Today, Saturday, Prime Minister Mustafa Al-Kazemi chaired an important meeting of the Supreme Committee for National Health and Safety.
 
During the meeting, developments in the Corona pandemic in the country were discussed, in light of the increasing number of infections among citizens, as well as the most important measures by which the virus could be contained and limit its spread.
 
The meeting resulted in the issuance of a number of the following decisions:
    
 
1. Imposing a comprehensive curfew on Fridays, Saturdays and Sundays of every week, starting on February 18, 2021, while the partial ban on Mondays, Tuesdays, Wednesdays and Thursdays will be from eight in the evening until five in the morning until March 8, 2021, and it will be reviewed according to the epidemiological situation except for:
 
a. Employees of the Ministry of Health, security forces and service departments.
 
B. Foodstuff stores, fruit and vegetable stores, ovens and pharmacies, and their working hours are from five in the morning until seven in the evening (during the period of the comprehensive ban), and they are not allowed to remain open after those times for any reason, except for pharmacies guarding (designated by the union Pharmacists) to work during ban hours, taking into account (geographical distribution) and emphasizing 
Providing sterilizers (containing 70% alcohol) at the entrance to the store, markets or pharmacy, and applying physical spacing procedures between customers with a distance of not less than 2 meters from all directions, and the rate of one person per 2 meters. 
 
C. Media personnel who have the approval of the Minister of Health (exclusively). 
 
Dr. Moving between governorates due to humanitarian conditions.
 
2. Emphasis on citizens to wear masks in public places as well as in taxis and buses, and to adhere to physical distancing within them, with the imposition of financial fines of (25) thousand dinars on violators according to the Public Health Law as follows:
 
a. Do not allow:
 
* More than (4) people inside the saloon cars, including the driver.
 
* More than (6) people inside passenger cars with a capacity of (11) passengers (Kia), including the driver.
 
* More than (8) people inside passenger cars with a capacity of (21) passengers (coaster), including the driver. 
 
* More than (2) people in the truck, including the driver. 
 
B. All passengers, including the driver, are required to wear masks.
 
C. Open car windows.
 
Dr.. It is not allowed for the (stats) to transport more than one person with the driver.
 
H. Do not allow another person to ride with the motorcyclist.
 
And the. The General Traffic Directorate imposed severe penalties for violating drivers.
 
3. Implementing the preventive measures in medical clinics and private laboratories approved by the Supreme Committee for National Health and Safety, in its Resolution 78 of 2020, and emphasizing the following:
 
a. Provision of sterilizers containing alcohol at a concentration of 70% in the waiting area for the customers.
 
B. Auditors are required to wear masks when entering the clinic or laboratory or providing it to them. 
 
C. Maintaining the physical distance between the auditors, with a distance of no less than (2) meters from all sides, at the rate of one person for every (2) square meters of space.
 
D. Joint teams from (the Inspection Department in the Ministry of Health, the Ministry of Interior, the National Security Agency, the Joint Operations Command, and the Baghdad Operations Command) follow up the implementation of procedures, impose severe penalties, and close violating clinics and laboratories immediately.
 
4. Closing down private medical clinics that treat Coronavirus patients using protocols that violate the protocols approved by the scientific committees and used in government health institutions.
 
5. Closure of all beauty and massage centers starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease.  
 
6. Close entertainment places, parks, cinemas, sports halls and swimming pools, all starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease. 
 
7. Preventing the establishment of vows and mourning councils, and contenting themselves with condolences through social media channels, to avoid spreading the epidemic through these councils and to other notice, and impose a fine of 5 million dinars on violators based on the Public Health Law.
 
8. Closing all mosques and Hussainiyas and opening them at prayer times (only) to raise the call to prayer and prohibit the holding of congregational prayer in them and until further notice. 
 
9. Banning the holding of wedding parties in banquet halls and closing them from 2/18/2021 until further notice, and imposing fines of (5) million dinars on violators based on the Public Health Law.
 
10. Closure of malls, cafes and cafeterias, starting from 2/18/2021, for a period of two weeks, which can be extended according to the epidemiological situation. 
 
11. Close restaurants and be satisfied with the delivery service, with the commitment of restaurant owners to preventive measures inside the restaurant (wearing masks and gloves) from workers starting from 2/18/2021 for a period of two weeks, which can be extended according to the epidemiological situation of the disease, with imposing a fine of (5) million dinars on Violators based on the Public Health Law.
 
12. Education in governmental and private schools, institutes and colleges shall be electronically starting from 2/18/2021 until 4/3/2021, which can be extended according to the epidemiological situation, after which the date of the attendance examinations will be determined for all stages, with the exception of the final stages for students of faculties of medicine.
 
13. Postponing the holding of union, organizations and federations elections, and holding conferences, festivals and exhibitions, starting from 2/18/2021, for a period of two weeks, which can be extended according to the epidemiological situation.  
 
14. Follow-up of the two Shia and Sunni Endowments Divisions to implement preventive measures during visiting the holy shrines and honorable shrines, and to emphasize maintaining physical distancing between visitors and not to allow entry to the shrines without wearing a mask, and to take appropriate measures to prevent gathering and stampede inside the holy shrines and honorable shrines. 
 
15. Banning travel for tourist groups from Iraq to all countries of the world and until further notice. 
 
16. The Ministry of Health and Environment conducts a covid-19 test with pcr technology for all arrivals from border outlets and airports in exchange for sums collected in the same way by examining travelers in laboratories in which popular clinics deal and according to the approved contexts and mechanisms. 
 
17. Allowing goods and containers to enter through border ports (land, sea, and air), while taking measures to sterilize goods and containers from abroad.
 
18. The working hours of the employees of the ministries and departments not associated with the Ministry and the governorates shall be 50% of the official working hours, with the exception of the Ministry of Health. The Minister of Health and Environment is authorized to issue appropriate instructions for the attendance of the Ministry’s employees in a manner that does not affect the provision of health services.
 
19. The working hours of pregnant employees and women with children under the age of six in ministries and agencies not associated with a ministry and the governorates shall not exceed (25%), because nurseries and kindergartens are not allowed to open.
 
20. To oblige ministries and agencies not associated with a ministry, governorates, companies and civil institutions to do the following: 
 
   a. The provision of sterilizers (containing alcohol at a concentration of 70%) in the building facilities.
 
B. Wear masks from all employees and visitors.
 
C. Applying physical distancing procedures for workers and auditors, with indicative signs to stand on the ground. 
 
 Dr.. Establish transparent barriers for employees who receive clients face to face. 
 
 H. Using modern technology and the Internet to complete transactions without the need to review citizens through the application of e-government programs and the Internet. 
 
21. Assigning the Ministry of the Interior, the National Security Agency, the Joint Operations Command and the Baghdad Operations Command to support the supervisory health teams in their monitoring rounds to follow up on the implementation of the aforementioned procedures during and outside the official working hours, with the imposition of fines against violators of up to (5) million and refer them to the competent courts.
 
22. Urging civil society organizations, charitable institutions and community police to distribute masks in residential neighborhoods and public places, and urge citizens to wear them.
 
23. The Prime Minister affirmed his directives to the governors to prepare plots of lands and distribute them to the employees of the White Army in support of them in the face of the Corona pandemic.
 
24. Extending the exception granted to the Ministry of Health and Environment pursuant to the decisions of the Supreme Committee for Health and National Safety No. (18) and (88) for the year 2020 until 6/1/2021.
 
25. Media channels intensify their awareness programs, especially with regard to the preventive measures that must be taken, due to the great leniency in adhering to them, which led to an increase in infections in the governorates of Iraq now, with the need to urge citizens to take the (Covid-19) vaccine upon its arrival.

Fadel Al-Gharawi, a member of the Human Rights Commission, said in a statement received by Shafaq News; The recent embargo measures have made many people with limited incomes lose their daily sustenance and job opportunities that they depend on to meet their humanitarian needs.

Al-Gharawi added that the high prices of foodstuffs and the failure of the government to provide financial compensation to people with limited income or an increase in the ration due to the ban have caused thousands of families to lose their basic income sources.

Shafaq News / On Wednesday, the Iranian authorities announced the extension of the closure of the land border crossings with Iraq until the fourth of next April, as part of the preventive measures against the Corona virus.

 

The Iranian IRNA news agency quoted the Director General of Border Affairs at the Iranian Ministry of Interior, Hossein Qasimi, as saying that this decision came at the request of the Ministry of Health and the decisions of the Iranian National Committee to Combat Corona.

Al-Mandhari stated, in the virtual press conference held by the Regional Office with the participation of UNICEF's Regional Director for the Middle East and North Africa Ted Chaiban, that Jordan, Iran and Iraq have reported the largest number of new cases, and Jordan, Iran and Pakistan have reported the largest number of new deaths.
He explained that there are several factors that can be associated with this increase in new cases, and some of this increase can be explained by the increased spread of worrisome virus mutations, which are closely monitored by the organization.
