The leader of the Patriotic Union of Kurdistan, Mahmoud Khoshnao, announced a condition for the delivery of the region's oil to Baghdad and the approval of the federal budget for 2021.

Regarding the segments covered by the stimulus, the economic analyst answers that the segments affected by the embargo, injustice, lack of access to work and the entitlements of farmers, contractors and owners of locally produced projects, with no prejudice to the salaries of employees and retirees, but goes beyond the matter to raise the salaries of low-income brackets, indicating that the nature of these means of payment, Money will be of different liquidity, and the state controls the degree of its liquidity and manipulates it according to market readings (inflation or deflation), concluding that these are code-breaking ideas that I give free to decision-makers.

A member of the Parliamentary Legal Committee, Representative Hussein Al-Oqabi, revealed that there was a majority in favor of keeping the dollar exchange rate at 1450 dinars.

In a statement monitored by Yass Iraq, Al-Oqabi said, "We are still pressing for the return of the dollar’s exchange rate to its previous position, or the pursuit of a middle settlement, especially since there are parliamentary parties who are adherent and convinced of the new exchange rate at 1450 dinars per dollar."

He pointed out that "the current efforts by a parliamentary grouping pay for the exchange rate to be at 1250-1300 dinars per dollar, but the matter has difficulties."

Al-Uqabi added, "The parliamentary majority adheres to the new dollar exchange rate, with government conviction in this direction, but we still have some time, but we are exerting pressure to reconsider the exchange rate or push to find compromises because the current price has caused an increase in prices in the Iraqi market by a percentage." 30% ”.

In turn, a member of the Parliamentary Economy Committee, Mazen Al-Faili, affirmed that "the surplus from the difference in the price of a barrel of oil can contribute to maximizing revenues and filling the current financial deficit."

He explained in a televised interview that "the price of a barrel that was proven in the budget amounted to $ 45 and the current price on the global market for Iraqi oil has reached $ 60, and this encourages going to a plan to reduce the exchange rate."

He added that "MPs proposed to go for an exchange rate estimated at 1300 dinars against the dollar, as a compromise. The proposal is before the government now and reduces its powers and can be fixed in the budget."

Abdul-Jabbar said in a statement to the BBC, yesterday and followed him (Baghdad today), that "Iraq tried to adopt a pre-payment mechanism for oil in order to benefit from it by providing the highest possible financial liquidity during the first months of this year."

He added, "Iraq was afraid that oil prices would not rise to more than $ 4, with fears of delayed approval of the federal budget." 

The Minister of Oil pointed out that "several engines prompted Iraq to announce a pre-payment mechanism for the first time in the country's history," noting that "Iraq decided to freeze this announcement and it has not been activated until now." 

And the National Oil Marketing Company, SOMO, announced last month that it had reached an agreement to export oil with a pre-payment mechanism. 

The company said, "Iraq got two billion dollars at zero interest with a premium over the price due to the prior sale," adding that "a Chinese company won the oil pre-sale contract." 

And she continued, "Most of the contracts indicate that the region's oil is sold at a price less than 6 to 9 dollars than what is sold through SOMO," indicating that "the quantities of oil exported from the region through the Turkish port of Ceyhan amount to 430 thousand barrels per day." 

The company indicated, "SOMO has the ability to absorb quantities of the region's oil for the purpose of export," saying that "the 2021 draft budget obliges the regional government to deliver 250 thousand barrels."

The legal expert, Ali Al-Tamimi, explained, on Tuesday, that the increase in the exchange rate of the dollar violates the constitution, which stipulates that the government must provide decent living for the citizen, pointing out that Parliament cannot reduce the exchange rate, but it can propose to return the budget to the government for the utmost necessity.

Al-Tamimi said in a statement to "the information", that "Article 62 of the constitution permits parliament, upon the arrival of the draft budget, to transfer between chapters and chapters as well as reduce the total amounts, and he may, when necessary, return them to the Council of Ministers and propose an increase in total expenditures."


He added, “Article 57 of the constitution requires the budget law to be legislated even if the legislative term ends. This means that Parliament cannot reduce the exchange rate of the dollar that was set in the budget, but rather .. Parliament can propose and return the budget to the Council of Ministers because of the absolute necessity for that. Because it violates Article 30 of the Constitution, which requires the government to provide decent living for people.

Al-Tamimi indicated that “Parliament faces a historical position as it represents the people in standing by the people and preventing the increase in the difficulty of living, and in the event that Parliament legislates the budget law, it is subject to appeal before the Federal Supreme Court according to Article 93 of the Constitution, as this contravenes Article 30 of the Constitution and Articles 23 and 26 Of the Charter of the International Covenant.

A high-level Jordanian delegation arrived in Baghdad on Monday to discuss mechanisms for implementing cooperation agreements and strengthening partnership between Iraq and Jordan.

A statement by the Ministry of Industry and Minerals, Mawazine News received a copy of it, stated that “the Minister of Industry and Minerals, Manhal Aziz Al-Khabaz, and the Minister of Construction, Housing and Public Municipalities, Nazin Muhammad Wos, received the Jordanian ministerial delegation that arrived in Baghdad on an official visit, pointing out that the delegation included the Minister of Public Works and Housing Yahya Al-Kasbi, Minister of Industry, Trade and Supply, Maha Ali, and a delegation from the Jordanian public and private sectors, in the presence of the scientific advisor to the Ministry of Industry and Minerals, Ammar Abdullah Al-Janabi, and the Ministry's advisor for development affairs, Qaiser Ahmed Al-Hashemi.

He added that the two sides will discuss bilateral relations, a number of common issues, and the agreed visit program, with the aim of crystallizing a number of projects, agreements and understandings in various fields, in addition to emphasizing the strengthening of the partnership between the two countries and the continuation of coordination and consultations on issues of common interest.

He indicated that the two sides will hold joint meetings and meetings in the presence of the Jordanian delegation and their counterparts from the Iraqi side to complete talks and steps to activate memoranda and cooperation agreements between the two brotherly countries.

He continued: Field visits will also be made to some industrial sites in addition to the meeting of the Jordanian delegation with the Prime Minister, Mustafa Al-Kazemi, in the presence of a number of ministers to support opportunities for economic integration between the two brotherly countries, indicating that the visit of the Jordanian delegation to Iraq comes within the framework of mutual visits, meetings and joint meetings of officials of both The two countries to enhance economic cooperation.

Today, Wednesday, the Parliamentary Economic Committee called on the government to besiege the corruption in the sale of currency in private and government banks and force it to deal with the accuracy of electronics to reduce theft.

Member of the Deputy Committee, Nada Shaker Jawdat, said in a statement to "Tigris", "The government and the central bank should force private and governmental banks to take more accurate measures and dealings to reduce corruption in them."


She pointed out that "the suspicions in corruption, especially the sale of currency and the granting of bank bonds and guarantees, need direct electronic checking and an accurate and unquestionable accounting system.

"Delaying the use of modern systems contributes to the extravagance of billions annually due to corrupt funds, non-payment of borrowers, or transfer of hard currency to the black market without disbursing it according to the controls in place," Jawdat added.

Member of Parliament Jamal Al-Muhammadawi directed a parliamentary question to the governor of the Central Bank regarding the legal basis for granting the Ishtar Gate Company for systems and electronic payment services a license despite the existence of decisions to suspend licenses.

 

A document issued by the office of Representative Jamal Al-Muhammadawi revealed that "the board of directors of the Central Bank decided, according to two circulars dated (11/18/2018) and (1/16/2020), to stop promoting the granting of licenses to electronic payment service providers."

According to the document, "it was decided to extend the suspension by virtue of the bank’s management decision No. (33) for the year (2021), as per circular number (9/5/53) on (2/11/2021)."

The document included a question: “What is the legal basis under which the company (Ishtar Gate for Systems and Electronic Payment Services) was granted license No. (14) on 11/29/2020 despite the existence of decisions to stop granting licenses.

Tuesday, the Council of Ministers held a regular session chaired by Prime Minister Mustafa Al-Kazemi, during which the latest developments in the country were discussed, in addition to discussing the topics included in its agenda.

According to the government statement, Al-Furat News received a copy of it, at the beginning of the session, on "the efforts of state institutions and agencies that have contributed to implementing the curfew," Al-Kazemi praised the "general citizens who adhered to the health ban measures," stressing that "the escalation of commitment to preventive measures will enable us." Of reducing the effects of the new and more dangerous strain of the epidemic."

Regarding the security situation in the country, Al-Kazemi affirmed, "the continuation of pre-emptive operations against terrorism, to eliminate what remains of its remnants and to dry up its sources, praising the efforts of the heroic security forces of all kinds, which are linked day and night in pursuit of terrorist cells." As he stressed that "Iraq will not be an arena for settling scores, and that the absurd missiles are an attempt to embarrass the government and impede its progress, and that the security services will be able to reach the perpetrators and they will be brought before public opinion."
 
Al-Kazemi also stated that "weak souls have been awaiting the collapse of the economic situation since October and the second last; but government measures have enabled Iraq to pass this difficult stage in a wise manner." 
He explained that "the foreign exchange reserves of Iraq, after it was threatened with collapse, started to escalate, and it is expected that it will increase by nearly four billion dollars by the end of this month, since the start of the reform measures and changing the exchange rate, as has been a significant reduction in corruption operations in the Central Bank auction "However," the government is working with deliberate plans to revitalize the Iraqi economy, support the private sector and provide more job opportunities.

According to the statement, the Minister of Health and Environment presented a report on the developments of the work of the Committee to Promote Governmental Measures in the areas of prevention and control of health and awareness regarding limiting the spread of Coronavirus, and also reviewed the efforts of the Ministry of Health in facing the pandemic and continues awareness campaigns targeting citizens and urges them to adhere to preventive measures.

After the Council of Ministers discussed what is included in its agenda, it issued the following decisions:

First: Approval of the draft law on judicial protection for companies manufacturing Covid 19 vaccine and referring it to the House of Representatives based on the provisions of Articles (61 / Item First) and (80 / Item Second) of the Constitution .

Second: Approval of the Ministry of Health providing the vaccine from the Chinese company Sinopharm.

Third: Approval of increasing the capital of the General Company for North Electricity Distribution, one of the formations of the Ministry of Electricity, by an amount of (974109524557) dinars, only nine hundred and seventy-four billion one hundred and nine million five hundred and twenty four thousand five hundred and fifty-seven dinars, which represents the amount of the company’s capital increase approved by the Supervision Bureau Federal Finance, based on Article (10 / First / 1) of the Public Companies Law (22 of 1997) as amended.

Fourth / Approval of the following:

- Issuing instructions to facilitate the implementation of the provisions of the law to perpetuate the sacrifices of the war martyrs against ISIS terrorist gangs, to expedite the completion of their transactions, and to take careful care of the wounded, based on the provisions of Article (9) of the Law on Immortalizing the Martyrs of the War Against ISIS Terrorist Gangs and speeding up the completion of their transactions and care Al-Faeqiah Bal Wounded No. 81 of 2017.

- The issuance of the rules of procedure for the committee overseeing the implementation of the provisions of the Law to perpetuate the sacrifices of the martyrs of the war against ISIS terrorist gangs, accelerate the completion of their transactions and take care of the wounded No. (81 of 2017), based on the provisions of Articles (6 and 9) of the Law of Commemorating the Martyrs of War Against ISIS terrorist gangs Accelerating the completion of their transactions and taking careful care of the wounded No. 81 of 2017. Taking into consideration the opinion of the legal department in the General Secretariat of the Council of Ministers regarding the aforementioned rules and regulations.

Fifth: Approving the abolition of Paragraph (1) of Cabinet Resolution (92 of 2020), which includes selling barley for export purposes, and working with the rest of the paragraphs on fodder barley processing in support of livestock breeders.

Sixth: Approval of the Ministerial Council for Energy recommendation No. (27 of 2021) according to the following:

- Agreeing to extend contracts for the transfer of petroleum products to power plants ending on March 1, 2021, until April 30, 2021, to complete the new referral procedures, according to what was stated in the Ministry of Oil’s book No. (F / 120) on February 22, 2021.

Seventh: Approval of writing off an amount The remaining debts amounting to (16124500000) dinars, only sixteen billion one hundred twenty-four million five hundred thousand dinars, distributed to the employees of the Teachers Syndicate within the numbered plot (3 m 4 Northeastern Najaf Island), based on the provisions of Article (46) of the Federal Financial Administration Law No. (6 of 2016), and Clause 1 of Cabinet Resolution (28 of 2020).
