The Deposit Insurance Company announced, on Tuesday, its intention to join a global institution in early 2022 to enhance its banking potential

The company's executive director, Walid Eidi, said in an interview with "Al-Eqtisad News" that the company started the work of joining a global deposit insurance institution to strengthen its banking position. He added that the compensation granted by the company is the highest and fastest in the Arab region

Below is the text of the interview

First of all, would we like to get to know the deposit insurance company in general?

The idea of establishing the company began in 2008, when I was general manager of the banking department in the Central Bank of Iraq. this company

During that period, a working group was formed under my chairmanship that included representatives of government private banks to prepare a law for them, and in fact we prepared the law and it was discussed in the Iraqi Private Banks Association, then it was sent to the State Council for scrutiny and sent to the Council of Ministers, and the latter referred it to the House of Representatives in 2009 for legislation

The company’s draft law was neglected in the House of Representatives for a period of 6 years due to the general conditions that Iraq went through, and in 2015 we withdrew the draft law from the House of Representatives and the Council of Ministers approved it as a company’s regulation that contains 16 articles and carried No. 3 of 2016. After that period, a committee was formed to implement the company's system, consisting of the central bank as well as other bodies, and the team began its activities

* How much is the capital of the company?

The paid-up capital of the company is 100 billion dinars, the public sector contributes 48% to it, and the remainder is from the private sector

* What is the percentage deducted from deposits?

With regard to the issue of deduction, the company charges one dinar out of every 10,000 dinars from deposits subject to guarantee in accordance with the provisions of Article 2 of the company’s system, which is the lowest deduction rate at the Arab level, as some companies will deduct 7% annually

The company also grants the highest compensation rate in the region, estimated at 51% for deposits of less than 100 million dinars and 25% for deposits in excess of 100 million dinars

* How long does a company take to pay back secured deposits?

Compensation shall be made within 30 days from the date of a judicial decision issued by the Financial Services Court declaring a bank bankruptcy. Note that the compensation period in some countries ranges from 6 months to a year

Through a study conducted by the company, we came to the fact that we guarantee small depositors at a rate of approximately 80%, which is a very high percentage, compared to the global percentage that reaches 70% as a maximum. We built a database and information on public deposits. And now we are negotiating with technology companies to build a very sophisticated electronic system for the company, through which we can compensate customers within 30 days, as mentioned earlier

* Who does the company's board of directors consist of?

- The company’s board of directors includes seven members, two of whom represent the public sector, the rest are from the private sector banks and five reserve members from the private sector as well. They were selected in the company's general assembly meeting held on August 31, 2019

* During the last short period, what were the main activities of the company?

The company held 6 meetings of its board of directors. We began to receive the amounts related to insurance operations in the company's account in the Central Bank of Iraq. Work has also been made to invest in the company's capital in order to reap future profits and distribute them to the banks joining the company

* What is the nature of these investments?

Investments currently consist of investment deposits and fixed deposits in commercial and Islamic banks for a period of one year, with an interest ranging between 6-7%. These investments will achieve financial returns for the company, and the latter will distribute them to joint stock banks and other parties contributing to the company's capital

* What is the percentage of banks ’contributions to the company's capital?

The largest percentage in the company's capital is for the banking sector, as it is estimated at 85%. Governmental banks contributed 4.1 billion dinars, and the National Pension Authority contributed 15 billion dinars, in addition to the contribution of other bodies such as insurance companies and other institutions

* Why do not all banks join the company?

So far, the company has witnessed the accession of 61 banks, and as for the rest of the banks, it is working to complete some of the requirements necessary to join the company, especially since there are recent banks

Does the company have a role in enhancing public confidence in the banking sector?

Through the company's website and direct contacts, we seek to increase public confidence by responding to customer inquiries and publishing all information related to the company

* What are the privileges that the bank that joins the company gets?

One of the privileges that the bank obtains, it becomes able to write on its official documents issued by it that “our customers’ deposits are guaranteed by the Iraqi Deposit Insurance Company, ”which enhances public confidence in the bank

And when we joined the International Deposit Insurance Corporation ( AIDI ) in Switzerland, the latter has requirements, including that the bank that does not join the ranks of the company must write a sign on its branches and on its official books stating that the bank’s deposits are not guaranteed in the deposit insurance company. This will take place in Iraq after joining the Foundation

* Is there any intention by you to join the International Deposit Insurance Corporation?

We approached the company verbally to request joining through their office in Amman which is managed on their behalf by the Central Bank of Jordan, and membership fees were determined, which were estimated at 17 thousand euros in addition to other fees, and the matter is still taking place in its routine context as it requires us to submit a complete file on the company, including it. Final accounts as well as other requirements for the purpose of joining. We expect to join the foundation in early 2022

* What are the company's goals for the next stage?

The first goal is to focus on the media side to reach the target groups, and the other goal is to eliminate the phenomenon of hoarding money in homes, and also to increase the company's capital

* Last word ?

Let everyone be reassured, there is no losing deposit guarantee company in the world, because companies always take the necessary precautions to prevent bankruptcy, especially as they have the support of central banks in the countries in which they operate

Member of the Parliamentary Legal Committee, Hussein Al-Oqabi, revealed, on Tuesday, that Iraq lost a trillion dinars as a result of speculations adopted by corrupt private banks after the conflicting news about the dollar’s prices, indicating that the only solution is to return the dollar to its current price.

"We call on the judiciary and the public prosecutor to open a file regarding Iraq's loss of about one trillion dinars, one month after the leaks of raising the dollar ahead of its time by corrupt banks," Al-Aqabi said in a statement to Al- Maouma.

He added that "the currency auction and oil licensing rounds contain great suspicions of corruption and annually cost the state $ 15 billion, and the government must cancel it."

Al-Aqabi explained that "the current trend is towards forming a political bloc that mobilizes in order to restore the unfair decision against the Iraqi economy to raise the price of the dollar and return it to its previous era."

Economic expert, Wissam Al-Tamimi, warned of the decline in the purchasing power of the Iraqi citizen in light of the continued high exchange rate of the dollar in the local markets, pointing out that the government is seeking to drain the money inside homes, which will increase the suffering of the citizen in the coming days.

Al-Tamimi told "the information", "The talk about the presence of 34 trillion dinars inside homes is something that the government used in an attempt to obtain these sums by raising the exchange rate of the dollar against the dinar."

He added that "the purchasing power of the citizen and the owners of the market shops will decrease significantly, due to the continuing rise in prices, especially since many merchants emphasized the continued rise in food prices without any government control over this rise."

And that "the coming days will witness a significant increase in poverty rates, as the government's continued disregard for the people's demands, will have disastrous consequences on the economic level for the individual and even the employee, as it should reduce the dollar exchange rate with the continued rise in oil prices."

Today, Tuesday (February 16, 2021), a member of the Parliamentary Legal Committee, Representative Hussein Al-Oqabi, revealed the presence of a parliamentary majority in support of the dollar’s exchange rate remaining at 1450 dinars.

Al-Aqabi said in an interview with (Baghdad Today), "We are still pressing for the return of the dollar's exchange rate to its previous position, or to seek to reach a middle settlement, especially since there are parliamentary parties that are adherent and convinced of the new exchange rate at 1450 dinars per dollar."

He pointed out that "the current efforts by a parliamentary grouping pay for the exchange rate to be at 1250-1300 dinars per dollar, but the matter has difficulties."

Al-Uqabi added, "The parliamentary majority adheres to the new dollar exchange rate, with government conviction in this direction, but we still have some time, but we are exerting pressure to reconsider the exchange rate or push to find compromises because the current price has caused an increase in prices in the Iraqi market by a percentage." 30% ”.

And he continued, "There is indeed a parliamentary struggle between two parties about the matter between those who stick to the exchange rate and those who want to return it to its previous position."

It is noteworthy that the social and economic repercussions are increasing since the dollar’s exchange rate rose against the dinar, after it was rapidly reflected in the prices of goods and services in the country, with the continuing fears of an uncontrolled rise in prices in the Iraqi market, while in the meantime a parliamentary proposal has emerged calling for the investment of the encouraging global development with higher prices. He explained in a televised interview that "the price of a barrel that was proven in the budget reached $ 45 and the current price on the global market for Iraqi oil has reached $ 60, and this encourages going to a plan to reduce the exchange rate."

He added that "MPs suggested going for an exchange rate of 1300 dinars against the dollar, as a compromise. The proposal is before the government now and reduces its powers and can be fixed in the budget."

America to the Security Council: We must confront Iran's interference before the elections in Iraq

The United States announced, Tuesday, February 16th, that creating an environment conducive to the holding of Iraqi elections later this year, includes confronting the Iranian-backed armed factions and their activities to destabilize the country, in addition to the remaining elements of ISIS.

Richard Mills, the US Chargé d'Affairs to the United Nations, said at a Security Council meeting on Iraq that one of the main obstacles to creating an environment conducive to peaceful, inclusive and credible elections is the presence of armed factions, extremists and saboteurs. "The enabling environment means that we must confront the armed factions backed by Iran and their destabilizing activities in Iraq, in addition to the remaining elements of ISIS," Mills told the Security Council, which includes 15 member states.

"These factions weaken people's confidence in the government and the elections that will be held in October 2021. They are killing Iraqi citizens and depriving Iraq of the economic aid and foreign investment that it badly needs," he said.

Mills announced that the administration of US President Joe Biden has pledged to be a steady and reliable partner for Baghdad. He added that "among the top priorities of the United States is to seek to help Iraq assert its sovereignty in the face of its enemies at home and abroad by preventing the emergence of ISIS once again and working to stabilize it."

"For the United States, this means support for Iraq’s efforts to hold peaceful, comprehensive and credible elections."

"Right of reply"

The White House announced, on Tuesday, that the US President "has the right to respond" to the missile attack that targeted an air base in Kurdistan at night housing American soldiers.

"The US president has the right to respond at any time, but we will wait to determine who was responsible for the attack," said White House spokeswoman Jane Saki. "We are still working in cooperation with our Iraqi partners to determine responsibility for this attack," Saki said at a press conference, noting that the administration is "angry" at this attack.

Washington and its allies condemn the missile attack

The foreign ministers of America, France, Germany, Italy and Britain issued a joint statement on Tuesday condemning "in the strongest terms" the missile attack.

"Our governments will jointly support the investigation that the government of Iraq is conducting to hold accountable those responsible" for the attack, said the statement issued by US Secretary of State Anthony Blinken and his French counterpart, Heiko Maas, Italian Foreign Minister Luigi Di Maio, and British Foreign Minister Dominic Raab.

For its part, the United Nations warned Tuesday that the situation in Iraq has spiraled out of control after the missile attack.

The representative of the United Nations in Iraq, Jeanine Hennis-Plasschaert, denounced in a tweet what she described as "heinous and reckless acts", saying that they "constitute a serious threat to stability." It called for "restraint and close cooperation between Baghdad and Erbil to bring the perpetrators to justice."

The missile attack targeting US-led forces in Erbil, northern Iraq, killed a civilian contractor and wounded an American soldier. A group that Iraqi officials say has links to Iran has claimed responsibility for the attack. The United States has about 2,500 troops in Iraq.

The Iraqi government is preparing to begin the implementation phase of its reform programme known as the White Paper for Economic Reform.

This phase will focus on the implementation mechanisms and on the fulfilment of the objectives and the vision outlined by the White Paper.

The implementation phase consists of:

  • Translating the vision of the White Paper for Economic Reform into a practical programme for delivering 64 projects and for ensuring their implementation in an integrated and coherent manner by specifying detailed procedures for each project, setting a specific timeline for progress and identifying the state entity which will be responsible for carrying out each project

The Iraqi government adopted the White Paper for Economic Reform prepared by the Crisis Cell for Financial and Fiscal Reform in October 2020.

The White Paper is a comprehensive programme that sets out a clear roadmap to reform the Iraqi economy and address the accumulated, decades-old serious challenges that confront it.

The White Paper identified two overarching strategic objectives. The first is to initiate an immediate reform programme to address the budget deficit to create a fiscal space to give time for the process of implementing the other wider reforms over the medium term.

The second objective is to put the economy and the federal budget on a sustainable path, after which Iraqis can decide and choose the economic direction of the country.

The White Paper anticipates that the short and medium-term objectives and associated reforms will require between 3 to 5 years to implement.

The White Paper for Economic reform enjoys the support system" rel="">support of the international community as reflected by the establishment of the Iraq Economic Contact Group (IECG) whose mission is to provide the support system" rel="">support needed for the economic reform process in Iraq within the framework of the White Paper. The IECG includes, in addition to Iraq, the G7 group of industrialised countries, the World Bank, the International Monetary Fund, and the European Union.

As for the second section, it included transferring the components of the white paper to the reform program that includes a group of projects, numbering 64, each of which includes a set of objectives that lead the process of their implementation in an integrated manner to the completion of each project, and the projects are integrated with each other to achieve the reform program as a whole.  Noting that each of these targets includes detailed procedures that are identified with the authorities responsible for each project, and within timings to be agreed upon within the framework of the plan period, and this section also includes a definition of the entity responsible for implementing the project, to be followed by the support authorities, as part of an integrative effort between  Institutions related to business terms.  An illustrative model has been developed in the introduction to the second section, the intended part of each of the components of the implementation plan for each project of the program. What was mentioned in this second section of the elements and timing of the proposal framework subject to discussion and amendment by the Council of Ministers and the responsible and supportive bodies.  It must be noted that the White Paper had the full support of the international community, which was embodied in the establishment of a special committee for support called "The Economic Contact Group for Iraq IECG", and its mission is to provide support for the credit reform process in Iraq within the framework of this group's Albilama paper  The seven industrialized countries, 67, the World Bank and the International Monetary Fund, in addition to the European Union. This group was established following the visit of the Prime Minister and the accompanying Iraqi delegation to the United Kingdom.  The group is headed by one of the member bodies on a rotating basis, as it started in the United Kingdom, and is currently headed by Germany. One of the basic tasks of this group is to coordinate the appointment of experts and international advisors to assist the Iraqi government in the front lines of reform, and when there is a need for development and administrative assistance

The importance of the international role in supporting the reform process is not hidden, as this blessing provides important opportunities to benefit from advanced international expertise in various areas of implementing the reform plan, as well as providing the appropriate conditions to facilitate support for international institutions to deal with various complications within the implementation process.  With the representation of the Economic Contact Group for Iraq and the World Bank in the Supreme Committee for Reform through representatives who do not have the right to vote, and in a closely consistent manner Continued international support for the reform plan OFF o qualitatively by forming a high-level committee of economists and statesmen, with international competence and reputation, to provide advice to the team  Implementation means the strategy that has an impact on the trends of the Iraqi economy, similar to similar experiences in other countries, where such assistance has emphasized controlling economic reform paths and achieving productive change.  This committee may meet quarterly, or when needed, to evaluate the implementation of the reform plan, and to suggest remedies and amendments that may be required by the plan.  The number of members of this committee does not exceed (10) people from different countries and experiences with success, and by God, the aid and success are based on the Emergency Cell for Financial Statistics January 2011

The Biden administration is "angry" ... and the Pentagon is proposing options to respond to the bombing of Erbil

The White House spokeswoman, Jane Saki announced, on Tuesday, that the US authorities are communicating with officials in Iraq to determine who is responsible for the Erbil attack, which occurred on Monday evening.

"The administration of President Joe Biden is still working to determine who is responsible for the missile attack that targeted the US-led forces in Erbil," Sacchi said in a press conference. She added, "We are still working in cooperation with our Iraqi partners to determine responsibility for this attack," noting that "the administration is angry at this attack." In addition, a US Defense Department official said that the Pentagon is still assessing the security and intelligence situation on the ground to determine who is responsible for the attacks that targeted Erbil.

The official added that the military commanders will provide recommendations for the options available to the administration of President, Joe Biden, to respond to the attacks, while it is up to the administration to take the appropriate decision about dealing with those attacks. The official emphasized that protecting US and coalition forces remains a priority for the United States, according to the "Al-Hurra" website, which is funded by Washington.

For his part, US Defense Secretary Lloyd Austin said that the United States is committed to supporting its Iraqi partners in their efforts to defend Iraqi sovereignty. "The Iraqi people deserve a secure and stable Iraq,"he affirmed in a phone call with his Iraqi counterpart, Jumah Inad. The first phone call of its kind between the two defense ministers came hours after the missile attack that targeted Erbil airport in the Kurdistan region of Iraq, killing a contractor with the coalition forces and wounding Iraqi soldiers and civilians.

The US mission to the United Nations said that Washington would provide all support to investigate the attack, stressing that the Biden administration had a strategic plan to achieve stability in Iraq. While Tehran denied its connection to the attack, the US mission in the Security Council called for "confronting Iranian-backed militias in Iraq."

The Special Representative of the Secretary-General of the United Nations in Iraq, Jenin Plasschaert, considered that these attacks target the stability of Iraq. She said, "We must focus on ending extremism and confronting threats on the ground in Iraq." The United States, through its Secretary of State, Anthony Blinken, pledged to hold accountable those responsible for the attack, which is considered the bloodiest against its forces in nearly a year in Iraq.
