an officer steals 1 billion dinar to go abroad? first option, has the officer tried to hide 1 billion dinars somewhere out of iraq because he knows the rv is going to happen sooner and closer with the rate at least 1:1? second option,   i wonder who would be the dinar buyers abroad? dinar dealers and dinar sellers on ebay in the us?  so when there is a demand, there is a supply. i thought since the devaluation was happened last december 2020, the demand for iqd will decrease sharply and none of dinar investors will buy more dinars. but i could be wrong though. by the way,  iqd can't be used to buy goods in the neighboring countries of iraq ( iqd can only be used to buy goods or groceries in country of iraq ).

Perhaps a feeble plan to create instability ? No intention to steal for personal use ?

instability? for what?  why would he do that? what is the advantages for him? does he have a hidden agenda to do a coup and try to overthrow and takeover the iraq government?

" No intention to steal for personal use ? ", do you think someone who already stole 1 billion dinar is a good and honest person? so are the bank robbers good and honest people?

A planned  theft with a purpose for disruption . Not personal gain.

What kind of thefts that steal something without personal gain? Do you mean like robin hood, steal from bad people and give to poor people? For example  Usually, when a government official doesn't want his country to make a progress, he and his groups do big corruptions to collapse the economic. After that, the monies from the corruption are divided and given among group and everyone that is getting involved get their cut.

No . I don't think he's Robinhood . In the past . When government officials and Iran wanted to slow progress . They would send suicide bombers , do auction thefts , counterfeiters , assainate other officials , rob banks and armored trucks , steal from ministries . What was your reason for the theft again ?

Nope. I have no more reason. You already said them all. You are a smart person.

this might just be a 1 off situation , ( and 2 or more folks are involved ) we have the payroll guy , you do not just load a duffel bag full of dinar , and walk out like nothing is wrong ( in iraq ) ,  possibly what the plan might have dealt with was the plastic master card deal , skimmed dinar digits out of the intended personal accounts and moved those numbers to other accounts ready to transmit to outside iraq  bank accounts , the skimming part was completed but when the payroll guy left country and was waiting on the transfer , the other person in iraq either got caught , or just faded away with the loot.

but apparently officials are following the digits .

( just a theory on my side  )
