Rashid pointed out, "It is possible to resolve this issue within the next 48 hours, and that the vote on the budget bill will take place next Thursday or early next week," stressing that "there are positive signs, but no agreement has yet been reached on a final version of the text

The Finance Committee in the House of Representatives announced, on Wednesday, negotiations between Baghdad and Erbil to make changes to Article 11 of the budget.

The committee's reporter, Ahmed Al-Saffar, suggested that "the budget vote in the House of Representatives will be witnessed at the end of this week after the Finance Committee has completed it and is awaiting the results of the region’s delegation meetings to prepare the text for the region’s share of the budget."

Al-Saffar pointed out that "negotiations are continuing between Baghdad and the region’s delegation to make changes to the government text in Article 11, and in the event that solutions are reached, matters will be settled and the budget will be voted on."

The deputy of the Kurdistan Islamic Group, Salim Hamza, suggested next week the date for voting on the federal budget for the fiscal year 2021.

Hamza said {for the Euphrates News} that "the dialogues are open and continuous between the center and the region regarding the budget, and the Kurdish delegation is optimistic so far and most of the political blocs have announced their refusal to pass the budget except after fixing the share of the Kurds." He added that "the political blocs in the past were not in agreement with each other about the region's budget requirements.

Hamza added, "The Kurdish negotiating delegation headed by the Deputy Prime Minister of the Kurdistan Regional Government, Qubad Talabani, discussed Monday with Al-Amiri his share in the budget, but there is nothing new and we have not yet found any practical steps to find a solution," likely "to vote on the budget next week." Qubad Talabani, Vice President of the Kurdistan Region and his accompanying delegation met with the head of the Al-Fateh Alliance, Hadi Al-Amiri, on Monday evening in the federal capital, Baghdad.

The meeting comes within the meetings held by the regional government delegation as part of its visit to Baghdad to complete the dialogues regarding the region’s share in the draft federal budget law for 2021.  During the meeting, Amiri and Talabani discussed the latest political developments in Iraq, as the two sides stressed the need to find radical solutions to the outstanding issues between the government The Kurdistan region and the federal government, and the draft federal budget law, and their opinions agreed that it should be resolved on the basis of the constitution and the law, in a way that preserves the rights of all.

The advisor to the President of the Kurdistan Democratic Party, Massoud Barzani, announced that the Kurdistan region agrees with the federal government regarding the region's share in the fiscal budget for 2021 and the oil file therein.
 
Masoud Haider said, in a press statement, that "there is already a consensus formula between the regional government and the federal government, which stipulates the region’s commitment to deliver 250 thousand barrels of oil per day, in addition to 50 percent of the border crossings imports, and it is assumed that this agreement formula is final. 
 
The fact that the federal government has included it in the draft budget law that falls within its responsibilities and constitutional jurisdiction. And that "some parties have covered this issue, and brought it into the framework of political negotiation, and the regional government, in turn, showed flexibility in this matter, and communicated with most of the political blocs in the hope of reaching a formula of agreement that satisfies both parties,

and an opportunity to bring views together
to resolve the remaining issues between the region and Baghdad,
 
including THE ENACTMENT OF THE OIL AND GAS LAW  
 
to avoid a recurrence of such a problem in the future."


Regarding the possibility of passing the budget law, Haidar said: "There are political blocs that understand the need to reach consensual formulas regarding this issue, and we hope that the Shiite brothers will understand the seriousness of the stage that Iraq is going through in general, and that the law will be passed in a manner that preserves the people of the Kurdistan region of their constitutional rights." 

Regarding the guarantees of Baghdad’s commitment to the agreement’s wording after its passage, Barzani’s advisor said, “We hope that all individuals adhere to the provisions of the agreement in accordance with the provisions of the law, and that what happened in 2014, when the Baghdad government refused to pay citizens' dues, according to the budget law, due to political differences.

It is noteworthy that the Parliamentary Finance Committee prefers to submit the budget bill to a vote in the House of Representatives, next week, and the committee reduced the size of the budget from 164 trillion dinars to about 127.5 trillion dinars, and raised the estimated price for a barrel of oil from 42 to 45 dollars per barrel. Article {11 - first} of the draft budget stipulates the settlement of receivables between the federal government and the Kurdistan Region for the years 2004 through 2020, after the Federal Office of Financial Supervision, in coordination with the Kurdistan Regional Office of Financial Supervision, audited them. 

Also, starting from the year 2021, the Federal Ministry of Finance will download the debt installments owed by the Kurdistan Region granted to it by the Iraqi Commercial Bank and schedule it over ten years. Article (11 - second) of the draft law obliges the Kurdistan Regional Government to deliver 250 thousand barrels of crude oil per day of oil The crude produced from its fields, and that the oil and non-oil revenues are delivered to the state treasury exclusively.

The MP for the Patriotic Union of Kurdistan, Dylan Ghafour, announced today, Thursday, significant progress in the ongoing negotiations in Baghdad on the federal budget for 2021.

And a high-ranking delegation from the Kurdistan Regional Government headed by Qubad Talabani, Vice President of the Kurdistan government, continues its negotiations with officials in Baghdad regarding the region’s share of the budget and the salaries of employees.

Ghafour said in a press statement, "The negotiations are proceeding smoothly between the two sides, and great progress is" likely "to include the draft federal budget law for 2021 in the agenda of the House of Representatives to vote next week. She added, "Two articles in the budget about the dues of the Kurdistan region will remain as they came in the draft law, expressing optimism for the success of the negotiations that are still continuing soon."

Samir Hawrami, the spokesman for the Vice President of the Regional Government and the head of the Kurdish negotiating delegation, Qubad Talabani, revealed in a press statement the signs of approaching and agreeing with Baghdad regarding the share of the Kurdistan region in the federal financial budget for 2021.

Hawrami said, "There are signs of approaching a compromise formula close to the text of the draft budget law that was agreed upon between the regional government and the federal government," indicating that Talabani "continues in meetings and consultative meetings with political blocs and personalities to reach a compromise formula that satisfies all parties, according to the merits. Constitutional".

A source familiar with the negotiations' progress said that there is an understanding "of the region’s commitment to deliver 250,000 barrels of oil per day at the price of the Federal National Oil Company (SOMO), provided that the regional government will market it, in addition to 50 percent of the imports of the border crossings."

Al-Halbousi bloc: for the next 48 hours, the region’s share of the budget will be deducted

The representative of the Iraqi Forces Bloc, Abdul Khaleq Al-Azzawi, confirmed, on Thursday, the continuation of discussions and political dialogues to settle the share of the Kurdistan Region in the budget law, while noting that the next 48 hours will guarantee the settlement of the region’s share.

Al-Azzawi told Shafaq News, "The Parliamentary Finance Committee has resolved all pending issues in the draft general budget law, and only the share of the Kurdistan Region remains, but the political discussions and dialogues are still continuing after settling a percentage of the region's dues file."

He added that "the budget law cannot be ignored in light of the current repercussions, economic conditions and the health crisis, especially after taking a series of preventive measures and imposing a curfew in the country."

The deputy of the Iraqi Forces Bloc, headed by Muhammad al-Halbousi, Speaker of Parliament, stated that "the next 48 hours will ensure a political agreement and the settlement of the Kurdistan Region’s share in the budget law," and the vote on the law is expected at the same time next week.

Last December, Baghdad and Erbil reached an agreement on the financial budget, stipulating that the region hand over 250 thousand barrels of oil per day, and half of the revenues from border crossings and others to the federal government, in exchange for a share in the budget of 12.6 percent.

The agreement was included in the draft budget, but Shiite blocs in Parliament reject the agreement, which impedes its passage in Parliament.

The Parliamentary Finance Committee revealed, on Thursday, that a semi-final agreement has been reached regarding the region's share in the 2021 budget, and is expected to vote on it next week.

A member of the committee, Ikhlas al-Dulaimi, said, according to the official agency, that "the political blocs reached a near-final agreement on a new formula regarding the region's share in the budget."

She indicated that "the agreement satisfies the federal government and the region," adding that "there is a common understanding about oil imports and other revenues and the region’s share."

Al-Dulaimi expected "the vote on the budget in the middle of next week after writing the final agreement within Article 10 of the budget and the completion of drafting tables and other attachments."

Advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, revealed, on Thursday, February 18, 2021, that the Ministry of Finance will make changes to the General Budget Law for 2021.

"The Ministry of Finance will make the required adjustments and it is responsible for preparing the budget under the Financial Management Law before submitting the amendments to the Cabinet for approval and submitting it to the House of Representatives," Saleh told Al-Obelah. He added that "Iraq received strong support in the face of its double economic crisis (health and financial) from the Financial Alliance Group following the success of Iraqi diplomacy in continuing its dialogues with international institutions."


He pointed out, "the formation of the Supreme Committee for Reform as (the central executive force) to manage economic reform and rehabilitation of the national economy with a unified vision and road milestones that seek its goals and according to the principles of the White Paper itself."  He explained that "the white paper came from the beginning as central principles of reform, and its application must bring about a change in the paths of the national economy and transform it from (recurrent economic crises and recession economy) to (a stable and sustainable development economy).

And he indicated that "the international financial and economic community itself has begun to look at issues of promoting productive and investment activity and stabilizing sustainable development goals that deserve support from its multilateral institutions such as the World Bank and others and many United Nations development agencies." He pointed out that "the establishment of a central national reference and implementation of economic reform will inevitably allow a positive deal with the international community in the attribution of development, economic progress and stability in Iraq.

The Deputy Prime Minister of Kurdistan Regional Government, Qubad Talabani, confirmed, on Thursday, that the Kurdistan Region is a safe environment to attract foreign companies and investors, pointing out that the political agreement between Baghdad and Erbil will increase stability.

Talabani said during his participation in the French-Iraqi Business Council meeting, which was held in Baghdad through a closed-circuit television, according to a statement from his office received by Shafaq News, that "the reforms undertaken by the regional government create a more suitable platform for foreign companies." He added, "The meeting was held with the participation of the President of the French-Iraqi Labor Council, Arnold Prolac, the head of the Foreign Relations Department of the regional government, Sven Dziay, the representative of the regional government to France, Ali Doulmay, and the French consul in Arbil.

Talabani assured the French companies and investors that the Kurdistan Region is a safe and stable region, and that the regional government will never allow any similar incident to the one that happened in the past few days against Erbil. He pointed out, "the reform steps that the regional government is undertaking, and that it will take a number of reform steps later as part of the reform steps in the previous law." Talabani stated that "all these steps are encouraging factors that help strengthen them to attract foreign investors and companies to the Kurdistan Region."

In another section of the forum, he touched on "the government's strategy in diversifying the region's economy," noting "the importance of the agriculture and industry sectors that French companies can help the regional government and local companies have an important role in development."

Talabani pointed to "the latest developments in the talks between the Kurdistan Region and Baghdad, and declared that in order for the regional government and the federal government to have greater capabilities to attract foreign investors, they need security and political stability." He added, "For this reason, the Erbil-Baghdad agreement will be a helpful factor in creating safety and stabilizing all of Iraq."
