Shafaq News / The Al-Fateh Alliance led by Hadi Al-Amiri pledged, on Monday, the vote of its deputies on the country's financial budget for the current year by adding five items in the draft law.

 

A document issued by the coalition obtained by Shafaq News Agency stated that its deputies will not vote in favor of passing the budget in Parliament unless the following articles are added:

 

1_ The price of the dollar row in the general budget is (1119) dinars per one dollar.

 

2_ The Ministry of Finance should create the necessary job grades to install all contract workers in the Elections Commission.

 

3_ The Ministry of Finance should release degrees of deletion and creation, especially for free lecturers.

 

4_ The Ministry of Finance shall pay the lecturers' financial dues as contracts within the 2021 budget.

 

5- The Kurdistan Region’s share of the total actual expenditures for current expenditures and investment project expenditures is determined, after excluding the sovereign expenditures specified in the Federal Budget Law on the condition that the region must pay the amounts of oil exported from the region in the quantities specified by the Iraqi Oil Marketing Company (SOMO) exclusively and non-oil revenues, and in case Non-commitment of the region, expenses may not be paid to the region, and the violator of this provision bears legal responsibility.

The Finance Committee of the House of Representatives announced the completion of the discussion and preparation of the general budget law, and the survival of the item on determining the share of the Kurdistan region, and the mechanism for receiving oil from it.

Hoshyar Abdullah added in an interview with the new morning, that the Finance Committee has finished discussing the provisions and paragraphs of the Federal Budget Law, and we are waiting for the Shiite blocs to reach a conviction and a special formula for receiving oil from the regional government, and determining its share of the budget.

Abdullah indicated that we, as representatives of the Kurdish component in the House of Representatives, informed some of the Shiite parties that insisting on handing over the oil file in full is an unconstitutional request and will not be in the interest of the efforts made to resolve disputes, and he announced a meeting that the Finance Committee held with the Minister of Oil in the federal government during the past few days. , During which he indicated the existence of great corruption and lack of transparency in the oil file in the Kurdistan region, including that the federal government pays a dollar and 32 cents as wages for every barrel of oil, while the regional government pays about ten dollars.  

Abdullah revealed the existence of a new text proposal for the agreement between Baghdad and Erbil, which is that the regional government will deliver its oil to the federal government, specifically SOMO, in the Turkish port of Ceyhan, provided that SOMO will export it and give part of it to the regional government to pay the companies' dues and internal debts from it. 

He pointed out that the regional government deals selectively with this vital file, and with any rise in oil prices, it shows its lack of interest in reaching an agreement with the federal government.

He noted that the existence of two groups within the regional government and the federal government do not want the ongoing talks between Baghdad and Erbil to reach positive results.

Abdullah expected that the vote on the law will take place next Saturday at the latest, in the event that the debate over the region’s share of the budget is completed or not.

Prime Minister Mustafa Al-Kazemi had held a meeting with the Finance Committee in the House of Representatives on the federal budget law for the current year 2021.  

A Kurdish member of the committee said that Al-Kazemi refused to hold citizens in the region responsible for the mistakes made by the regional government, and to adopt the text that the government sent to agree with the regional government. 

The paragraph included in the draft budget bill that the federal government sent to a council for a vote on it includes that the regional government hand over the revenues of 250 thousand barrels of oil to the federal government in addition to half of the revenues of the border outlets, in return for receiving 14 trillion dinars from the general budget.  

He added that Al-Kazemi called on the Finance Committee not to deprive the people of Kurdistan of their salaries and starve people, and to hold them responsible for the consequences and results of the wrong policies of the regional government. 

The head of the regional government negotiating delegation, Deputy Prime Minister Qubad Talabani, has confirmed that the Kurdistan region is ready to implement all obligations with the federal government, whether it is about oil of 250 thousand barrels per day, or even non-oil resources in the region's outlets, according to the laws in force within the constitution, but In return, the rights of the region must also be provided.

He pointed out that the region wants to solve the outstanding problems with Baghdad in the fastest way so that they are feasible, calling on everyone to move away from the electoral atmosphere, emotion and slogans, and to search for regional solutions for this stage.

A member of the Parliamentary Economic and Investment Committee, Mazen Al-Faili, confirmed today, Tuesday, that there is only one solution to end the budget crisis between Baghdad and Erbil, while noting that the Kurds each time offer the same idea and do not offer practical solutions.

 

 "The Kurdish delegation presents the same ideas every time and does not offer any practical solutions to the issue of selling oil, and negotiations are taking place in the same circle without leaving it," Al-Faily said in a statement to "Tigris "

 

He added, "If these negotiations continue without achieving any progress, then the fate of the budget will be to pass by the majority to prevent disrupting citizens' projects, services, salaries and entitlements "

 

Al-Faily pointed out that "the only solution to end the crisis is to place all agreements between Baghdad and Erbil in the Department of Figures and to disburse the dues of each of the parties according to the proportions of the population

Member of the Parliamentary Finance Committee, Muhammad al-Shabki, confirmed, on Tuesday, that the government of Baghdad and Erbil had not reached an agreement on oil and non-oil revenues, indicating that the dialogue between the two parties is still complicated.
"The federal government and the Kurdistan Regional Government have not yet reached an agreement on the delivery of oil and non-oil revenues," Al-Shibaki said in a statement to Al-Maalouma.
He added that "the Parliamentary Finance Committee does not have any problem with the Kurds," noting that "the regional government has not shown full readiness to cooperate with Baghdad on the delivery of oil revenues."
Al-Shibki pointed out that "the issues between the two sides are complicated until now with regard to oil and border crossings."
Al-Shbaki confirmed earlier that the 2021 budget will be presented to the leaders of the political blocs and the three presidencies before voting on it, indicating that the vote on the draft budget law will be within the next week. End / 25 h

Al-Fateh Alliance announced that all of its deputies will not vote on the 2021 budget, unless several articles are added to it, including making the dollar exchange rate in the general budget (1119) dinars against the dollar.

Among the conditions indicated by the coalition documents is that "the Ministry of Finance must create the necessary job ranks to install all contract workers in the Elections Commission."

The coalition also stipulated: “The Ministry of Finance should release the degrees of deletion and creation, especially for free lecturers,” adding: “The Ministry of Finance must disburse financial dues to the lecturers as contracts within the 2021 budget.”

The coalition has set other conditions for voting on the budget, including that “the Ministry of Finance must provide salaries (30,000) job degrees and daily wages for Basra Governorate,” as well as “install security guards on the owners of the Ministry of Oil, and the ministry bears all their salaries and allocations.”
