I’ve been thinking this same thing since they stated the budget must be approved/voted on within 2 weeks. It feels like Iraq is done with the budget, but they are saying they still have a few outstanding items before complete so they can stall or stay in a holding pattern while they receive direction from the alphabet soup financial institutions.
