Saleh added to the Iraqi News Agency (INA) today, Saturday, that project funds in the framework agreement with China are stabilized through the credit facilities provided by the Chinese side to the investment projects contracted, according to the same agreement, in the interest of Iraq, especially when oil revenues are low and Iraq's share in The same Iraqi-Chinese fund.

Everyone in Iraq is aware of the nature of the discussions taking place now about the draft Iraqi budget for 2021 in one form or another, and everyone looks at its provisions according to his interests that stem from his economic and political background, so there are those who support or oppose its provisions, and there are those who prefer to reformulate them .. To the last of the opinions about it.

And the most intense discussions regarding this budget are related to the region’s share in the draft budget, according to what came from the government to parliament, at a rate (12.67% ؜) in return for handing over the region to Baghdad daily, and imports of (250 thousand barrels) from the sale of oil The source is in addition to (half) the customs imports from the border crossings.

Although we are almost convinced that the aforementioned percentage will not be approved by the parliamentary majority, this paragraph has become the subject of debate, discussion and exaggeration among a large number of respected members of Parliament, whether intentionally or unintentionally, or it may be for electoral, political or other purposes. Which, apparently, created a public opinion among some respected Iraqi citizens in the central and southern governorates, from which it is understood that the governorates of the region, according to the above-mentioned paragraph, acquire a greater share of the budget compared to the rest of the other governorates, so the parliamentary majority affiliated with the political blocs It insists on not agreeing to this paragraph, but rather trying to amend it by imposing harsher conditions on the region's share of the 2021 budget, which may be unconstitutional and unfair to the region and its citizens.

In any case ...... and if things went well ...... we found it necessary, according to our humble discretion, to show public opinion the region's share (actual or real) and as approved by the government in the draft general budget And before imposing unrealistic and stricter conditions on the region’s share by the parliamentary majority, and in order for the Iraqi public opinion to acquaint itself with this sensitive question regarding the nature of the relationship between the regional government and the federal government, we decided to clarify the matter through the following points: -

First - If we assume that Parliament will approve the (proposal) of the Finance Committee to reduce the size of the budget from (164 to 127 trillion dinars), then the following will result:

1- The region’s share of (12.67%) of the general budget is usually determined after (subtracting) the amount of (sovereign and ruling expenditures) from the general budget.

2- By reviewing the amount of sovereign and ruling expenditures that were estimated in the general budget in previous years, they constitute annually a percentage of not less than (30%) of the size of the general budget, and according to this percentage, their total is estimated at (127 in 30% ؜) = Approximately 38 trillion dinars,

Second - After subtracting the total sovereign and ruling expenditures estimated above at (38 trillion dinars) from the total public budget assumed according to the Parliament's proposal of (127 trillion), the amount of the budget remains up to (89 trillion dinars) according to which the region’s share is determined, as follows:

1- The region’s assumed share according to the assumed general budget is (89 in 12.67% ؜) = approximately 11.3 trillion dinars.

2- But according to the draft general budget law 20211, the region’s share is calculated from (actual public expenditures) and not from (assumed or estimated public expenditures) in the draft law.

2- As it is known, since 2005 until now, the federal government has not been able, and at best, to implement (actually spend) more than a percentage (70%) of the total estimated public expenditures.

4- And according to the above assumptions, the amount of (non-actual public expenditures) that is not implemented for the year 2021 by the federal government will reach (89 in 30% ؜) = 27 trillion dinars, while the amount of (actual public expenditures) will reach (62 trillion) And according to which the actual share of the region is calculated at (12.67%).

In sum ... even if Parliament ratifies the paragraph approved by the government regarding allocating the region's percentage of (12.67%) in the 2021 draft budget, the real share of the region is (62 in 12.67% ؜ 8 trillion Approx. JD.

In conclusion ..... if the above-mentioned assumptions are fulfilled, the (actual share) of the region constitutes (6.3%) of the budget, not a percentage (12.67% ؜), and the region will receive under it up to (8 trillion dinars) of its share Four governorates of the region have up to 6 million people, and all this is achieved if the region delivered imports of 250 thousand barrels of oil from the source region per day and half of its imports from the border crossings of Baghdad.

And the final question ..... What will happen to the region and to the nature of the relationship between the two governments if the parliamentary majority imposes conditions that are tougher than the government’s conditions on the region in the budget ... !! ???.
