The media office of the Prime Minister stated, in a brief statement, that "Al Furat News" received a copy of it that "the Council of Ministers held its regular session headed by Al-Kazemi."

Nazem: Approving the biometric card is one of the official documents

Cabinet spokesman Hassan Nazim confirmed today, Tuesday, that the government has approved the biometric card as one of the official documents.
Nazem said during the weekly press conference of the Council of Ministers and attended by the correspondent of the Iraqi News Agency (INA), that "the rates of recovery from the Corona virus are increasing, and the situation of Iraq is good compared to the numbers of infections in the new strain of Corona," noting that "the government calls on citizens to adopt information from Ministry of Health regarding the Coronavirus. "
He added, "The Cabinet decided to exempt citizens from paying fees on postal parcels, while it voted to support the industrial sector, both public and private," noting that "priority has been given to the industrial sector in competition and equipping state institutions with its products."
He pointed out that "the cabinet considered the long-term biometric voter card as one of the official documents approved in state departments," explaining that "the cabinet decided to grant employees a period of 60 days to update their biometric data."
He added that "employees must speed up updating their biometric data," noting that "the government is determined to combat the trend of declining participation in the elections."
He pointed out that "the State Department is following up on the decisions issued by the US Treasury, as well as that it does not tend to escalate," noting that "the 2021 budget is based on the reform paper."
Regarding the American elections, Nazem commented that "with the advent of the new government during this particular period and the issue was settled in the American elections, and that the Americans are involved in the situation in Iraq and have their experts." "The Iraqi government and the conditions of Iraq historically and economically elevate it to the level of an expert and known in our country, and I do not think that there are any objections or some kind that hinders the process of understanding and the progress of Iraqi diplomacy in dealing with him."

Mubasher: Today, Tuesday, the Iraqi Council of Ministers held a regular session headed by Prime Minister Mustafa Al-Kazemi, during which a number of issues were discussed, in addition to the topics included in its agenda.

During the session, developments were discussed in the work of the Committee to Strengthen Governmental Measures, in the areas of prevention and health control and awareness, according to the statement of the Media Office of the Prime Minister.

After the Council of Ministers discussed the topics listed on the session's agenda, it issued the following decisions:

1- Approval of the Ministerial Council for Energy Recommendation No. (69 of 2020) regarding the amendment of the Ministerial Council for Energy Resolution No. (52 of 2020) regarding the transfer of petroleum products for the benefit of the Ministry of Electricity, according to the following:

- The Ministry of Oil continues to transfer oil products for the benefit of the electric power stations of the Ministry of Electricity, provided that the amount of debt is settled from the percentage of profits of the Ministry of Oil companies to be financed by the Ministry of Finance.

2- Approval of the Ministerial Energy Council’s recommendation No. 71 of 2020 regarding approval to authorize the Minister of Electricity, the authority to contract regarding calls for the implementation of transmission lines (Rumaila Investment Station - Dhi Qar vehicle station, Faw 400KV station, Shatt al-Basra gas station, and power station Al-Hartha Thermal - Al-Qurna plant 400 kV), the details of which are confirmed in the Ministry of Electricity's book number (41611 on November 29, 2020), according to the following:

First - That the contract is in dollars instead of dinars, contrary to what is stipulated in the invitation documents, provided that the exchange rate is based on the bulletin of the closing day.

Second - That the referral of invitations be made in amounts that do not exceed the amount of the estimated cost at a rate of (9.5%), plus a maximum (10%) of the estimated amount per kilometer in the case of using ( Piles ), according to the approved designs and for the areas that require this, according to what came At the origin of the call.

Third - for the Ministry of Oil to provide financial support for the project from the profitable companies (the share of the Ministry of Finance), due to the importance of the project, and to adopt the same payment mechanism for the projects included in the Cabinet Resolution No. (132 of 2020).

3- Zeroing the stamp fee for the national campaign and the stamp fee for customs fees on postal parcels, based on the provisions of Article 37 of the Law on Stamping Numbered (71 of 2012).

- Exemption of the Ministry of Finance for inspection fees on postal parcels that are collected according to Customs Decree No. (4 of 2011) amended by Resolution No. (2 of 2016), from baggage identification fees, to reduce the burden on citizens and their reluctance to transport by government mail.

4- The long-term biometric voter card is one of the official documents approved in state departments.

- All employees and contractors working in state institutions must update their biometric data within 60 days, and obtain a long-term biometric voter card, and this decision shall be implemented as of (February 1, 2021).

5- Approving the authorization of the Minister of Finance, Mr. (Ali Haider Abdul Amir Allawi), the power to sign the grant agreement provided by the European Union under the supervision of the World Bank, in the amount of (12,500,000) dollars, only twelve million five hundred thousand dollars, to finance the project to strengthen monitoring and accountability institutions in The Public Financial Administration, provided that an amount of (8,500,000) dollars be allocated and an amount (4,000,000) dollars, based on the provisions of Article (3) of the Treaty Contract Law (35 of 2015), according to what was stated in the book of the Ministry of Finance No. 8122 dated on 12/13/2020.

Communications explain about exemption from payment of fees on postal parcels

The Ministry of Communications issued an explanation regarding the Cabinet’s decision to exempt citizens from paying customs duties on postal parcels.

Ministry spokesman Raad Al-Mashhadani said in a statement received by the Iraqi News Agency (INA), today, Wednesday, that the Cabinet approved the request submitted by the Minister of Communications, Arkan Shihab Ahmad Al-Shaibani, to exempt and reduce the customs duties imposed on postal parcels and to zero in on the national campaign stamp fee and the stamp fee for Customs fees for postal parcels, indicating that this comes in accordance with the provisions of Article 37 of the Law on Stamp Duty No.

He added that the Ministry of Finance's exemption of inspection fees for postal parcels that are collected according to the customs decree No. (4 of 2011) amended by Resolution No. (2 of 2016), on the fees for baggage declaration, comes to reduce the burden on citizens and their reluctance to transport by government mail, which She travels through the post offices and the postal exchange department of the General Post and Savings Company, one of the formations of the Ministry of Communications.

General Secretariat of the Council of Ministers revealed, on Thursday, the details of the Cabinet’s decision to zero fees on postal parcels for citizens.
The secretariat said in a statement, that "in order to reduce the burden on citizens and their reluctance to transport by government mail, the Cabinet decided to zero fees for the sums of a number of postage stamps and the fees for inspecting parcels."
She added, "The Council of Ministers decided to reduce the amount of the stamp of the national campaign to build schools and kindergartens, and to draw the stamp for customs fees on postal parcels, based on the provisions of Article (37) of the Stamp Fee Law (71 of 2012). The decision also included exempting the Ministry of Financial inspection fees for postal parcels that are collected according to the customs decree (4 of 2011) amended by the customs decision (2 of 2016) and the same for the fees for the price of baggage data.
She indicated, "The decision came based on what was presented by the Ministries of Communications and Finance, during its second regular session, held on 01/12/2021."
