The MP for the Patriotic Union of Kurdistan, Dylan Ghafour, announced today, Thursday, significant progress in the ongoing negotiations in Baghdad on the federal budget for 2021.

And a high-ranking delegation from the Kurdistan Regional Government headed by Qubad Talabani, Vice President of the Kurdistan government, continues its negotiations with officials in Baghdad regarding the region’s share of the budget and the salaries of employees.

Ghafour said in a press statement, "The negotiations are proceeding smoothly between the two sides, and great progress is" likely "to include the draft federal budget law for 2021 in the agenda of the House of Representatives to vote next week. She added, "Two articles in the budget about the dues of the Kurdistan region will remain as they came in the draft law, expressing optimism for the success of the negotiations that are still continuing soon."

Samir Hawrami, the spokesman for the Vice President of the Regional Government and the head of the Kurdish negotiating delegation, Qubad Talabani, revealed in a press statement the signs of approaching and agreeing with Baghdad regarding the share of the Kurdistan region in the federal financial budget for 2021.

Hawrami said, "There are signs of approaching a compromise formula close to the text of the draft budget law that was agreed upon between the regional government and the federal government," indicating that Talabani "continues in meetings and consultative meetings with political blocs and personalities to reach a compromise formula that satisfies all parties, according to the merits. Constitutional".

A source familiar with the negotiations' progress said that there is an understanding "of the region’s commitment to deliver 250,000 barrels of oil per day at the price of the Federal National Oil Company (SOMO), provided that the regional government will market it, in addition to 50 percent of the imports of the border crossings."

It is noteworthy that the Parliamentary Finance Committee prefers to submit the budget bill to a vote in Parliament, next week.  The committee reduced the size of the budget from 164 trillion dinars to about 127. Article {11 - first} of the draft budget provides for the settlement of receivables between the federal government and the Kurdistan Region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them.  Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years. Article (11 - second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of oil The crude produced from its fields, and that the oil and non-oil revenues are delivered to the state treasury exclusively.

The guy that got me and my husband into this investment in the first place sold a lot of his dinars a few years back. He lost his job and was trying to get on disability (which kept getting denied) for months. Before his disability claim was finally approved, he needed money to live on, so he sold off several million. I don’t know how often it happens, but I imagine there are people who have given up and sold all their dinar to either reinvest in something else, or they just needed the cash.

I have been following the  stock of one of the oil companies drilling for oil in Kurdistan for close to a year . When they show a raise although slight in value . I think it tells me when buget negotiations may be going well, Kurdistan pays them I imagine from what Iraq gives them ,the oil they secretly sold and from the raise of oil price . It's starting to go up in value  .

When I traded currencies, I would use the price of oil as an indicator👍

The Kurdistan Democratic Bloc announced today, Friday, that a "preliminary agreement" has been reached to settle the region’s share in the general budget law, while indicating that next week will be the date for voting on the budget.

Deputy for Democrat Mayada al-Najjar told Shafaq News Agency, "The percentage of the Kurdistan Region in the General Budget Law is 12.67%," noting that "this percentage goes as salaries for employees, Peshmerga, political prisoners, social care and ministerial expenses."

She added that "the Kurdish delegation and the political blocs have reached a preliminary agreement to settle the region’s share in the budget law, but political dialogues and negotiations are still continuing to resolve the issue."

Al-Najjar added, "We are awaiting the arrival of the draft budget bill to the Presidency of the Council of Representatives to vote on the budget next week, as determined by the Parliamentary Finance Committee."

The Parliamentary Finance Committee has suggested, next Thursday, a date for voting on the 2021 budget after reaching a final government agreement on the region's oil exports.

A member of the Parliamentary Finance Committee, Sadiq Mudlul Al-Sultani, revealed, according to the official agency, that "the federal government and the regional delegation reached a semi-final agreement on the region's oil exports and its share in the budget."

Al-Sultani added, "The agreement is to deliver 250,000 in-kind barrels per day for the benefit of the National Oil Marketing Company (SOMO), and the remaining production will be paid in the form of production, marketing and domestic consumption costs in the region."

He continued, "It is likely that the budget will be presented to a vote next Thursday after the final agreement is drawn up between the parties in the draft budget."

The Parliamentary Finance Committee revealed, on Saturday, the paragraphs that were finally passed in the general budget for the year 2021.

A statement of the committee, which received / Mawazine News / a copy of it, stated that "the most prominent paragraphs that were passed in the budget in a final way is the disbursement of all dues. The farmers and before everyone else, in addition to the transfer of diplomas holders from the bachelor’s degree and up in the security ministries to the civil owners, for those who wish, and within the owners of the same ministry.

The statement added that "the budget included allocating job grades to those covered by the medical graduation law, as well as no deductions and no income tax for employees or retirees in the 2021 budget."

The committee continued that "the payment of late salaries about a year ago to those directly responsible for the Ministry of Labor and Social Affairs in Babel and Muthanna, as well as for raising Babil, as well as passing a law appointing first-class and certificate-holders in the budget." She explained that "salaries were allocated to lecturers, procedures, contracts, and all those covered by Resolution 315, within the budget and in a fixed monthly manner."

The Parliamentary Finance Committee confirmed, on Sunday, the continuation of the dialogues between the Kurdistan Regional Government and the political parties to finish preparing the articles of the federal budget bill for the year 2021.

The deputy of the committee, Sherwan Mirza, said that "the last visit of the negotiating delegation to the Kurdistan Regional Government was positive and it happened." A great convergence to settle the Kurdistan region’s share of the budget.

He added, "There are mutual proposals between the political parties and the negotiating delegation of the Kurdistan Regional Government, and we are waiting for a joint agreement to settle the share of the Kurdistan region from the federal budget for the year 2021."

Mirza pointed out, "The atmosphere is positive and I imagine that the next few days will witness the completion of the preparation of the articles of the federal budget bill for the year 2021."

A member of the Parliamentary Finance Committee, Sherwan Mirza, confirmed today, Sunday, that there is a positive atmosphere between the government of Baghdad and the regional government regarding the budget, stressing that there is complete readiness by the regional government to abide by what they agree on.

 

Mirza told Al-Furat News, "After the region’s delegation visited Baghdad several times, meeting with multiple parties from the parliamentary committees, the speaker of parliament, the heads of the cabinet and the republic and providing the data required by the financial committee about the region’s revenues and expenditures and oil contracts, this created a positive atmosphere." He added, "All these reasons contributed to reaching a positive solution to the oil file and the Kurdistan region’s share file."  Mirza went on to say, "We are waiting for the Shiite blocs to present their last proposal until the discussion takes place." 

A member of the Parliamentary Finance Committee affirmed: "I am ready for them to accept any proposal or proposal, provided that it is constitutional, applicable, and in the interest of the people."  Mirza concluded, "It is possible to vote on the budget during the next two days after completing the amendments, but I expect it will be voted on at the end of this week."
