The Speaker of Parliament, Muhammad al-Halbousi, confirmed the existence of stalled laws that the parliament will proceed to legislate, such as the oil and gas law, which is one of the laws stipulated in the constitution, which will address the mechanism of dealing between Baghdad and Erbil and between Baghdad and the rest of the oil-producing provinces, and the law will be one of the council’s next priorities.
For its part, the Ministry of Oil stressed on the 25th of last February the importance of expediting the passage of the Federal Oil and Gas Law, noting that the law will work to regulate the management of oil and gas wealth in Iraq.

The State of Law Coalition announced, on Sunday, its refusal to vote on the budget unless the price of the dollar returns as it was.

"The budget cannot be passed during the next session without fairness to the people by officially reducing the price of the dollar," the coalition representative, Kata Al-Rikabi, said, indicating that "the rise in the dollar price had very negative consequences for ordinary citizens and even traders, the private sector and contractors."

He added that "most of the Shiite, Sunni and even Kurdish political forces support the deputies' approach to reduce the price of the dollar and return it to its previous era."

Al-Rikabi explained that "the high price of oil in the global market will end the budget deficit and the government's pretext to end the financial crisis has ended, especially after the increase in the Iraqi monetary reserve."

"The price of the dollar returns as it was ..? "  That would be around $3.22 , before the statue toppled .They can change the value of the dollar relative to the dinar ,and the only way to do that is to raise the value of the IQD.

"The government has not taken any measures to mitigate the consequences of raising the exchange rate," he said, pointing out that "taking such a decision must coincide with government measures that relieve pressure on citizens, such as subsidizing basic commodities and reducing taxes on some goods and others."

Al-Hamashi expected, "the exchange rate will reach during the 2022 budget of 170 thousand dinars per 100 dollar

Mubasher:The Parliamentary Finance Committee in Iraq confirmed that the central bank will challenge the budget if the current exchange rate for the dollar changes.

 

The Parliamentary Economic Committee considered some of the items added to the budget "unconstitutional," according to the Iraq News Agency, "INA", today, Sunday.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, said in televised statements that the vote on the 2021 budget within the Finance Committee was based on the delivery of the Kurdistan region of 460 thousand barrels per day.

Mubasher:The Parliamentary Finance Committee in Iraq confirmed that the central bank will challenge the budget if the current exchange rate for the dollar changes.

 

The Parliamentary Economic Committee considered some of the items added to the budget "unconstitutional," according to the Iraq News Agency, "INA", today, Sunday.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, said in televised statements that the vote on the 2021 budget within the Finance Committee was based on the delivery of the Kurdistan region of 460 thousand barrels per day.

He pointed out that some blocs requested the addition of a text in the budget in the event of non-compliance with the region, the benefits would be cut.

Al-Saffar added that the budget is for the entire country and not for a specific group, stressing that the provincial quotas, jobs and the exchange rate caused some blocs not to enter the parliament hall.

the  reporter of the Finance Committee in the House of Representatives, Ahmed Al-Saffar, denied, on Sunday (March 21, 2021), the collapse of political agreements on the Federal Budget Law, while confirming that the atmosphere is positive and comfortable in this regard, and the vote is going on to pass the budget.

Al-Saffar said in a televised interview (Baghdad Today), that "the Shiite blocs and the Kurdish delegation concluded an agreement regarding the Kurdistan region’s share on March 19, but a day after the agreement, there was objection from some other blocs regarding the terms of this agreement and the issue is subject to solution." 

He added that "the agreement was included in the budget by the Finance Committee, and the two parties are intent on reaching a final solution to pass the law."

Al-Saffar continued, "The file of the provincial quotas, job grades and the exchange rate is awaiting the decision until now, and we believe that matters are solvable before the voting session on March 27th." 

And that "citizens have been affected a lot by the delay in approving the budget, and there are poor waiting for their salaries to be paid, and unemployed people waiting for work opportunities." 

Al-Saffar pointed out that "the atmosphere is positive and comfortable, and there is no collapse in the negotiations, as is rumored." 

Yesterday, Saturday, the House of Representatives decided to postpone the session for voting on the budget for a full week.

The media department of the council said in a statement that "in view of the continuing discussions on the draft budget law and to give the competent committees an opportunity for further review and scrutiny, it was decided to postpone the vote on the draft budget law until Saturday, March 27, 2021, at one o'clock in the afternoon."
