100 deputies boycott the House of Representatives because of the draft budget

A parliamentary source said, on Monday, that 100 deputies threatened to boycott the next session of the House of Representatives until a date is set for the approval of the Federal Budget Law for 2021.

The source told Shafaq News, "The deputies submitted a request to the Presidency of the Council of Representatives bearing the signatures of more than 100 deputies, threatening to boycott the next session in the event that the Presidency of the Council did not set a date for approving the budget law."


Later, Shafaq News obtained a document issued by a member of the Parliamentary Integrity Committee, Youssef Al-Kalabi, in which he affirmed that the deputies had actually boycotted the House of Representatives, confirming that they would not attend the Parliament's sessions until the Federal Budget Law for 2021 is included.

Last Saturday, a representative source suggested that the federal budget law for 2021 would be included in the schedule of next Thursday's session, indicating that the contentious paragraphs of the Federal Court Law would soon be resolved.

The source informed Shafaq News Agency; It is possible that the budget law will be included in the agenda of next Thursday's session.

The President of the Iraqi Parliament (Parliament), Muhammad al-Halbousi, directed, on Monday, to include the draft federal financial budget law for the current year on the agenda of the next parliament session.

The correspondent of Shafaq News Agency stated that Al-Halbousi had directed the inclusion of the budget bill on the agenda of next Monday's session, based on a request submitted by Representative Yousef Al-Kalabi signed by 150 deputies.

The deputy of the Kurdistan Democratic Party, Pierre Taher, confirmed, on Tuesday, that there is still no agreement with the Kurdistan region regarding its share of the budget.

In a statement to "the information", Taher said, "Until now, there is still a dispute over Article 11 of the Budget Law, and there is another disagreement about settling financial matters, and the political blocs have not responded to the region's request yet."

Taher expected, "an agreement will be reached that satisfies the two parties during the next two days before the budget is presented to vote next Monday, especially in light of the presence of the Presidency of the Council of Representatives not to pass the budget by a majority."

The Speaker of Parliament, Muhammad al-Halbousi, had directed, on Monday, to include the budget on the agenda of next Monday’s session in order to vote on it.

A member of the Finance Committee, Kurdish Representative Jamal Cougar, revealed a new condition for passing the draft federal budget bill for 2021. The Speaker of the House of Representatives, Muhammad al-Halbousi, had directed the inclusion of the budget bill in the next session next Monday, March 15, 2021.

Cougar said in a press statement, “There are problems related to three articles in the draft Federal Supreme Court bill that require approval for each of them to a two-thirds vote. Members of the Council, and that the bill has not passed for twelve years because of those three articles, and the major battle over it in the House of Representatives has been postponed to next Monday." 
 
He added, "Some Shiite and Sunni parties linked the issue of the general budget to the approval of the Federal Supreme Court bill, and a pressure paper was taken from that. Yesterday, the Speaker of Parliament said that they will include the issue in the agenda of Monday’s session while 150 deputies collected signatures to demand not to delay The General Budget Bill.

Cougar believed that "in the event that the Federal Supreme Court bill is passed, the general budget bill will be passed, but in the event that the Federal Court bill is not passed, there will be tensions and the passage of the General Budget Bill will again be delayed." 
 
According to Cougar, "It is possible to pass the aforementioned bill even without the agreement of the Iraqi parties, because there are previous experiences of this kind, and two laws and a decision have already been passed in the absence of Kurdish representatives."

It is noteworthy that four paragraphs of the Federal Supreme Court bill were settled yesterday. As for the articles that were postponed to next Monday’s session, they are Articles 2, 3 and 12, while two months have passed from the current year 2021 and the draft general budget law has not yet been approved. Federal for the year 2021. The Federal Court’s law stipulates that court sessions be held in the presence of its president and all of its members. The draft law presented to the House of Representatives proposes to add four Sharia scholars and two judges to the court, bringing the number of its members to 15.

For the purpose of holding its sessions and issuing its decisions, the Federal Supreme Court needs the votes of all the members of the court, but due to the illness of one member and the death of another, the court is no longer able to hold its sessions. The Federal Supreme Court was formed in 2005, and has been operating under a special law for ten years. It is the highest court in Iraq, and it has the authority to interpret the constitution, annul the decisions of the House of Representatives, and its decisions are irrevocable and unappealable.

"The Council of Ministers decided to suspend official working hours tomorrow in the capital, Baghdad, on the occasion of the commemoration of the martyrdom of Imam Musa bin Jaafar Al-Kadhim, peace be upon him," the media office of the council president said in a statement.

The statement clarified by saying, "The holiday excluded the service and security departments."

Iraq declares an official holiday

The Cabinet decided to suspend official working hours tomorrow, Wednesday, in the capital, Baghdad, on the occasion of the anniversary of the death of Imam Musa bin Jaafar al-Kadhim.

In a brief statement received by Shafaq News, the council excluded the service and security departments from the holiday.

In the meantime, the governorate of Baghdad announced the suspension of the official working hours on Wednesday and Thursday for all its departments, with the exception of health and municipal institutions, for the same occasion. 

The local government in the Iraqi capital said in a statement that the suspension of work hours will include all departments and directorates of Baghdad governorate, with the exception of health institutions and the municipality, to ensure the continuation of the provision of treatment and municipal services. 

The governorates of Maysan, Wasit and Karbala, which are predominantly Shiite, decided to suspend work hours in their departments and institutions tomorrow, Wednesday, for the same occasion.

The Imami Shiite Muslims in Iraq commemorate the death of the seventh imam, Musa bin Jaafar bin Muhammad bin Ali bin al-Hussein bin Ali bin Abi Talib on the 25th of Rajab every year, as millions of visitors flock to the shrine in the city of Al-Kazemi, north of the capital, Baghdad.

Kurdistan Regional Government declares two days an official holiday

The Media and Information Department of the Kurdistan Regional Government announced the suspension of official working hours in government departments and institutions on the day after tomorrow, Thursday, and on Sunday, next week.

In a statement received by Shafaq News Agency, the department said that on Thursday, 3-11-2021, working hours will be suspended on the occasion of the anniversary of the March 11, 1970 agreement.

Likewise, work will be suspended next Sunday, on the occasion of the birth of the immortal Barzani, according to the statement.

Head of the Change Bloc in the House of Representatives, Dr. Yusuf Muhammad, said that the speeches of Pope Francis that he gave during his visit to Iraq were an extension of "early warnings" for steps that may be taken later towards the ruling political class in Iraq.

Muhammad added in a statement, which the Independent received a copy of, that the visit of Pope Francis to Iraq was successful at all religious, official, media and popular levels, indicating that it is necessary for there to be international cooperation after that visit in many matters concerning the country. 
 

He explained that: The first steps of cooperation are to dry up the sources of terrorism and weaken the extremist ideology and violence that appears in Iraq from time to time, after it has been proven that the crises that occur in it affect international security and peace before the regional one.

The first priority in this field is to fight corruption and restore social justice, as His Holiness indicated to fight this phenomenon among Iraqi politicians, and to return the smuggled and looted money to be used in the advancement of the country's infrastructure and to supply the economy that has deteriorated in recent years with non-oil resources through the optimal use of these funds.

Muhammad affirmed that a personal visit that represents the spiritual leadership of the Catholic Church in the world, such as His Holiness Pope Francis, is very important and historic for Iraq, and attracted the world's attention towards him again, in addition to the activities that accompanied the visit, such as his meeting with the supreme authority in Najaf, Mr. Ali al-Sistani and his presidency of the interfaith dialogue that took place in the city Archaeological Ur and the holding of mass in a number of churches in Baghdad, Nineveh and Arbil, warning that shedding light in this image on the visit must be invested by Iraq with steps that help advance the political, economic and security reality.

He warned against sending popular, official and international warnings to the political class in the country through the demonstrations that came out that condemned the narrow authoritarian policies that followed the sit-ins, or the statements issued by friendly countries and international organizations related to corruption and the suppression of freedoms inside the country, usually the speeches made by the Pope of the Vatican in Iraq is an extension of "international early warnings" to the ruling class in Iraq, with subsequent steps that may surprise some, and make the international discourse directed at politicians more powerful and focused on these issues.

Is unbelievable that after 12 years they can not agree in passing some basic law. And is event more surprising is how they keep their job. If I do not do my job in a timely manner, I get fired. Their should not get paid until they do what their are getting paid to do!!!
