Baghdad today - Baghdad

The economist Bassem Antoine said today, Sunday, that the continuing demands of reducing the dollar exchange rate by political forces in exchange for passing the budget means that there is a `` political match '' that has nothing to do with the Iraqi economy.

Antoine said in a televised interview, that "there is an international demand not to allow the rise of the economy in Iraq, and to turn it into unproductive consumer areas. Therefore, despite spending hundreds of billions on projects that are said to be economic renaissance, the Iraqi reality is witnessing a great deterioration in the economic aspects."

He continued, "Dumping Iraqi markets with consumer products, for the purpose of striking Iraqi goods, is part of those attempts to hit the Iraqi economy."

He continued, "Restoring the dollar exchange rate to what it was previously does not mean that the Iraqi economy will mature or improve, nor does keeping the dollar in its current position contribute to increasing local production, so there is no coordination between the concerned authorities to enhance Iraqi production."

Antoine says, "The differences based on the paragraphs of the draft budget of 2021, are differences based on the foundations and political mood, and have nothing to do with the reality of the Iraqi economy," noting that "political differences will increase the economic crises in Iraq."

Earlier in the day, Sunday, the Presidency of the House of Representatives decided to postpone the session for voting on the budget to seven in the evening.

An informed source said to (Baghdad Today) that "discussions of political blocs and forces continue with the government and its relevant ministries on the draft budget law."

And accordingly, the Presidency of the House of Representatives decided that the voting session on the law will take place at seven o'clock this evening, Sunday.

The parliament session was scheduled to be held today at exactly three o'clock

Economy News - Baghdad

Fitch International raised Iraq's credit rating from a negative outlook to stable in the long run.

The rise in Iraq's classification is due to the direct impact of the decision to reduce the exchange rate on the basic economic and financial indicators that focus on reducing the balance of payments deficit and reducing the public debt-to-GDP ratio, as well as reducing the budget deficit as well as maintaining foreign reserves.

The agency indicated that this is based "mainly on the decision to reduce the exchange rate of the dinar by 22.6% during the end of 2020, in addition to the improvement in oil prices and the government's approval of the white paper for economic reform."

She explained that "the reduction in the exchange rate of the Iraqi dinar has led to a reduction in the demand for imported goods and services, which automatically reduced the demand for the dollar and reduced the current account deficit, thus preserving the foreign reserves at the Central Bank of Iraq."

The agency added: "The government’s revenues from oil export sales increased due to the increase in production, the increase in oil prices, and the reduction in the exchange rate of the Iraqi dinar. The government's ability to cover expenditures and public sector salaries has increased, as oil sales in foreign currency constitute about 89% of the budget revenues."

She pointed out that "this is what led to a decrease in the budget deficit expected for the year 2021 relative to GDP from 16.5% to 5%."

"Reducing the Iraqi dinar exchange rate and the subsequent programs to support system" rel="">support social groups would increase the financial solvency and creditworthiness of the Iraqi economy and maintain monetary stability, and this is useful in attracting capital and reassuring it towards investment in the Iraqi productive sectors and increasing economic growth opportunities," she stressed.

Shafaq News / A source in the Parliamentary Finance Committee revealed, on Sunday, that the meeting held by the committee to resolve the disputed points over the draft budget law ended with the resolution of all disputes, indicating that the parliament presidency will hold a meeting with the heads of political blocs and the ministers of finance and planning on the budget as well.

The source told Shafaq News that the Finance Committee ended its meeting held today by reaching an agreement on most of the disputed points in the draft budget law for the purpose of voting on it in today's session.

"After a while, a meeting will be held for the Presidency of Parliament, heads of political blocs, the Parliamentary Finance Committee, and the Ministers of Finance and Planning to discuss a number of issues in the budget, including international loans and investment projects," he added.

The source pointed out that "after the meeting of the Presidency, the date for voting on the budget law will be determined in today's session or another session."

The Minister of Finance and Planning arrived at the House of Representatives earlier today, to finalize the draft federal budget law for 2021, and to put it forward during today's session for a vote.

Shafaq News Agency correspondent said that Finance Minister Ali Allawi and Minister of Planning Khaled Battal arrived in Parliament to participate in finalizing the draft budget bill.

He pointed out that the Parliamentary Finance Committee held a meeting to find solutions to some controversial points in the budget law.

The deputy for the parliamentary wisdom bloc, Ali Al-Badiri, had revealed earlier today that the political blocs agreed to resolve the federal budget law for 2021, in today's session or the possibility of postponing until next Thursday as the maximum date.

Al-Badiri said, to Shafaq News, that "the political blocs agreed to vote on the federal budget law, this week, and not to postpone it until next week."

He added that "there are meetings between the Presidency of Parliament and the heads of political blocs and the Parliamentary Finance Committee, to reduce obstacles and controversial points for resolving the draft budget law in today's session," stressing that "there is insistence and determination on the part of parliament members to vote on the budget law in today's session," indicating that "The vote on the bill in today's session is 70%."

The House of Representatives failed to vote on the federal budget bill for 2021, due to the continuing disagreements over some items.

The budget allocations are estimated at 130 trillion Iraqi dinars (about $ 89.6 billion).

Article 11 of the draft budget relates to the share of the Kurdistan Region, and stipulates that it will deliver 250 thousand barrels of oil per day, with tax revenues to Baghdad, in return for receiving 12.6 percent of the budget.

However, some political blocs are demanding that the article be amended to include a text that holds anyone who decides to spend these funds to the region legally responsible if their oil is not delivered to the federal government.

Yesterday, Saturday, Deputy Speaker of Parliament Bashir Al-Haddad announced the results of the Parliamentary Finance Committee meeting with a number of ministers regarding the federal budget law, stressing the need to address the rise in food and commodity prices.

Al-Haddad said in a statement received by Shafaq News, after presiding over a joint meeting held in the Rashid Hotel in central Baghdad between the Parliamentary Finance Committee and the Ministers of Oil, Finance, Planning, Electricity, Reconstruction, Housing, Labor and Social Affairs and the Chairman of the Federal Service Council, that a detailed discussion and discussion of the articles and articles of the draft federal budget law for the year 2021 and included in the agenda of tomorrow's session.
