Parliamentary Finance receives a new proposal regarding the region and sets the deadline for approving the budget

{Baghdad: Al Furat News} The Parliamentary Finance Committee revealed that it had received a new proposal regarding the Kurdistan region’s share in the draft federal budget law for 2021.

Committee member Magda Al-Tamimi said in a press statement, "Discussions are ongoing regarding the budget paragraphs and receiving proposals regarding them, and there are two matters awaiting a decision on them and the budget is submitted to the vote, the first is related to the Kurdistan region file and the other concerns final review of technical matters."
She pointed out that "after 46 meetings and more than 500 workshops, the issue of resolving the topic of the region remained, and among the proposals that were presented was what was stated in the text of the budget coming from the government represented by paragraphs {10 and 11} that concern the region, and the committee members had comments on Article 11."
She added, "There are alternatives being discussed within the political blocs, as a text arrived on Thursday, which the Finance Committee is studying to make a decision on it, as well as the sub-committee's submission of its report on reviewing the data that were submitted by the Kurdistan Regional Government and the additional data that it requested and is awaiting its receipt by Provincial government. "
Al-Tamimi pointed out, "The Kurdish side has already announced its approval of what is contained in the budget submitted by the government, which includes the delivery of 250 thousand barrels per day, as well as non-oil revenues, in return for payment of dues to the region by the federal government."
She also indicated, "the existence of a paragraph concerning the Iraqi Trade Bank, indicating that, according to its information, there are 4 billion dollars in the bank's branches in the region that had been disposed of through a decision by the former bank manager, and there are letters in this regard between the Finance Committee and the current bank manager to send the priorities of the matter."
And she added by saying that there are reports with the Ministry of Oil about different figures for the quantities produced in the region. The quantities delivered from the region must be determined precisely after deducting the quantities of local consumption so that the remainder will be delivered exclusively to the SOMO company or the federal government receives the file completely, including re-negotiation with the companies Oil. "
Al-Tamimi noted that this matter is currently being discussed and is waiting to be resolved within the next few days, in preparation for completing the draft budget and presenting it in Parliament and starting voting on its paragraphs. "

Shafaq News / The Parliamentary Finance Committee revealed, on Monday, that it had handed over the draft budget law for 2021 to the Presidency of the Parliament without deducting the share of Kurdistan Region.

A source in the committee told Shafaq News, "The Finance Committee handed over the Presidency of the Council of Representatives the draft general budget law for the year 2021 without any deduction or agreement on the Kurdistan region’s share.

He pointed out that "the Presidency of Parliament will set a date for voting on the budget law," most likely the date for voting "next Thursday."

The Kurdistan Islamic Union bloc in the Iraqi parliament held Shiite political forces responsible for delaying the vote on the 2021 budget bill.

The head of the bloc, MP Jamal Cougar, told Shafaq News, yesterday, Saturday, that "so far, the Shiite political forces have not come up with a solution regarding the Kurdistan Region’s share in the 2021 budget outside the sent government text, so until now we do not know what these forces want exactly? You want a solution that differs from the other. "

And he stated that "since the first day of the arrival of the budget law in 2021, there was a dispute within the Shiite house, and the political forces inside this house were the ones who held the matter and delayed the vote on the law, and at the same time they did not present any alternative text regarding the region’s share.

Last December, Baghdad and Erbil reached an agreement on the financial budget, providing for the region to deliver 250,000 barrels of oil per day, and half of the revenues from border crossings and others to the federal government, in exchange for a share in the budget of 12.6%.

The agreement was included in the draft budget, but Shiite political blocs in Parliament rejected the agreement, which impedes its passage in Parliament until now.

{Al Furat News} reveals the latest developments in the budget, and "the saw goes beyond the knot"

{Baghdad: Al Furat News} The Parliamentary Finance Committee revealed the latest developments in the draft federal budget law for the year 2021, indicating that it is "near to overcoming the knot of the Kurdistan region’s share and voting on the budget in the House of Representatives."

The committee’s rapporteur, Ahmed al-Saffar, said to the “Alamastara” program broadcast by the Al-Furat satellite channel this evening, “The committee bears all the attacks and is working for 50 days on budget adjustments. Hundreds of requests from MPs to provide these opportunities. "
He added, "The big mistake in appointments accumulated for previous years not to move the economy until the great burden on the public sector arrived; but we achieved some kind of justice according to priority by providing allocations for contracts, procedures and administrators," noting that "the additional allocations increased the percentage of deficit in the budget by up to 28.6." ".
Al-Saffar added, "The majority of the budget is operational, and delaying the budget is not due to the House of Representatives, but rather to delay the date of receiving the draft," indicating that "the creation of new grades is the subject of unresolved discussion, and we are pushing towards increasing the investment budget in future budgets."
"We reduced the budgets of the three presidencies by 20%, and a tax was imposed on the income of foreign workers," he added, adding, "The salary of a member of Parliament is 7 million dinars, and the allowances and privileges of the deputies are not attractive now."
Regarding the share of the Kurdistan region, Al-Saffar clarified, "The intentions are sincere from the Kurdistan region and he provided all the data to Baghdad from the map of the oil wells, costs, revenues, the number of employees and the financial committee, and as long as the intentions are sincere, there will be a solution." The region has overridden the constitution. "
He noted, "Some political blocs insisted on Baghdad's management of the region's oil file," announcing, "the region’s delegation will return to Baghdad tomorrow due to the agreement of the most prominent Shiite blocs on a specific text regarding the region’s share in the budget, and that the Parliamentary Finance Committee delivered a copy of the budget to the Presidency of Parliament with the exception of the two articles pertaining to the region. Kurdistan until agreement is reached. "
Al-Saffar added, "Legislation of the oil and gas law is sufficient to solve problems in managing the energy file, and that the parliamentary finance operates as a cell despite being attacked by MPs and blocs, and the need to merge ministries and grant space to the private sector; but our support for the private sector does not mean that we are partners in it."
"The real productivity of the Iraqi employee does not exceed 17 minutes only and 40% of the budget is paid in salaries, but we invested money in the budget in the best way and we obligated the Council of Ministers to reconsider the oil licensing rounds. As for the price of a barrel of oil in the budget, it is a precaution to market instability and financial abundance." It may be turned into a supplementary budget. "
Al-Saffar stressed, "The need to unify the state's sovereign fund, and we have also adopted the standard of justice and disenfranchisement for the governorates in the budget, especially Basra Governorate, as it is disadvantaged and we gave priority to it in the 2021 budget.
"The failure to serve the south is a peg for the attack on the region. The government text in the budget came as a result of the meetings of the governments of the two parties, and there will be a settlement of the dues between the two governments."

A new postponement .. Parliamentary Finance excludes passing the budget Thursday for these reasons

Private / National News Center

Today, Monday, the Finance Committee in the House of Representatives ruled out passing the 2021 Budget Law, next Thursday.

A member of the Finance Committee, Mahasin Hamdoun, said in a special statement to the "National News Center", that "the committee has submitted the budget to the Presidency of the Council of Representatives pending setting a special date for passing it."

And she believed that "it is very difficult to proceed with voting next Thursday, without resolving the dispute between the center and the Kurdistan region."
Hamdoun explained, "The political blocs and the region have not settled the differences yet, but they may reach by the end of this week, especially since the region has sent all the data on oil exports and border crossings revenues to the central government for checking."

Hamdoun pointed out that “it is difficult to pass the current year’s budget without compatibility with the Kurdistan region,” suggesting that the debate over the budget will be resolved completely during the next month in order to pass it under the dome of Parliament.

The government of Prime Minister Mustafa Al-Kazemi sent the 2021 budget draft law at the end of December of last year, while the Finance Committee in the House of Representatives held several sessions to discuss them, without Parliament endorsing them until today, due to the disagreement over the region’s share in it.
