The Parliamentary Economy and Investment Committee confirmed, on Friday, that the vote on the budget law is in the middle of next week.

Committee member Mayada al-Najjar said in an interview with the Iraqi News Agency and followed by "Al-Eqtisad News", that "the atmosphere so far is positive for voting on the draft general budget law," noting that "after the meetings that lasted for more than a month on the draft budget law, the content was agreed upon and not Remaining other than the share of the Kurdistan region and some tables." He pointed to "the possibility of presenting the law for a vote and passing it next week, on Monday or Tuesday."

The head of the Bayariq Al-Khair Parliamentary Bloc, MP Muhammad Al-Khalidi, confirmed, Thursday, that 3 files hinder the finalization of the 2021 budget at the present time.

Al-Khalidi told the Information Agency, that "the 2021 budget requires the follow-up of MPs, as it is one of the important laws that will draw important lines for the course of financial and economic performance for the current year and the disbursement of dues to the provinces and the rest of the ministries."

He added, "The file of the benefits of the Kurdistan region, the exchange rate of the dollar and the privatization of the state's assets represent 3 files that have not yet been settled and impede the process of resolving the budget law so far."

Al-Khalidi pointed out that "the option to settle the vote on the budget without an agreement with Kurdistan is possible if there are no results for the ongoing dialogues now," noting that "resolving the law may see the light after a week or two at the latest."

The 2021 budget law still faces great complications in light of the divergence of opinions regarding important files, most notably Kurdistan's entitlements and the obligations that must be initiated by the federal government.

A deputy for the Patriotic Union of Kurdistan warned today, Saturday, of attempts to pass the 2021 Budget Law in the absence and marginalization of the Kurds, considering this a constitutional violation and a cause for the exacerbation and birth of new problems in the country.

Jamal Muhammad Shakour told Shafaq News, “Kurdistan is a constitutional region and must be dealt with according to the Iraqi constitution, which grants the rights of all components and nationalities without marginalization or exclusion, and in accordance with the principles of justice,” excluding at the same time, “approving the budget without the Kurds, as happened in the passage of the disability law. Previously financial."

Shakour attributed the causes of the outstanding problems between the region and Baghdad to "obstructing the approval of the oil and gas law, which is a solution to most of the oil problems between Kurdistan and Baghdad," noting that "there are corruption files and illegal operations in the oil administration file in the country that hinder the approval and enactment of this law."

He added that "Iraq is going through major financial and military crises, which requires the participation of everyone in facing them and any marginalization of any component that will not be in the interest of Iraq and will lead to the birth and exacerbation of new crises and problems." He stressed that "the regional government is serious and by all means to resolve files and problems with the federal government and through extensive dialogues and discussions with officials of the executive authority and political forces to reach solutions for the benefit of the Iraqi people, whether in the Iraqi provinces or the provinces of the region, and to ensure public rights."

Today, Saturday, the Finance Committee in the Iraqi Parliament set a deadline for resolving the dispute between Baghdad and Erbil over the 2021 budget, threatening to vote on the budget without Kurdish representatives, along the lines of the borrowing law. 

The regional government delegation reached an agreement with the federal government to deliver 250,000 barrels of crude oil per day and half of the financial revenues generated from the border outlets in exchange for Baghdad granting 12.67% of the budget to Kurdistan after deducting the sovereign and governance expenditures, and this has been confirmed in the draft budget bill However, the delegation, on its last visit, was informed that the agreement was no longer valid.

It is noteworthy that the Iraqi parliament approved, on June 24, a bill to finance the fiscal deficit (borrowing) without including the salaries of the region’s employees in it, which prompted Kurdish representatives to withdraw from the voting session, and this also sparked angry reactions in Kurdistan.

A source in the Parliamentary Finance Committee denied that there was a meeting for the committee tomorrow, Saturday, regarding the discussion of the draft federal budget law for 2021.

ERBIL — The Kurdistan Regional Government (KRG) will dispatch its negotiating team to Baghdad in the upcoming days to embark on the final round of talks on the 2021 budget and Erbil’s share, said a government official.

The regional and federal governments have already reached an agreement with respect to the national budget, which is included in a draft law currently being discussed at the legislature. Parliamentary factions at the Iraqi Parliament, however, are yet to come to a consensus over the share of Erbil as stipulated in the bill.

Omed Sabah, the President of the Diwan of Council of Ministers of Kurdistan, told reporters that they will hold a meeting with Deputy Prime Minister Qubad Talabani, who leads the KRG delegation to Baghdad, on Saturday to prepare for the new and final round of the dialogue.

Sabah emphasized that the KRG is determined to reach an agreement within the framework of the Iraqi Constitution.

Prime Minister Masrour Barzani has approved the delegation’s new visit to Baghdad, and they will visit the Iraqi capital in the upcoming days, the Kurdish officials added.

“The delegation will remain in Baghdad until the ratification of the 2021 Budget Bill.”

Sabah also refuted the reports claiming that the federal government has increased its demand for Kurdistan’s oil from 250,000 barrels per day to 450,000 barrels. “There has been no such proposals from the Iraqi government,” he emphasized.

Advisor to the Iraqi Prime Minister Mazhar Muhammad Salih  said that the legislation of the budget law will reveal the start of implementation of the Chinese agreement.

Saleh added to the Iraqi News Agency (INA) today, Saturday, that project funds in the framework agreement with China are stabilized through the credit facilities provided by the Chinese side to the investment projects contracted, according to the same agreement, in the interest of Iraq, especially when oil revenues are low and Iraq's share in the same Iraqi-Chinese fund.

He added, "There are two positive indicators for the work of this agreement, which extends for about 20 years. The first is to place allocations in the federal public budget 2021 on the government investment side and about two billion dollars in favor of the agreement and its projects."

The advisor to the prime minister pointed out that "the second indicator, announced a good intention to implement 2000 model schools according to the Iraqi-Chinese agreement."

Saleh pointed out that "the legislation of the federal budget law for the year 2021 will reveal the start of implementation of the agreement and the resumption of work with it."

Al-Nusiri stated that it is necessary to take into account the expectations of an improvement in oil prices during the coming months of 2021 at a rate ranging between (55‐60) dollars per barrel and raise the selling price fixed in the budget to a rate not less than (50) dollars per barrel, which will contribute to reducing the planned deficit in the draft budget. And it reduces the dependence on the internal borrowing from the central bank by a large percentage

He called on the House of Representatives to focus in its discussions on activating new and effective programs to diversify sources of revenue, revitalize the agricultural sector, the industrial sector and the tourism sector, support and give a fundamental role to involve the private sector in making economic decisions, contribute to development and rebuild liberated cities, provide government support to private banks and motivate them to provide bank financing for small projects. Oh my! Now the budget has been pushed back to Wednesday the 17th of February 2021! I will be very surprised, if they pass the budget in February 2021! All we can do now is pray that this investment comes to pass!! There must be some heavy duty stealing going on there in  Iraq! Now I’m trying to figure out what the politicians  MO is, for keeping the program rate on Iraq’s currency! Obviously the politicians are able to steal a lot money through these auctions, with no fear whatsoever of being caught in their criminal enterprise! Well I still believe that we are in a very good window for an RV! I think March 21 is really the only hope for this year! Then I just have to pray,  I can hold on, for another year, for an RV!  Live from a major blizzard on the old Chisholm Trail. Now I’m going  to put out more hay, the cows are bawling, My calves seem to be handling it ok. As they are all above  500lbs now! Happy Valentine’s Day from your Valentine’s Day Cowboy 66 times around the sun and still counting! JMHO  💝 🐄

SULAIMANI — A delegation from the Kurdistan Regional Government (KRG) will travel to Baghdad on Sunday evening (February 14) for continued budget negotiations with the Council of Representatives’ Finance Committee.

The official media outlet of the Patriotic Union of Kurdistan (PUK) cited a source saying that the goal of the delegation, which will be led by KRG Deputy Prime Minister Qubad Talabani, is to set the percentage that the Kurdistan Region will receive in the 2021 Federal Budget Law and the terms that govern the transfer of that funding.

This will likely be the final visit by the delegation before the budget law faces a vote in the Council of Representatives, which lawmaker Ahmed Hama told al-Sumariya news agency will take place on Tuesday.  

On February 10, KRG Prime Minister Masrour Barzani said that his government is not ready to hand over control over the Kurdistan Region’s oil production to the federal government, saying that demand was “unconstitutional.”

He said that the Region is ready to hand over 250,000 barrels of oil per day and half of the its non-oil income or their cash equivalents to the federal government in return for securing the “Region’s financial entitlement.”

The Presidency of the Regional Government said in a statement received by Shafaq News Agency, that the President of the Kurdistan Regional Government, Masrour Barzani, received today, the Special Representative of the Secretary-General of the United Nations in Iraq, Jenin Hennes Plasschaert, indicating that at the meeting, they discussed developments in the situation in Iraq as well as the latest developments, the ongoing negotiations between the regional government and the federal government and ways to solve the problems between the two sides, especially fixing Kurdistan’s share in the federal budget for 2021.

The two sides agreed, according to the statement, on the necessity to solve the problems between the region and the federal government within the framework of the constitution and to guarantee financial rights and dues for the Kurdistan Region.

In another axis of the meeting, the statement said, the importance of implementing the Sinjar agreement as it is, in order to bring peace and stability to the region, was stressed.

The Prime Minister of Kurdistan Regional Government, Masrour Barzani, agreed, on Sunday, with the United Nations envoy to Iraq, Jeanine Hennes Blashart, to solve the problems of Baghdad and Erbil "according to the constitution."
