A terrorist group adopts the Baghdad suicide bombers

France Press
Update January 21, 2021

The two suicide bombings in Baghdad resulted in dozens of dead and wounded The two suicide bombings in Baghdad resulted in dozens of dead and wounded

The Islamic State Organization (ISIS) claimed, on Thursday night, two suicide bombings in central Baghdad, leaving 32 dead and 110 wounded.

The terrorist organization published a post on the communication sites confirming its responsibility for the attack, and many activists shared it.

#ISIS claims responsibility for today's twin suicide bombing that killed at least 32 civilians and wounded more than 100 others at a #Baghdad outdoor market, saying they targeted Shiites. #Iraq pic.twitter.com/Gyb8wxebqz

- Sinan S. Mahmoud (@sinansm) January 21, 2021

An ISIS suicide bomber targeted a group of civilians in a market in Tayaran Square in central Baghdad, before a second suicide bomber detonated himself when others gathered to help the wounded.

And Iraqi Prime Minister Mustafa Al-Kazemi made a series of changes in the ranks of the security and intelligence services due to the two suicide attacks.

The organization, which for years controlled large parts of Iraq, used this method in several regions.

However, the intensity of suicide attacks in Iraq decreased, after the Iraqi forces succeeded in eliminating the organization at the end of 2017 after bloody battles.

ISIS sleeper cells are still operating in some areas far from cities, and from time to time they target military sites in those areas.

Thursday's attack sparked widespread international condemnation and strong sympathy for Iraq. It comes at a time when the Iraqis are preparing for elections, and in conjunction with the reduction of the number of US forces in Iraq.

ISIS strikes again in Iraq ... military dead in "Tikrit ambush"

ISIS strikes again in Iraq ... military dead in "Tikrit ambush"

Eleven members of the Iraqi Popular Mobilization Forces were killed, on Saturday evening, in an ambush attributed to ISIS north of Baghdad, according to a security source in the crowd.

The attack was carried out at night with light weapons, east of Tikrit, the capital of Salah al-Din Governorate, and it comes two days after two suicide bombings in the heart of Baghdad, which killed 32 civilians, and the extremist organization adopted them.

Abu Ali al-Maliki, one of the officers in the 22nd Brigade in the crowd, said that “ISIS launched an attack on the 22nd Brigade, east of Tikrit,” the center of Salah al-Din province, about 150 km north of Baghdad.

Other sources in the crowd stated that 11 members were killed and 10 others wounded, according to Agence France-Presse.

On Thursday, 32 people were killed and 110 others were wounded in two suicide bombings in central Baghdad, which were claimed by ISIS, which caused the largest number of victims in the Iraqi capital in 3 years.

As in 2018, the assault took place at a time when the authorities were discussing holding early legislative elections, a entitlement that is often accompanied by violence.

The Iraqi forces succeeded in eliminating the organization in its major strongholds at the end of 2017 after bloody battles, but cells from it are still active in some areas far from cities, targeting military sites from time to time.

Bombings took place in Baghdad in June 2019.

"ISIS" confuses Iraq's security ... and its politicians

The "crowd" attacked east Tikrit ... and mobilized in Baghdad after rumors of "15 suicide bombers"

A side of the funeral of two of the "crowd" who were among 11 elements killed in an ambush by "ISIS" in Salah al-Din governorate yesterday (AP)

At a time when the families of the victims of the suicide bombing in Tayaran Square in Baghdad are busy accepting condolences for their deaths or following up on the conditions of their wounded in government hospitals, the statements of the Iraqi political forces are still for the third day in a row.

Even if the statements included denouncing and denouncing that operation, which ISIS admitted carrying out after years of calm in the Iraqi capital, Baghdad, politicians proceeded to hold each other responsible for the defect or even exchange accusations.

Despite the measures taken by Prime Minister Mustafa Al-Kazemi to change a number of security leaders, some of whom belong to political parties and forces, which is happening for the first time in years, he received a large portion of the attack.

ISIS, whose suicide operation surprised everyone, invested the early electoral political atmosphere, whether in the new qualitative operation east of Tikrit in Salah al-Din Governorate at dawn yesterday, where 11 members of the Popular Mobilization Forces were killed in an ambush, or spread terror in the capital by broadcasting video clips or audio clips. It threatens and threatens the residents of the capital with more suicide operations, despite the evidence of these videos and the killing of many of their owners. Rumors that 15 suicide bombers had infiltrated Baghdad also pushed the security forces into a state of alert.

Fears of "retaliatory" executions in Iraq ... and Saleh studies the files

Barham Salih’s advisor confirms that the presidency will not hesitate to issue death orders against terrorists

Dubai - Arabia.net

Published in: Last updated:

The Iraqi Presidency affirmed that it would not hesitate to issue death orders against terrorists, at a time when human rights organizations feared a series of executions in Iraq in response to the Baghdad bombings .

Ismail Al-Hadidi, an advisor to Barham Salih, confirmed that there is no pressure on the President of the Republic to issue death sentences.

Al-Hadidi told the Iraqi News Agency, “INA,” today, Monday, that “the presidency of the republic will not hesitate to issue death sentences against terrorists,” pointing out that “there are large committees that scrutinize constitutional and legal rulings, and some of them are returned to the Judicial Council to reconsider it.”

Demands to reduce the death penalty

He added, "There is no pressure on the president of the republic to issue death sentences, but there are demands by citizens, tribal sheikhs, civil society organizations and international bodies to rule their relations with Iraq to reduce the death penalty."

He pointed out that "the Presidency of the Republic continues to study the files received from the Judicial Council for the purpose of checking them and knowing those covered by the amnesty or those who need to review their rulings and review them again, in order to issue death sentences and send them to the Ministry of Justice."

Regarding the existence of 3000 death sentences that have not been approved, Al-Hadidi denied "the existence of such a number in the Presidency of the Republic," affirming that the presidency continues to scrutinize and issue execution decrees. He emphasized that "the presidency did not intend to delay issuing the decrees of judgments, and if there was a delay, this is due to scrutiny."

Approved 340 death sentences

For its part, human rights organizations expressed their fear that the Iraqi presidency would give the green light to carry out a series of executions in response to the bloody suicide bombings in Baghdad.

Thirty-two people were killed and 110 others were injured in two suicide bombings in central Baghdad on Thursday, which were claimed by ISIS, which caused the largest number of victims in the Iraqi capital in three years.

An official source in the Presidency of the Republic announced that it had "ratified more than 340 death sentences issued by the competent Iraqi courts with the final degree and in various terrorist and criminal cases and issued republican decrees in accordance with the constitution and the law."

He added, "The Presidency continues to ratify the provisions that come to it successively according to the established contexts, and it deals with this file with precision and caution away from any other considerations."

According to the official, most of the rulings were issued during the term of former President Fuad Masum, including a few during the term of President Barham Salih.

'Political tool'

For her part, Belkis Wali, a researcher specializing in Iraq at "Human Rights Watch", told "Agence France Presse" that this announcement is evidence that "the death penalty is a political tool."

She explained, "Leaders use this type of advertisements to tell people that they are working for them, without paying attention to the truth about the flaws in the trials."

Ratification of death sentences is a common occurrence in Iraq after such attacks. He had carried out 100 executions by hanging during the year 2019 alone.

In 2018, former Iraqi Prime Minister Haider al-Abadi dealt a heavy blow with the execution of 13 terrorists. And the deliberate publication of pictures of their hanging for the first time in order to contain the criticism against him following the assassination of eight civilians by ISIS.

The absence of rehabilitation centers for convicts

A member of the Governmental Human Rights Commission in Iraq, Ali Al-Bayati, said that the Baghdad government is trapped between public opinion that demands revenge and the political, security and judicial system that is unable to stop terrorist attacks , and as a result, "Iraq is facing limited options" with regard to human rights.

Al-Bayati, who is one of the most prominent advocates for human rights in Iraq, explained that "the death sentence is part of the Iraqi legal system, as we do not have real rehabilitation centers such as democratic countries that care about human rights and prisoners, especially terrorists who turn prisons into recruitment centers for others."

Al-Bayati stressed that there is a "defect in terms of the lack of clear guarantees and real transparency in the investigation and judgment sessions, and the failure to allow human rights organizations to perform their role."

'Arbitrary government action'

The United Nations High Commissioner for Human Rights, Michelle Bachelet, considers that Iraq is witnessing "repeated violations of the right to a fair trial and effective legal representation, with accusations of torture and ill-treatment," which makes the death penalty an "arbitrary governmental measure with deprivation of life."

In November 2020, the United Nations expressed its concern after the Iraqi authorities executed 21 convicts, most of them accused of "terrorism", and since then, no execution has been officially announced.

Over the past years, Iraqi courts have issued hundreds of death sentences and life imprisonment in accordance with the country's law, which punishes the death penalty for anyone who joins a "terrorist group", whether he fights in its ranks or not.

Baghdad has not implemented the death sentence against any foreigner who has been religiously affiliated with ISIS , but 11 French and one Belgian are currently awaiting execution in Iraq.
