the Central Bank began applying the new price for selling the dollar, so that every 100 US dollars equals 145 thousand Iraqi dinars.
The Iraqi local markets in Baghdad and other governorates were turbulent in mid-December 2020, after a sudden leak of the 2021 draft budget that included the new exchange rate.
And at the International Book Fair in Iraq, which concluded its activities on the evening of Saturday 19 December 2020 in the capital, Baghdad, Iraqi publishing houses suffered great losses due to the decline in the exchange rate of the dinar against the dollar. And a number of publishing house owners stated that they have suffered great losses due to the difference in the exchange rate of the dollar, especially those who deal with Arab publishing houses, as it cost them to pay what they owe in terms of wages, losses of 20 thousand dinars per 100 dollars, in addition to that, the purchase of publications The new book, according to the new dollar exchange rate, will expose the book market to confusion, due to the sudden increase in book prices, which a large group of readers will not be able to acquire.
Economic expert Dr. Mahmoud Dagher told Al-Jazeera Net that "the problems of the new prices will last for about two months, and some of them will need tribal solutions," indicating that "those dealing with traders in the Iraqi market will face difficulties in payment and may disagree about them, although they did not contribute to making the problem, and the government did so afterwards." " Dagher added that the Iraqi market needs time to coexist and organize its dealings and settle previous financial transactions before and after the change of the exchange rate, in order to reach settlements between wholesalers and retailers and owners of goods, stores and stores, as well as the problems of contractors in the country who deal with the old exchange rate.

Cougar told Al-Jazeera Net that "the Iraqi government is deliberately raising the price of the dollar against the Iraqi dinar to provide large financial differences in the hope of achieving financial abundance for the state treasury." He pointed out that "Iraq gets a dollar from selling crude oil, and distributes salaries to employees in local currency, and the government believes that it will achieve financial abundance in the event that the dinar's value falls against the dollar." Cougar considered that the policy of raising the price of the dollar against the dinar is "a failure" and harms the Iraqi citizen and limits his financial and purchasing power in the local market, given that prices will rise in the local markets as the value of the dinar decreases.
The decision to reduce the exchange rate of the Iraqi dinar against the US dollar sparked a wave of anger in the Iraqi street, but Prime Minister Mustafa Al-Kazemi defended the government’s move and said that he had two options: “Either the collapse of the system and enter into complete chaos, or we enter into a Caesarian process of reform.” Al-Kazemi cited during a speech at the Iraqi Council of Ministers session held yesterday evening, Saturday, in several countries, including South Korea and Singapore, when they had previously taken "difficult decisions" in order to reform the economy.

1 - Reducing the exchange rate of the dollar and returning it to its previous price after its catastrophic effects on the national economy and its negative repercussions on the living conditions of the citizens became evident and the occurrence of a significant increase in the prices of consumer goods even locally produced, especially with the government's recognition of the harm of this decision and the formation of a committee to limit its effects, with Noting that all the justifications presented by the government previously to justify this wrong measure should be taken by Parliament regarding an honorable national and historical stance to confirm its constitutional authority and representation of the people, even if this requires amending the Central Bank Law.

2 - Failure to approve the new foreign loans included in the draft budget, which amount to more than (8.5) billion dollars, and we warn here about the foreign borrowing policy and its burdensome sovereign and economic effects, especially since many of the projects proposed to allocate these loans to them do not represent a priority in the government investment approach We also confirm the refusal to authorize the Minister of Finance to issue sovereign guarantees.

3 - the abolition of materials that allow for the privatization of all state sectors of production and services and allow the involvement of investors and contractors in the ownership of oil and gas fields, power plants, aircraft Iraqi Airways and government banks, as well as materials that allow the sale of agricultural land owned by the state to the owners of the right to dispose worth much less than the value of realism, as well as To the materials that allow the sale of the state’s financial assets, including industrial, infrastructure, and others .

4 - Abolishing the articles that give the Kurdistan region unjustified privileges at the expense of the rest of the governorates, and we suggest including Article (11) the following text (the region is obligated to deliver (460) thousand barrels in full and all that is added to the company (SOMO) and hand over all its non-oil revenues to the treasury. Public ... and in the event that he refuses to do so, no dues are paid to the region, and the violator bears legal responsibility for that).

We claim that the representatives and representatives of the people will be up to the confidence and responsibility that the people have given them, that they prevent harm to the national economy and limit the effects of floundering government decisions, and we count on their rejection of political pressures, bargaining and electoral auctions at the expense of the nation and the people's interest .

Mazhar Muhammad Salih, the financial and economic advisor to the prime minister, Mustafa Al-Kazemi, revealed today, Sunday, that thousands of job opportunities will be provided in the 2021 budget, which is expected to be voted on in Parliament, while talking about other positives that concern the people.

In an interview with (Baghdad Today), Mazhar Muhammad Salih said, "The main move in the draft budget law for the year 2021 came through the adoption of new investment projects that will provide thousands of job opportunities, as well as strengthening market activity."

Saleh added, "In the event that oil prices continue to boom and recover for a reassuring period of time, additional new investment projects will be approved, and the budget may be modified."

He pointed out that "if there is ample time, there will be a supplementary investment budget that includes additional reconstruction projects, as well as a decline in debt as long as the deficit disappears completely and financial surpluses are obtained that are worth the added investment."

The financial and economic advisor to the Prime Minister continued, "The matter in the previous variables is left to the financial budget strategy and estimates as well as financing alternatives."

Earlier, the reporter of the Finance Committee, Ahmed Al-Saffar, revealed the allocation of financial sums to contracts, daily wages and new job ranks in two Iraqi ministries within the 2021 budget.

And Ahmed Al-Saffar confirmed, in a televised interview (Baghdad Today), that political reasons prevented some blocs from entering the vote session on the budget last week, which is outside the powers of the Finance Committee and the House of Representatives.

Al-Saffar added that “adjusting the exchange rate and financial matters in the budget are not among the powers of Parliament, and it is among the powers of the government and the Central Bank.” .

Shafaq News / On Sunday, the Al-Fateh Alliance informed the Presidency of Parliament that its deputies will not enter the voting session on the budget law, unless the dollar exchange rate is reduced.

A parliamentary source stated, to Shafaq News, that "Al-Fateh Alliance informed the Presidency of Parliament, heads of political blocs and ministers at the current meeting, not to enter the Council Chamber and vote on the budget law without reducing the price of the dollar."

The source added, "This decision caused a delay in the session, and the failure to reach an agreement to vote on the law."

The Parliamentary Finance Committee had confirmed its intention to pass the budget law, at Sunday's session, despite political blocs arguing in an attempt to obstruct the session.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, told Shafaq News, "The political blocs are using the pretext not to enter the session hall to vote on the budget law."

The Presidency of the House of Representatives had set the ninth evening on Sunday as the date for the voting session on the draft budget bill.
