The MP for Diyala Governorate, Mudar Al-Karawi, talked today, Monday, about an option in the House of Representatives to pass the 2021 budget, while indicating that there is convergence between Baghdad and Erbil on complex files.

Al-Karawi said in an interview with (Baghdad Today), that “political consensus is the one that settles the terms of the 2021 budget, otherwise problems will remain,” noting that “consensus has reached 90% so far and there are some paragraphs that raise disagreement and controversy, including the entitlements of some governorates.”

He added, "There is a rapprochement between Baghdad and Erbil regarding complex files, and there are new ideas that were proposed during the past 72 hours in order to reach an initial consensus before presenting the budget to the vote, which may be the end of this week, after consensus and solutions have been obtained on the outstanding issues, especially oil, customs and the rest Other commitments. ”

Regarding the amendments made by the Finance Committee, Al-Karawi pointed out that “what the Parliamentary Finance Committee announced regarding the budget cannot be said that it will not change during the discussions of the House of Representatives before the vote,” stressing that “there is a change proposed by some representatives on a number of paragraphs to reach a complete consensus. Before the budget is decided by members of the House of Representatives, and perhaps the majority option is strongly proposed if there is no political consensus.

The Parliamentary Finance Committee announced, on Monday 8-2-2021, 3 new positive points in the budget, one of which concerns employees.

The head of the committee, Haitham al-Jubouri, said on his Facebook page that "the central bank's reserves will not be affected in the budget, and the budget deficit has been reduced to 24 trillion out of 71 trillion in the government's budget text."

In a third point, he added, "The launch of bonuses and promotions for employees will take place as soon as the 2021 budget is approved in the House of Representatives."

Yesterday, (Baghdad Today) published the most important paragraphs added to the general financial budget for the year 2021 with the amendments of the Parliamentary Finance Committee, which held 43 meetings and hosted more than 300 government figures to accomplish these amendments.

 

Added points

1_ Abolition of deductions and income tax on salaries of employees and retirees.

2_ Allocation of full financial amounts to lecturers, contracts, daily procedures, support staff and holders of higher degrees in ministries and departments.

3_ Include the allocations of those covered by Resolution 315, contracts and wages of the Ministry of Electricity, administrators, craftsmen, writers, guards, and volunteer service employees.

4_ The inclusion and inclusion of dues for those whose contracts have been avoided in defense and interior, and their return to service.

5_ Including and directing the graduates of the health and medical professions (and the rest of the health and science majors) with appointment, which amount to 68 thousand job degrees.

6_ Transferring holders of bachelor's degrees or higher to civilian staff in the security ministries.

7_ Distribution of plots of land to the segments of society, whether they are employees or other graduates, retired people, those covered by care, and those who have not previously received it.

8_ Adding allocations and entitlements to the administrative staff in the Ministry of Health.

9_ Adding the defense crowd to the popular crowd after selecting the criteria and increasing the financial allocations.

10_ Include farmers' dues and others related to the industrial sector.

11_ Doubling the petrodollar allocations to (one trillion dinars).

12_ Increasing the number of those covered by the social care network and raising its allocations and the sums granted to it.

13_ Cancel the Cabinet’s decision banning the entry of cars with minor damage.

It is noteworthy that discussions are continuing regarding the examiners in the Ministries of Defense and Interior.

The Parliamentary Finance Committee revealed, on Tuesday, that it has assigned Prime Minister Mustafa Al-Kazemi to hold meetings with the political blocs to pass the budget, indicating that it is awaiting the official government response before presenting the budget.

The committee's reporter, Ahmed Al-Saffar, said in a statement to / the information / that “what is left in front of the parliamentary finance is only two days, during which jobs will be presented and distributed to government departments, as well as the share of Kurdistan, especially with some breakthroughs in the case.”

He added that "the committee, during its meeting with the government, mandated Prime Minister Mustafa Al-Kazemi to hold a meeting with the political leaders in Iraq in order to raise the issue of the budget, and this will take place in the coming days."

Al-Saffar explained that "the House of Representatives is awaiting a response from the government regarding its position on the budget and the reforms that have taken place and their requests through the amendment and the extent to which the law can be applied."

The spokesman for the Iraqi Council of Ministers, Hassan Nazim, stated, on Tuesday, that the file of the Kurdistan Region’s share in the federal financial budget will be resolved in the coming days.

Nazem, who is also the Minister of Culture, was responding at a press conference in Baghdad to a question by the Shafak News Agency correspondent, stating: That "the Parliamentary Finance Committee made a number of amendments and additions to the draft budget, at a time when disputes are still hindering the settlement of the Kurdistan Region’s share, so is the government’s position in this regard?"

Nazem said, in the conference that followed the weekly cabinet meeting, that "the Council of Ministers decided the issue of including the share of the Kurdistan region in the budget law in accordance with the agreement concluded with Baghdad, in addition to the region’s approval of the terms of the internal borrowing law." 

In December, Baghdad and Erbil reached an agreement on the financial budget stipulating that the region hand over 250 thousand barrels per day and half of the revenues from border crossings and others to the federal government in exchange for a budget share of 12.6 percent.

The agreement was included in the draft budget, but Shiite political blocs in Parliament reject the agreement, and some demand that the entire oil management file in the region be handed over to the federal government, while others demand that the region hand over about 500 thousand barrels per day to Baghdad.

Nazem said that the coming days will witness the resolution of the region's share file in the financial budget.

Regarding the amendments made by the Parliamentary Finance Committee to the draft budget, Nazem said, "The government received a draft amendment to the budget law from the Finance Committee."

He added that "the Council of Ministers assigned a committee to study the amendments," noting that "this will be resolved within the next two days, after which it will be referred to the House of Representatives." 

On December 22, the Iraqi government approved the 2021 budget of 164 trillion dinars (about 113.1 billion dollars), with a total deficit of 76 trillion dinars (about 32.4 billion dollars), and referred it to Parliament with the aim of voting on it.

However, the Parliamentary Finance Committee reduced the size of the budget to 130 trillion dinars (about 89.6 billion dollars), and the deficit to 25 trillion dinars (about 17.2 billion dollars).

On Wednesday, a member of the Parliamentary Finance Committee, Sadiq Al-Mudalloul, revealed the details of the committee’s last meeting before sending the budget to the parliament presidency, indicating that the meeting will put the final touches on the law.

"The draft budget law is nearing completion, and what remains of it is a discussion of the ration card support files, investments and services," Al-Mudalloul said in a statement to / Al-Maamouma.

He added, "Today's meeting may be the last to discuss the latest developments and adjustments that will take place, particularly loan funds before raising them to the vote," noting that "the committee has postponed some details in order to give the opportunity to find satisfactory solutions for all parties."

A member of the Finance Committee, Jamal Cougar, had suggested in a previous statement to /the information/ that a mutually satisfactory agreement had occurred between the regional government and the Center regarding the budget, denying the existence of international mediation in this regard.

The Parliamentary Financial Committee announced, on Wednesday, the cancellation of all foreign loans in the draft budget that was handed over to the government, indicating that any loan that the government will offer during the current year will be rejected.

A member of the Finance Committee, Ahmed Al-Saffar, told Al-Maalouma Agency that "the last-minute amendments to the draft budget of 2021, according to which all loans made by the government were canceled."

He added that "what is present in it is only the old loans in effect and we did not agree to any new loan," noting that "Parliament will reject any new loan that the government offers during the current year unless it is classified exclusively for investment projects."

He explained that "any loan submitted by the government will be paid from the proceeds of the investment project and the project remains the capital of the country and Iraq does not incur any debts."

A member of the Parliamentary Finance Committee, Sherwan Mirza, revealed two days ago the date for the 2021 budget to be presented for a vote in the House of Representatives.

Mirza told {Al-Furat News} last Monday that "it is hoped that the final version of the general budget for 2021 will be presented next Saturday and we are awaiting political moves during these few days, and there is almost a political agreement on its formula."

Mirza stressed that "next week it will be approved."

The Parliamentary Economy and Investment Committee confirmed, on Friday, that the vote on the budget law is in the middle of next week.

Committee member Mayada al-Najjar said in an interview with the Iraqi News Agency and followed by "Al-Eqtisad News", that "the atmosphere so far is positive for voting on the draft general budget law," noting that "after the meetings that lasted for more than a month on the draft budget law, the content was agreed upon and not Remaining other than the share of the Kurdistan region and some tables." He pointed to "the possibility of presenting the law for a vote and passing it next week, on Monday or Tuesday."

The Parliamentary Finance Committee had announced earlier, the most prominent aspects of its meeting with Prime Minister Mustafa Al-Kazemi and the ministers. The committee stated in a statement received by Al-Eqtisad News that it “rewrote the budget strategy according to a comprehensive economic vision after what came from the government with a financial vision only, and it also handed over a copy of the amendments it had made to the government’s budget.” She added, "The pressure of expenditures and the maximization of revenues were scientifically studied and came after a meeting with most of the government ministers and holding more than 302 hosting of various state institutions."

And she continued, "Thinking outside the fund and with technical economic dimensions to transform ministries from consumers who burden the public treasury to producers," she said.

A member of the Al-Fateh Alliance, MP Hamid Al-Mousawi, affirmed, on Thursday, the coalition’s commitment not to vote on the current budget that is farthest from reducing the dollar’s exchange rate.

Moussawi said in a statement to / information /, that “the Iraqi law gave the central bank the centralization of the decision in controlling the exchange rates of the dollar, but political will must be present in this circumstance,” indicating that “the Al-Fatah coalition blocs are all insisting on rejecting the vote on the budget. He added, "Because of the high exchange rates of the dollar, the governmental institution and private sector institutions will incur losses ranging between 9 trillion dinars as the difference in exchange rates between the new and old value."

He pointed out that "among the issues that we have put in place to prevent voting is the government's fulfillment of its obligations and the fairness of the segments of the lecturers and contract holders, whose contracts have been canceled by the Popular Mobilization Forces , Defense and Interior."
