Iraqi Parliament

Mubasher: Parliamentarian Badr Al-Ziyadi, a representative of the Saeron Alliance, revealed that the approval of the new budget for Iraq could be delayed for several days due to the Kurdistan region's failure to clarify until the present time about his financial liability to the authorities in Baghdad.

Badr Al-Ziyadi told the Iraqi News Agency, "INA", on Friday, that the salaries of employees and retirees are insured and that there is no delay even if the vote on the general budget for 2021 is delayed, because salaries and pensions funds are already covered for several months.

Al-Ziyadi said, "The budget has a big difference between the Kurds, the Finance Committee and the political parties, so it needs political consensus and more time to vote on it."

He indicated that the Kurdistan region has not paid the debts owed by it from 2003 until the present time, adding that the problem is related to the region’s disclosure of the non-oil resources it owes to Baghdad, and so far there is no consensus on this file.

Parliamentary Finance: The current budget is the two-year budget, and this is the date for approval

Representative of the Parliamentary Finance Committee, Jamal Cougar, said today, Sunday, that the current budget is the "two-year" budget, while indicating that the vote on the budget will take place at the beginning of next week.

Cougar said during his speech to Alsumaria newsletter, "The current budget may be a two-year budget due to the proximity of the elections and their consequences."

Regarding the committee's meeting with Al-Kazemi, he stressed that "the government has shown its willingness to implement what the Finance Committee deems in the House of Representatives, and the need to pass the budget away from political bickering and cacophony voices that do not want to be approved."

Couger pointed out to "the signing of a memorandum of understanding between the two offices of financial oversight in the central government and the government of the Kurdistan region," stressing that "what was agreed upon between Baghdad and Erbil and what was included in the budget in this regard was the full conviction of both parties."

In another context, a member of the Finance Committee affirmed that "the budget will approve the price of 42 dollars per barrel, and as long as oil prices continue to rise from the current price by about 60 dollars, there will be a cash surplus, and a supplementary budget is prepared for it."

According to Cougar, "The Finance Committee asked Al-Kazemi, before going towards the vote, to hold a session that includes the Presidency of Parliament, the Presidency of Ministers, concerned ministers and heads of political blocs, to agree on the instructions for implementing the budget to avoid falling into the mistakes that we made during the previous budget." Voting on the budget at the beginning of next week. "

The Finance Committee of the Iraqi Representatives: Not to prejudice the central reserves in the 2021 budget

The Finance Committee of the Iraqi Representatives: Not to prejudice the central reserves in the 2021 budget
During a meeting of the Finance Committee of the Iraqi Council of Representatives

Mubasher: The Finance Committee of the Iraqi Council of Representatives revealed, today, Monday, a tendency to cancel the currency auction, while indicating that the reserves of the Central Bank will not be affected in the general budget for 2021.

Committee reporter Ahmed Al-Saffar told the Iraqi News Agency, "INA," that "when it is approved in the House of Representatives vote session, it becomes a binding law for the government and is enforceable," indicating that "the Ministry of Finance then issues instructions within a week or two to send instructions to the ministries to facilitate the budget implementation process." ".

He added that "the budget deficit has been reduced from 71 trillion to 24 trillion only, as the lending scheme was deducting treasury transfers to the central bank 47 trillion, but we reduced it to only two trillion, if the price of a barrel of oil remained at $ 45," noting that "the deficit will disappear soon." The government will have an abundance of money if the price of a barrel of oil remains high. "

Al-Saffar stressed that "the Central Bank's reserves will not be affected at all in this budget, as we have reduced borrowing and canceled foreign loans."

The decision of the Finance Committee indicated that "there is a tendency to cancel the currency auction because it does not exist in all countries of the world except in Iraq."

He explained that "the currency auction mechanism is incorrect, and it is supposed to grant hard currency to actual importers, students, professors, and patients who travel outside the country, not to banks."

Al-Saffar indicated that "there is an increase in social care because large numbers of them were included, with the private sector participating in employing the unemployed," noting that "the budget carries a clear economic and social vision."
