Information / Special ...

The legal expert, Ali Al-Tamimi, explained, on Tuesday, that the increase in the exchange rate of the dollar violates the constitution, which stipulates that the government must provide decent living for the citizen, pointing out that Parliament cannot reduce the exchange rate, but it can propose to return the budget to the government for the utmost necessity.

Al-Tamimi said in a statement to "the information", that "Article 62 of the constitution permits parliament, upon the arrival of the draft budget, to transfer between chapters and chapters as well as reduce the total amounts, and he may, when necessary, return them to the Council of Ministers and propose an increase in total expenditures."

He added, “Article 57 of the constitution requires the budget law to be legislated even if the legislative term ends. This means that Parliament cannot reduce the exchange rate of the dollar that was set in the budget, but rather .. Parliament can propose and return the budget to the Council of Ministers because of the absolute necessity for that. Because it violates Article 30 of the Constitution, which requires the government to provide decent living for people.

Al-Tamimi indicated that “Parliament faces a historical position as it represents the people in standing by the people and preventing the increase in the difficulty of living, and in the event that Parliament legislates the budget law, it is subject to appeal before the Federal Supreme Court according to Article 93 of the Constitution, as this contravenes Article 30 of the Constitution and Articles 23 and 26 From the Charter of the International Covenant. ” 25 n

Shafaq News / On Tuesday, the Parliamentary Finance Committee announced that it had reached a semi-final agreement on the 2021 budget, with the exception of deducting the Kurdistan Region’s share.

The committee said in a statement received by Shafaq News that it sent a letter to the Presidency of the Council of Representatives on the fifteenth of this February, in which it stated that it had completed the semi-final draft of the 2021 budget draft, and the only outstanding point is the text on the obligations of the Kurdistan Region, which was mentioned in details in Article 11 of the draft law.

She added, "We met with the political blocs of various components to bridge the gap in viewpoints and come up with a consensus on the entirety of the texts contained in that draft, but until now we are awaiting a final form of agreement on the article related to the region."

And the committee continued, "From the foregoing, we call on all concerned blocs to speed up their discussions and reach an agreement on what was contained in the draft presented to it."

She pointed out that, "despite the attempt by some to mix papers and attack its members, it has made great efforts to include all the rights of citizens, employees and non-employees, and workers in all sectors and for all components in the draft budget law at the level of certain segments, ministries or governorates to ensure the establishment of service and strategic projects." And to include the rights of workers in the public and private sector. "

In the context, a source in the Kurdistan Democratic Bloc revealed that a Kurdish ministerial delegation will head to Baghdad within the next 24 hours to settle the Kurdistan Region’s share in the 2021 budget.

The source told Shafaq News that a ministerial delegation from the Kurdistan Regional Government will head to Baghdad within the next 24 hours to agree to settle the region’s share of oil exports, financial revenues and the region’s percentage in the federal budget law.

On Monday, the Parliamentary Finance Committee revealed that it had handed over the draft Budget Law 2021 to the Presidency of the Parliament without deducting the Kurdistan Region’s share.

A source in the committee told Shafaq News, "The Finance Committee handed over the Presidency of the Council of Representatives the draft general budget law for the year 2021 without any deduction or agreement on the Kurdistan region’s share.

He pointed out that "the Presidency of Parliament will set a date for voting on the budget law," most likely the date for voting "next Thursday."

The Kurdistan Islamic Union bloc in the Iraqi parliament held Shiite political forces responsible for delaying the vote on the 2021 budget bill.

The head of the bloc, MP Jamal Cougar, told Shafaq News, last Saturday, that "so far, the Shiite political forces have not come up with a solution regarding the Kurdistan Region’s share in the 2021 budget outside the sent government text. Until now, we do not know what these forces want exactly? One solution is different from the other. "

And he stated that "since the first day of the arrival of the budget law in 2021, there was a dispute within the Shiite house, and the political forces inside this house were the ones who held the matter and delayed the vote on the law, and at the same time they did not present any alternative text regarding the region’s share.

Last December, Baghdad and Erbil reached an agreement on the financial budget, providing for the region to deliver 250,000 barrels of oil per day, and half of the revenues from border crossings and others to the federal government, in exchange for a share in the budget of 12.6%.

The agreement was included in the draft budget, but Shiite political blocs in Parliament rejected the agreement, which impedes its passage in Parliament until now.

102-105613-dollar-lebanon-today-tuesday-

The statements are continuing regarding serious efforts to restore the dollar’s exchange rate to its previous position, up to 120,000 dinars per 100 dollar bill in Iraq, accompanied by the “I want a diamond” campaign that swept the social networking site Twitter today to record the top of the site's Trend.

Today, Wednesday, a member of the Parliamentary Economic Committee, MP Mazen Al-Faily, announced that there is a trend within the House of Representatives to restore the dollar exchange rate to reduce the exchange rate of 1,300 dinars against the dollar in the 2021 budget.

"Signatures were collected by 113 deputies to reduce the dollar exchange rate to 130,000 dinars in the budget," Al-Faily said in a televised statement, monitored by "Yass Iraq."

He added, "The reason for the increase in the exchange rate of the dollar was the decrease in the price of a barrel of oil. Now, the global price of a barrel of oil has risen and is supplying the treasury, and we can raise the price of a barrel of oil in the budget to 50 dollars or more, and thus we dispense with the decision to raise the exchange rate."

The Minister of Finance, Ali Abdul Amir Allawi, chaired, on Wednesday 2/24/2021, an expanded meeting to discuss the goals achieved by changing the currency exchange rate, according to a ministry statement.

The statement said that during the meeting, a review and discussion of the positive effects of changing the exchange rate of the dinar against the dollar and the effect of that step on re-balancing the Iraqi economic reality burdened with challenges and obstacles and protecting it from the risk of collapse, according to the text of the statement.

Allawi stressed that the Ministry of Finance has taken several measures in support of the effects of changing the exchange and is continuing to work on translating them effectively to protect the poor classes, in conjunction with the approaching vote of the House of Representatives on the draft general budget bill.

It is noteworthy that the social and economic repercussions are increasing since the dollar’s exchange rate rose against the dinar, after it was rapidly reflected in the prices of goods and services in the country, with continuing fears of uncontrolled price increases in the Iraqi market, while a parliamentary proposal has emerged calling for investment in the encouraging global development with higher prices. Oil to adjust the current exchange rate.

I'm beginning to think this is the "sucker" rate...   :rake:

" the price of the dollar remained constant at 145 thousand per 100 dollars ". Remained refers to " past tense " , that means the rate 145000 was already applied in the past, therefore, the rate is going to change at whatever rate.
