On Thursday, the General Secretariat of the Council of Ministers directed the Central Bank of Iraq to take appropriate measures regarding rescheduling of previous loans granted by banks to the CBI initiative. 

The secretariat stated in a statement that 

“This came based on the recommendations of the Central Bank Loans Sub-Committee emanating from the Supreme Committee concerned with setting up a mechanism for granting loans to projects without interest or reduced interest, by making use of the amounts allocated to finance these projects and supervising them, with the aim of activating the economic sector (the sector). Private) and facilitate its procedures.

And the statement added that “it was decided to reschedule the previous loans granted by the Housing Fund and the Real Estate Bank.

The term of the loan is (20) years with the cancellation of the interest of (8%) calculated”, explaining that “on previous loans, starting on 11/29/2020.

And the Industrial Bank, the term of the loan is (15) years with interest of (8%) on those loans.

 

The statement continued that “it was also decided to adopt the credit plan schedule for the Central Bank’s initiative for all governorates (according to the criteria for population density and poverty rate), as well as the adoption of a schedule for the distribution of credits for the Central Bank’s initiative loans according to the governorates and sectors covered (industrial, housing, agricultural),” pointing out “The sponsorship of women’s salaries has also been approved in banks licensed by the Central Bank of Iraq, whether permanent owners, contracts, retirees, or employees of the security services, as the settlement of the salary at any of the licensed banks and the reservation of the housing unit will be sufficient to grant the loan without the need for another guarantor.“

 

The statement stressed that "the real estate bank and the housing fund will be covered by the provisions of paragraph (j) of Article (2) of the lending mechanisms communicated by the letter of the General Secretariat of the Council of Ministers dated 11/29/2020."

Prime Minister Mustafa Al-Kazemi, Al-Kazemi, confirmed that someone is trying to blackmail the state under false titles or names. 

During a ceremony honoring the families of the press martyrs at the Iraqi Journalists Syndicate, Al-Kazemi said: “I am happy to be among the journalist and media family and to be part of this family that presented A lot for Iraq, and it played a real role in making our society." 

He added, "The government made a great effort and provided logistical support during the Pope's visit, but the press and the media were the ones who conveyed the true image of Iraq." 

He continued: "We remember the martyrs of the press, they should always be in memory, and be an incentive to convey the word of truth with consciousness of conscience, and it is the government's duty to take care of this important segment, the families of the martyrs of the press."

Al-Kazemi called on the press to "direct its criticism daily for every negative case it indicates in the Iraqi state, including the government and the prime minister," stressing that "constructive criticism is what builds the state." 

He pointed out that "journalists have contributed to crayons in the fight against terrorism and sectarianism abhorrent and racism, and fought Daesh foreign interventions, pointing out that "some try to Iraq turns into an arena for settling regional and international accounts, but journalists have played a great and courageous role in addressing this matter." 

He pointed out that "The political system after 2003 went through difficult and complex circumstances that sometimes produced disappointments, and the press must play its role in creating hope.
Theater, art, poetry, song and journalism are all opportunities for the love of life, and this is what we need.
" 

He explained, "There are those who think that by using weapons they will threaten the state or scare the prime minister and the government, and by God we will not fear anyone except those of our consciences, and we do not want to go in the country to a civil war, or to a spiral of blood, as we have reaped a lot of blood, and we do not want it to be repeated."

He stressed that "there are achievements, but there are those who are trying to blackmail the state under false titles or names.

He continued, "This government came in difficult circumstances, and the wrong policy over 17 years had led to a popular movement that produced this government, and that is why its mission was only to prepare for early and fair elections, and the press has a great role to play in preparing society to participate in these elections."
 

Got social problems of my people and motionless, was due to question the integrity of the last election and must not repeat the error itself, the government is working day and not night only to provide normal conditions for the elections, but to provide a process of reform in sectors that need long time to accomplish.

He explained that "there are those who bet that the government, in the seventh month of last year, will not be able to pay salaries, praise be to God.
 

The government has succeeded in securing the salaries of state employees despite the attempts of some to stop them in October and the second, 

and some were betting on the collapse of the central bank,

but the bank added to the reserve Billions of dollars in three months,

and stressed that "yesterday witnessed the rise of the country's credit rating,

and Iraq rose to a higher degree in the international rating, 

and this constitutes a restoration of confidence in the Iraqi economy."  

He continued, "The political conflict should not lead to the spread of false information in order to create people's despair and frustration, and we must create hope and the future and dream of a better Iraq, and this is the responsibility of journalists by conveying the facts.

There are attempts to distance Iraq from its role as well as silencing voices."
The honorable one, the government will protect all journalists and all the honorable pens that bear the conscience of Iraq in its conscience. 

He concluded that "there are some showcasing attempts by some to thwart any attempt by Iraq to open up to the world, and the review today in Baghdad aims to confuse the situation and create despair and frustration among Iraqis."

A member of the bloc, Sarkut Shams al-Din, said in a statement that the Euphrates News Agency received a copy of it, that “the bloc will not vote on any agreement between Baghdad and Erbil if it does not include the marketing of oil through the“ Sumo ”company and include the salaries of the region’s employees without any arguments or delay or cut off. Until "some political blocs gave up the condition of marketing oil for the benefit of the Kurdistan Democratic Party," he said.

Parliament is scheduled to hold a session next Saturday to vote on the fiscal budget bill for 2021.

The deputies ruled out voting on the budget on Saturday, because no agreement was reached yet on the differences, especially the region’s share.

Samir Hawrami, spokesperson for the Vice President of the Kurdistan Regional Government, announced yesterday, Thursday, that "the new formulation agreed upon in the draft fiscal budget for 2021 included two proposals," noting that "the region is ready to implement one of these two proposals."

Hawrami said in a press statement, “The Kurdistan Regional Government has concluded, since April 2020, with the federal government, 3 types of agreements regarding financial dues,” indicating that “there are currently two proposals about the Kurdistan region’s share of the budget for 2021, a proposal for the federal government, And another for the Finance Committee and Parliamentary Blocs.

He added, "The region is ready to implement one of these two proposals that were agreed upon," noting that "the Parliamentary Finance Committee voted for the article on the Kurdistan region’s share of the budget, so, the region’s share is not the reason for delaying the vote on the budget law."

Baghdad (People) -  The House of Representatives decided, on Friday, to postpone the session for voting on the budget until next Sunday.  
 
The Council’s Media Department stated in a statement that “People” received a copy of it (March 26, 20219), “Given the continuing discussions on the draft budget law and the need for final formulations of the articles of the budget bill, the Council Presidency decided that the voting session on the draft budget law would take place on Sunday, corresponding to March 28. 2021 is three o'clock in the afternoon.  
 
Earlier Saturday, the House of Representatives decided to postpone the session for voting on the budget for a full week, due to the political disputes surrounding the budget approval.  
 
The department said in a statement that “People” received a copy of it (March 20, 2021) that “in view of the continuing discussions on the draft budget law and giving the opportunity to the relevant committees for further review and scrutiny.”  
 
It was decided to postpone the vote on the draft budget law until Saturday, March 27, 2021 at one o'clock in the afternoon.  
 
The MP for the Patriotic Union of Kurdistan, Rizan Sheikh Delir, spoke of a sudden 'collapse' in the negotiations between the Kurdistan Region delegation and Baghdad regarding the region’s share in the financial budget.

The parliament’s media office said in a statement that the session will be held at 3:00 p.m.

Last Friday, negotiators from the federal government and the Kurdistan Regional Government (KRG) appeared to reach an agreement about the budget, only to see it unravel the following morning.

ULAIMANI — Suggesting that a budget vote currently scheduled for Saturday may be postponed, Council of Representatives lawmaker Jamal Kochar said on Friday (March 26) that several issues related to the 2021 Federal Budget Law remain to be settled.

Kochar told NRT that a number of provisions had been added to the legislative draft without the consent of the finance committee and identified Erbil-Baghdad disputes, the decision to devalue the Iraqi dinar, and disagreements over how much each governorate will receive as obstacles currently blocking passage.

The Kurdistan Islamic Union (KIU) lawmaker also argued that some Shia parties do not want the budget to pass in order to create electoral trouble for Iraqi Prime Minister Mustafa al-Kadhimi.

Negotiators from the federal government and the Kurdistan Regional Government (KRG) appeared to reach an agreement about the budget on last Friday, only to see it unravel the following morning.

Samir Hawrami, spokesperson for KRG Deputy Prime Minister Qubad Talabani, told NRT that if the session is held on Saturday, KRG officials will return to the Iraqi capital, but the possibility remained that the vote will be delayed.

Talabani has led the KRG’s delegation during most of the budget talks between Baghdad and Erbil.

Hawrami said that two agreements have been reached, one with the federal government and prime minister Kadhimi and another with the political parties which the finance committee has approved, and that the KRG has signed on to both.

     Regarding the float that is happening behind the screens , Do countries announce a float ? The biggest tell of a float is when supply doesn't meet demand . Look at the real estate market . When supply outreaches demand , prices go down ,and visa versa .  The USD will  also decline due to our massive debt ,all by itself , and this will have a negative effect on our cash in .
